It outlines how the French crown depended on fiscal intermediaries and private suppliers, explores how its failure to control the spending and activities of its contractors fundamentally limited France's strategic possibilities at sea, and discusses how these structural problems were progressively and disastrously exposed as the state's financial situation deteriorated. The book sets the activities of the French navy in the wider context of the wars of the period, showing that France necessarily had to give precedence to the funding of its army. Overall, the book highlights the limitations of the contractor state, demonstrating that early modern navies were both too complex and investment-heavy to be entirely outsourced.

Since this date a single binding instrument has regulated the rights and duties of States at sea and regarding the sea. The fifteen member States of the European Union are a significant sample for analyzing the practice of States, or at least that of the Western industrialized States, as regards the law of the sea. The book's aim is to give, through essays prepared by well-known specialists, a detailed survey of the attitudes and practice concerning the law of the sea of the member States of the European Union and of the European Community as such. The common positions of the member States and the results of their coordinated action also emerge from these essays. The fact that the member States and the European Community are now actively engaged in the process of becoming parties to the Law of the Sea Convention is certainly a major contribution to the consolidation of the Convention as a universal instrument, or at least as an instrument widely ratified by States of all continents and economic and political interests.

The Marine nationale continued fighting after the Armistice, a service divided against itself. The destruction of French sea power—at the hands of the Allies, the Axis, and fratricidal confrontations in the colonies—continued unabated until the scuttling of the Vichy fleet in 1942. And yet, just over twenty years after this dark day, Charles de Gaulle announced a plan to complement the country’s nuclear deterrent with a force of nuclear-powered, ballistic missile-carrying submarines. Completing the rebuilding effort that followed the nadir in Toulon, this force provided the means to make the Marine nationale a fully-fledged blue-water navy again, ready to face the complex circumstances of the Cold War. An important continuum of cooperation and bitter tensions shaped naval relations between France and the Anglo-Americans from World War II to the Cold War. The rejuvenation of a fleet nearly wiped out during the hostilities was underpinned by a succession of forced compromises, often the least bad possible, reluctantly accepted by French politicians and admirals but effectively leveraged in their pursuit of an independent naval policy within a strategy of alliance. Hugues Canuel demonstrates that the renaissance of French sea power was shaped by a naval policy formulated within a strategy of alliance closely adapted to the needs of a continental state with worldwide interests. This work fills a distinct void in the literature concerned with the evolution of naval affairs from World War II to the 1960s.
