Book excerpt: The "European Yearbook" promotes the scientific study of nineteen European supranational organisations and the OECD. The series offers a detailed survey of the history, structure and yearly activities of each organisation and an up-to-date overview of the member states of each organisation. This special anniversary volume celebrates 60 years of publication of the Yearbook, and its contents differs from that of the regular volumes therefore. It offers a selection of the most important articles, dealing with European cooperation and integration, to appear in the Yearbook during its 60 years of publication. These are of particular interest not only because they provide a unique historical snapshot of the many successes (and occasional failures) in the field of European integration but also because they discuss the ideals and aims that lay behind these efforts, many of which still resonate today as Europe confronts questions about its political destiny and ideal shape. This volume contains articles in English and French."

Available in PDF, EPUB and Kindle. Book excerpt: European Air Power examines the current state of eight separate European air forces and their prospective air power capabilities in a manner that will appeal to a wide audience of air force enthusiasts. Included are perspectives from independent air power experts reviewing the air forces of France, Germany, Turkey, and Great Britain as well as from the leaders of the air forces of the Nordic nations, including Norway, Denmark, Sweden, and Finland. Within the national security framework of threats and challenges, and against the seemingly universal backdrop of lower budgets for defense, the contributors present varying views on the types of air power capability a state should have and those it does not need. The contributors consider each air force separately and how each is structured to remain sustainable and efficient in accordance with its national strategic infrastructure.

Available in PDF, EPUB and Kindle. Book excerpt: This CSIS report examines the evolution of European military capabilities over the next decade. It asks two main questions. What military capabilities might European allies and partners of the United States possess by 2030? And what types of military missions will these states be able (and unable) to effectively perform by 2030? First, European militaries—including the largest and most capable European NATO members—will continue to struggle to conduct several types of missions without significant U.S. assistance. Second, European militaries will face significant challenges in the Indo-Pacific. Third, Europe’s major powers will likely have the capability to conduct most types of missions at the lower end of the conflict continuum without significant U.S. military aid. To sustain progress and overcome remaining challenges, NATO will have to revise its burden-sharing metrics, modernize defense planning and procurement practices, and address lagging political will.

Available in PDF, EPUB and Kindle. Book excerpt: Exploring NATO’s post-Cold War determination to support democracy abroad, this book addresses the alliance’s adaptation to the new illiberal backlashes in Eastern Europe, the Western Balkans and Afghanistan after the alleged ‘return of history’. The book engages the question of what has driven NATO to pursue democratisation in face of the significant region-specific challenges and what can explain policy expansion or retrenchment over time. Explaining NATO’s adaptation from the perspective of power dynamics that push for international change and historical experience that informs grand strategy allows wider inferences not only about democratisation as a foreign policy strategy but also about the nature of the transatlantic alliance and its relations with a mostly illiberal environment. Larsen offers a theoretical conception of NATO as a patchwork of one hegemonic and several great power interests that converge or diverge in the formulation of common policy, as opposed to NATO as a community of universal values. This volume will appeal to researchers of transatlantic relations, NATO’s functional and geographical expansion, hegemony and great power politics, democracy promotion, lessons of the past, (Neoclassical) Realism, alliance theory, and the crisis of the liberal world order.

Available in PDF, EPUB and Kindle. Book excerpt: From De Gaulle onwards, France’s strategic independence has been predicated on self-sufficiency in modern weapons. To achieve and maintain the requisite defence-industrial base, in the context of limited domestic orders, Paris sought to promote the export of its arms. During the Cold War, this underpinned but was also an expression of France’s determination to resist bipolar domination. France offered customers around the world an alternative to reliance on one superpower or the other; and in doing so it generated the revenue to support an extensive domestic arms industry. The end of the Cold War ushered in fundamental changes, however: Western defence spending shrank and the global market was turned upside down. While France’s arms-export policy was less affected by human-rights concerns than other democracies, it was not immune to pressures stemming from the consolidation of Europe’s defence-industrial base and the increased interest of the EU in regulating the arms trade. This Adelphi book considers how France has responded to changing political and market circumstances in the way that it promotes and controls the export of weapons. It examines the rationale for considering a liberal arms-export policy as essential to French independence, and the institutional arrangements that underpinned this. It tracks the dramatic changes in the global arms market since 1990, in terms of demand and market competition, and charts the response of the French government to these changes. The book underlines how the French machinery of government, as a directing force behind the defence industry, has been resistant to the notion of export restraint – even in the case of sales to authoritarian regimes. However, it argues that France now faces a dilemma over whether to continue with a long-successful course, or to moderate its independence through greater collaboration to bolster European integration and better compete globally.
