Spain, in particular, has been transformed from an immigrant-exporting country to one receiving hundreds of thousands of new immigrants. Today, almost 13 percent of the country’s population is foreign-born. Spanish Legacies, written by internationally known experts on immigration, explores how the children of immigrants—the second generation—are coping with the challenges of adaptation to Spanish society, comparing their experiences with those of their peers in the United States. Using a rich data set based on both survey and ethnographic material, Spanish Legacies describes the experiences of growing up by the large population of second-generation youths in Spain and the principal outcomes of the process—from national self-identification and experiences of discrimination to educational attainment and labor-market entry. The study is based on a sample of almost 7,000 second-generation students who were interviewed in Madrid and Barcelona in 2008 and then followed and re-interviewed four years later. A survey of immigrant parents, a replacement sample for lost respondents in the second survey, and a survey of native-parentage students complement this rich data set. Outcomes of the adaptation process in Spain are systematically presented in five chapters, introduced by real-life histories of selected respondents drawn by the study’s ethnographic module. Systematic comparisons with results from the United States show a number of surprising similarities in the adaptation of children of immigrants in both countries, as well as differences marked by contrasting experiences of discrimination, self-identities, and ambition.

Challenging the view that the effects of decentralization are positive or negative uniformly and can be explained by reference to the influence of national political institutions, Alfred Montero uses his comparisons of industrial policy in Brazil and Spain, and between different regions in these countries, to argue that we need to pay attention to political conditions at the subnational level to account for the variation in economic success between regions. Two crucial conditions are emphasized in Montero's analysis: how much competition there is among political elites within any region, and how much competition there is between regions for scarce fiscal resources. Lower competition among elites leads to subnational governments delegating more autonomy to public agencies to develop ties with private businesses favoring allocative efficiency and innovation; higher competition between regions provides incentives for political leaders to support involvement in economic development efforts by a greater variety of public agencies, whose cooperation and mutual trust over time create the conditions for long-term success in these efforts. This analysis gives us a much more nuanced understanding of how countries are experiencing the challenges of globalization today.

Book excerpt: Historically, Spain has often been represented as a financial failure, a state limited by its absolutist monarchy and doomed to fiscal and financial failure without hope of lasting growth. The collapse of the Spanish state at the beginning of the nineteenth century would seem to bear out this view of the limitations of Spain's absolutist state, and this historical school of thought presents the eighteenth century as the last episode in a long history of decline that is directly linked to the failure of the sixteenth-century Spanish imperial absolutist monarchy. This study provides a different perspective, suggesting that in fact during the eighteenth century, Spain's fiscal-military state was reconstructed and grew. It shows how the development of the Spanish fiscal-military state was based on different growth factors to those of the sixteenth and seventeenth centuries; and that with this change, most of the state's structure and its relationship with élites and taxpayers altered irrevocably. In the ceaseless search for solutions, the Spanish state applied a wide range of financial and fiscal policies to expand its empire. The research in this book is inspired by current historical discussions, and provides a new perspective on the historical debate that often compares English 'success' with continental 'failure'.
