Book excerpt: La investigación llevada a cabo en países de nuestro entorno apunta a que la aplicación de criterios de transparencia ha producido cambios en la cultura y práctica organizativas de las Administraciones, que a su vez tienen un impacto en las percepciones del personal de la Administración sobre su aplicación. A partir de esta asunción, la investigación llevada a cabo se plantea dos objetivos académicos: En primer lugar, corroborar si la implementación de la nueva normativa sobre transparencia ha significado un cambio organizativo en las Administraciones municipales. Estos cambios pueden incluir la modificación de los procesos de gestión (como cambios en los diagramas de procesos o protocolos de actuación y acceso a la información), la incorporación de personal o unidades específicas dedicadas a la transparencia, así como cambios en el funcionamiento del resto de la organización. En segundo lugar, la percepción interna de la aplicación de la normativa puede haber generado reacciones contrapuestas dentro de las propias Administraciones municipales. Por un lado, un mayor nivel de transparencia puede suponer una ventana de oportunidad para aumentar el grado de familiaridad del personal municipal hacia los flujos de información y la capacidad de compartir el conocimiento interno de la organización. Por otra parte, la aplicación de la normativa puede haber tenido, al mismo tiempo, un impacto interno negativo en términos de incremento de volumen de actividad, falta de definición clara de algunas de las obligaciones o una falta de coincidencia entre las expectativas generadas y la percepción de los resultados obtenidos. Por ello, el segundo objetivo del proyecto es estudiar los efectos de la aplicación de la normativa de transparencia sobre las percepciones del personal al servicio de las Administraciones municipales.

They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
