Cette recrudescence des assassinats de journalistes est due principalement à la multiplication des conflits armés dans le monde. De la Sierra Leone au Kosovo en passant par le Timor et la Tchétchénie, des journalistes ont été pris pour cible en dépit des conventions garantissant leur statut de "non-belligérants". Si l'on compte un peu moins de journalistes emprisonnés en 1999, le triste palmarès des pays les plus répressifs ne change guère. Des journalistes continuent d'être incarcérés pour leurs opinions dans des conditions souvent très dures, et certains d'entre eux subissent même des actes de torture. Par ailleurs, dans un nombre croissant de pays, des "délits" tels que la "diffamation" ou "l'insulte au chef de l'Etat", continuent d'être sanctionnés par des peines de prison. Près de la moitié des Etats qui siègent aux Nations unies persistent à faire main basse sur les médias audiovisuels alors qu'une vingtaine de pays dans le monde peuvent être considérés comme de véritables "ennemis d'Internet". Leurs gouvernements contrôlent les fournisseurs d'accès, mettent en place des filtres qui bloquent les sites jugés indésirables ou punissent sévèrement les "cyber-dissidents". Ce rapport de Reporters sans frontières recense les atteintes à la liberté de la presse dans 133 pays.
