De façon générale, le constat est attristant : la situation de la liberté de la presse dans le monde s'est nettement dégradée en 2001. Si quelques victoires ont certes été enregistrées, les raisons d'inquiétude et de découragement ne manquent pas. À l'exception du nombre de journalistes tués - 31 en 2001 contre 32 l'année précédente -, tous les indicateurs sont en très forte hausse par rapport à l'année 2000, qu'il s'agisse des interpellations de journalistes (489) en progression de 50 %, des menaces et agressions (716) en hausse de 40 %, ou encore des actes de censure à l'encontre des médias (378), en augmentation de 28 %. Le nombre des embastillés s'élevait à 110 à la fin de 2001 contre 74 un an auparavant, soit un accroissement de près de 50 %. Et il y a tout lieu de craindre que les choses ne se dégradent encore. Les conséquences des attentats commis le 11 septembre à New York n'ont pas fini de se faire sentir. Plusieurs textes de lois adoptés pour lutter contre le terrorisme sont inquiétants et fragilisent le principe fondamental de la libre circulation de l'information. Ce rapport de Reporters sans frontières recense les atteintes à la liberté de la presse dans cent cinquante pays.

Sur les vingt-cinq journalistes tués en 2002, une bonne moitié ont été assassinés soit par les hommes de main du pouvoir, soit par des bandes armées, des groupes maffieux ou des représentants d'intérêts privés qu'ils dérangeaient. Le nombre des arrestations de journalistes a augmenté de 40 % par rapport à l'année précédente. 700 professionnels des médias ont été privés de leur liberté pour des périodes plus ou moins longues et 121 journalistes étaient en prison au 1er janvier 2003. Les agressions ou les menaces ont doublé d'une année sur l'autre. Toujours en 2002, au moins 1 420 reporters ont ainsi été frappés, menacés de mort, kidnappés, chargés par la police ou harcelés. Et près de 400 médias ont été censurés. Par ailleurs, une dizaine de pays continuent à obliger les médias étrangers à travailler avec des guides officiels. Un plus grand nombre encore exige des journalistes étrangers qu'ils disposent d'un visa de presse spécifique. Ceux qui décident de passer outre s'exposent à des risques de plus en plus élevés. De nombreux gouvernements ont intensifié et justifié leur répression des voix d'opposition ou indépendantes au nom de la lutte contre le terrorisme. Enfin, dans des régimes autoritaires mais aussi dans des démocraties, des dizaines de journalistes ont été mis en examen, interpellés ou menacés pour avoir refusé de révéler leurs sources. Parce que la liberté de la presse n'est pas garantie dans plus de la moitié des pays du monde, la vigilance reste de mise en cette année 2003. Ce rapport de Reporters sans frontières recense les atteintes à la liberté de la presse dans cent cinquante-six pays.

France has become the setting for one of the most important conflicts in the modern world. On the one hand, it possesses a rigidly organized, centralized state, whose bureaucrats and civil servants are animated by a code of secular activism. On the other hand, France is also the home for Europe's largest Muslim minority, variously estimated at numbering between four and six million people. This means that in terms of simple numbers, France can be counted as the world's fifteenth Islamic power. Previous conflicts with religion have left a deep impression on French political culture: from the sixteenth and seventeenth-century conflicts between Catholics and Protestants played to the formation of the collaborationist Vichy government in 1940. In recent decades, Muslims have been stigmatized as an irreconcilable minority unable to adapt to the secular culture of the majority of French citizens. This work draws out the political implications of the current conflict. It is based on events and publications produced in a single five year period, beginning with the shock of the 2002 Presidential elections, in which Le Pen was the second most successful candidate, ranging through the legislation of March 2004 which banned the Islamic headscarf from French state schools, and which sparked off a series of bad-tempered exchanges between left and right-wing French nationalists, anti-racism campaigners, secularists, anti-clericals and a variety of Muslim authors.
