Available in PDF, EPUB and Kindle. Book excerpt: From small-scale experiments, deliberative mini-publics have recently taken a constitutional turn in Europe. Iceland and Ireland have turned to deliberative democracy to reform their constitutions. Estonia, Luxembourg and Romania have also experienced constitutional process in a deliberative mode. In Belgium the G1000, a citizen-led initiative of deliberative democracy, has fostered a wider societal debate about the role and place of citizens in the country's democracy. At the same time, European institutions have introduced different forms of deliberative democracy as a way to connect citizens back in. These empirical cases are emblematic of a possibly constitutional turn in deliberative democracy in Europe. The purpose of this book is to critically assess these developments, bringing together academics involved in the designing of these news forms of constitutional deliberative democracy with the theorists who propagated the ideas and evaluated democratic standards.

Book excerpt: How does democratic security interact with democracy, human rights and the rule of law? How can the Council of Europe help its member states guarantee security for citizens through their commitment to democratic norms? The European continent is facing today a democratic crisis and fresh impetus is required to enhance democratic security. As the most comprehensive pan-European organisation, the Council of Europe is uniquely placed to play a substantial role in this regard, thanks both to its specific mandate and its vast expertise in the field. In partnership with the Strasbourg-based National School of Administration (ENA) the Council of Europe organised a series of debates providing an intellectual framework to examine the challenges facing democratic security. Eminent personalities from politics, civil society and the academic world shared their views, and their contributions are collected in this publication.

Available in PDF, EPUB and Kindle. Book excerpt: A major new history of how democracy became the dominant political force in Europe in the second half of the twentieth century What happened in the years following World War II to create a democratic revolution in the western half of Europe? In Western Europe's Democratic Age, Martin Conway provides an innovative new account of how a stable, durable, and remarkably uniform model of parliamentary democracy emerged in Western Europe—and how this democratic ascendancy held fast until the latter decades of the twentieth century. Drawing on a wide range of sources, Conway describes how Western Europe's postwar democratic order was built by elite, intellectual, and popular forces. Much more than the consequence of the defeat of fascism and the rejection of Communism, this democratic order rested on universal male and female suffrage, but also on new forms of state authority and new political forces—primarily Christian and social democratic—that espoused democratic values. Above all, it gained the support of the people, for whom democracy provided a new model of citizenship that reflected the aspirations of a more prosperous society. This democratic order did not, however, endure. Its hierarchies of class, gender, and race, which initially gave it its strength, as well as the strains of decolonization and social change, led to an explosion of demands for greater democratic freedoms in the 1960s, and to the much more contested democratic politics of Europe in the late twentieth century. Western Europe's Democratic Age is a compelling history that sheds new light not only on the past of European democracy but also on the unresolved question of its future.

The authors analyse the challenge of building democracy in the countries of the former Yugoslavia riven by conflict, and in neighboring states. They focus on oppositional activity, political cultures that often favour strong presidentialism, the role of nationalism, and basic socioeconomic trends. Karen Dawisha and Bruce Parrott provide theoretical and comparative chapters on post communist political development across the region. This book will provide students and scholars with detailed analysis by leading authorities, plus the latest research data on recent political and economic developments in each country.

Available in PDF, EPUB and Kindle. Book excerpt: Democracy is well-established and soundly practiced in most European countries. But despite unprecedented progress, there is growing dissatisfaction with the state of democracy and deepening mistrust of democratic institutions; a situation exacerbated by the economic crisis. Are Europe's democracies really under threat? Has the traditional model of European democracy exhausted its potential? A broad consensus is forming as to the urgent need to examine the origins of the crisis and to explore visions and strategies which could contribute to rebuilding confidence in democracy. As Europe's guardian of democracy, human rights and the rule of law, the Council of Europe is committed to exploring the state and practice of European democracy, as well as identifying new challenges and anticipating future trends. In order to facilitate this reflection, the Council of Europe held a series of Democracy Debates with the participation of renowned specialists working in a variety of backgrounds and disciplines. This publication presents the eight Democracy Debate lectures. Each presentation analyses a specific aspect of democracy today, placing the issues not only in their political context but also addressing the historical, technological and communication dimensions. The authors make proposals on ways to improve democratic governance and offer their predictions on how democracy in Europe may evolve. Together, the presentations contribute to improving our understanding of democracy today and to recognising the ways it could be protected and strengthened.

Book excerpt: The "European Yearbook" has expanded over the years in keeping with the role played by European institutions compared with national ones. It is an indispensable work of reference for anyone dealing with these institutions, which have become so numerous and varied that no-one can possibly memorise all their acronyms or functions. The "European Yearbook" provides aids for finding one's way through the labyrinth of these organisations which coordinate a variety of activities in over 20 countries. One of the aids is an 'organisation chart' at the beginning of the documentary section, giving a clear picture of the general situation. A perusal of the many contributions in the volume organisation by organisation, shows the full diversity of the activities which Europe is gradually taking over from national governments, with their consent and financial support. Written in both of the Council of Europe's official languages, English and French, the "European Yearbook" also contains a general index by subject and name which constitutes a very valuable list of articles and provides direct access to the work's subject matter, regardless of the particular organisation concerned, offering a kind of cross-section of the activities of European organisations.

Available in PDF, EPUB and Kindle. Book excerpt: Representative democracy is beset by a crisis of legitimacy across the world, but in Europe this crisis is compounded by the inadequacy of national governments to address citizens’ frustrations and to achieve transnational unity on common issues. How representative are national parliaments in their decision-making on EU matters? This volume investigates the relationship between the democratic institutions of the member states and those of the EU. With a focus on polity rather than policy, it looks at voting and decision-shaping mechanisms in selected member states, in particular the ‘Europeanisation’ of representative democracy at national level. It also assesses the state of parliamentary democracy at the EU level. Expert analysts share their insights into the changing nature of our political eco-systems and the (dis)connections within and between them. Representative Democracy in the EU: Recovering Legitimacy is part of the ‘Towards a Citizens’ Union’ project co-funded by the EU’s Erasmus+ Programme. It is the product of collaboration with 20 renowned think tanks from the European Policy Institutes Network (EPIN). This volume follows the first in the series, Direct Democracy in the EU: The Myth of a Citizens’ Union. A third and final publication will offer ideas for how democratic institutions and processes can meet the challenges facing Europe today.

Book excerpt: Since 2010 the European Union has been plagued by crises of democracy and the rule of law, which have been spreading from Central and Eastern Europe (CEE), catching many by surprise. This book argues that the professed success of the 2004 big bang enlargement mirrored the Potemkin villages erected in the new Member States on their accession to Europe. Slovenia is a prime example. Since its independence and throughout the accession process, Slovenia has been portrayed as the poster child of the 'New Europe'. This book claims that the widely shared narrative of the Slovenian EU dream is a myth. In many ways, Slovenia has fared even worse than its contemporary, constitutionally-backsliding, CEE counterparts. The book's discussion of the depth and breadth of the democratic crises in Slovenia should contribute to a critical intellectual awakening and better comprehension of the real causes of the present crises across the other CEE Member States, which threaten the viability of the EU and Council of Europe projects. It is only on the basis of this improved understanding that the crises can be appropriately addressed at national, transnational and supranational levels.

Book excerpt: The "European Yearbook" promotes the scientific study of nineteen European supranational organisations and the OECD. The series offers a detailed survey of the history, structure and yearly activities of each organisation and an up-to-date overview of the member states of each organisation. This special anniversary volume celebrates 60 years of publication of the Yearbook, and its contents differs from that of the regular volumes therefore. It offers a selection of the most important articles, dealing with European cooperation and integration, to appear in the Yearbook during its 60 years of publication. These are of particular interest not only because they provide a unique historical snapshot of the many successes (and occasional failures) in the field of European integration but also because they discuss the ideals and aims that lay behind these efforts, many of which still resonate today as Europe confronts questions about its political destiny and ideal shape. This volume contains articles in English and French."

Available in PDF, EPUB and Kindle. Book excerpt: The break-up of the Soviet Union's external empire in Eastern Europe and the demise of the USSR itself destroyed the bipolar structure that had characterized world politics for almost 50 years. This book explores the emerging post-Cold War international system and its implications for the future expansion and consolidation of democracy. Bringing together both experts on international relations and scholars of democracy from Europe, North America and Asia, it examines the link between these two subjects. While a large literature has emerged on the effects of democracy on international relations, the authors of this volume aim to instead examine the other side of this relationship - the impact of the international system on the prospects for democracy.
