Patrice Elizabeth Olsen views Mexico City as an artifact of those who created it—representing their ardor, humanity, and religion, as well as their politics. Individual chapters detail the expression of revolutionary values and aims in the physical form of Mexico City's built environment between 1920 and 1940, examining direction and meaning in terms of who is given license to design and build structures in the capital city, and equally important, who is excluded. Through the reshaping of the capital the revolution was extended and institutionalized; physical traces of the process of negotiation that enabled the revolution to be "fixed" in the Mexican polity appear in the city's skyline, parks, housing developments, and other new construction, as well as in modifications to existing colonial-era buildings. In this manner, the author argues, Mexico City's urban form crystallized as a product of the revolution as well as a part of the revolutionary process, as it has been of other conquests throughout its history.

Book excerpt: This book examines the scope of urban planning in Mexico through case studies of four municipalities - Campeche, Hermosillo, Leon and Morelia - that have recently updated their plans using new federal guidelines. We seek to advance a research agenda on the impacts of planning and its effectiveness by proposing some foundations for how to assess planning processes, as well as to provide guidance for the federal government of Mexico in its oversight of municipal planning practice and recommendations for the four cities we study. We begin with the concern that the debate over whether urban planning in Mexico “works” suffers from a lack of shared definitions about what is and is not within the scope of urban planning, and a shared conceptual framework for assessing the planning process. The case studies were conducted as part of a graduate studio in the Department of Urban Planning at UCLA. They rely on multiple interviews with planners and professionals in each city as well as documentary and data analysis, and literature reviews. We use a framework of five processes: creating a plan, implementing the plan, raising revenue to fund urban infrastructure, upgrading existing neighborhoods to ensure equal access across neighborhoods, and investing in new infrastructure to support growth. Each case presents a brief urban history and contextual data; a description of local government planning activities, the current plan, the city’s political history, and transparency in local planning; an assessment of planning processes, the mechanisms for changing land uses, and examples one infrastructure project and enforcement of land use rules; and an evaluation of the plan itself, including some GIS analysis local zoning and federal policy. The book’s recommendations fall into three areas: making plans into part of an ongoing and iterative process, increasing coordination between municipal budgeting and planning, and creating transparency and public input to the planning process. More specifically, we find that new plans often ignore successes and failures of prior plans, they do not periodically assess indicators to gauge impact, and discretionary changes in between plan updates diminishes the importance of the plan itself. In the second area, we argue that the scope of planning must be expanded. The plan should be integrated with the municipal budgeting process and municipalities in Mexico should work to generate more local revenues to adequately fund plans. Finally, in the third area, we recommend making planning documents, zoning maps, and basic data on urban conditions accessible to the public. A lack of transparency and the often opaque decision making processes harm the legitimacy of governance. We also outline how the federal government can play a role in advancing these recommendations for local planning processes.

As one would expect, there have been great differences between nations in the severity of problems, foci of attention, program strategies and their general effectiveness, and degree of commitment and effort. Given this diversity, it seems ap-propriate to examine and compare rural service problems and efforts to ameliorate them in a sample of contrasting societies. Implicit is the conviction that (1) all nations can learn at least something from the experiences of others, and (2) by taking an international, com-parative view of the subject, certain generalizations can be established.

Beginning with the Porfiriato, the period between 1876 and 1911 named for the rule of President Porfirio Díaz, José Galindo identifies how certain behavioral patterns of the Mexican political and economic elite have repeated over the years, and analyzes aspects of the political economy that have persisted, shaping and at times curtailing Mexico’s economic development. Strong links between entrepreneurs and politicians have allowed elite businessmen to receive privileged support, such as cheap credit, tax breaks, and tariff protection, from different governments and to run their companies as monopolies. In turn, successive governments have obtained support from businesses to implement public policies, and, on occasion, public officials have received monetary restitution. Galindo notes that Mexico’s early twentieth-century institutional framework was weak and unequal to the task of reining in these systematic abuses. The cost to society was high and resulted in a lack of fair market competition, unequal income distribution, and stunted social mobility. The most important investors in the banking, commerce, and manufacturing sectors at the beginning of the twentieth century in Mexico were of French origin, and Galindo explains the formation of the Franco-Mexican elite. This Franco-Mexican narrative unfolds largely through the story of one of the richest families in Mexico, the Jeans, and their cotton textile empire. This family has maintained power and wealth through the current day as Emilio Azcárraga Jean, a great-grandson of one of the members of the first generation of the Jean family to arrive in Mexico, owns Televisa, a major mass media company with one of the largest audiences for Spanish-language content in the world.
