La ley, por lo tanto, más bien que acto del entendimiento, lo será de la voluntad, como asimismo parecen indicarlo estas palabras del Jurisconsulto: “La voluntad del príncipe tiene fuerza de ley.” Es propio de la ley mandar y prohibir. El mandato y la prohibición son actos imperativos de la razón, según ya expusimos. Por consiguiente, la ley es algo perteneciente a la razón. La ley es una cierta regla y medida de los actos, que induce al hombre a obrar, o le retrae de ello. En efecto, ley viene de ligar, puesto que obliga a obrar. Ahora bien; la regla y medida de los actos humanos es la razón, que es, según consta de lo dicho en otra parte, el principio primero de esos mismos actos. Es, en efecto, a la razón a quien incumbe ordenar las cosas en vistas al fin que es el primer principio en el orden de la operación, como Aristóteles enseña. Pues bien; en todo género de cosas, aquello que tiene razón de primer principio, es medida y regla de cuanto bajo ese principio se halla contenido; así la unidad lo es en la numeración y el primer movimiento lo es respecto de todo otro movimiento.
