Book excerpt: L'objet de cette thèse est de montrer que le secteur des transports régionaux et locaux de voyageurs est fortement centralisé. L'État maintient jusqu'en 1981 une forte tutelle sur le plan administratif, financier et de la gestion. Le cadre administratif explique en partie la centralisation des décisions, à la fois au niveau de l'administration centrale et de l'administration locale par un système hiérarchisé et la stratification des responsabilités. La position des corps d'État aux postes-clés et le fonctionnement sociologique du milieu local figent un système, qui remet aux mains de quelques uns le pouvoir de décision, en particulier en ce qui concerne les transports de voyageurs. Un effort de décentralisation a été mené par l'État dans les années 1970 avec la mise en place des schémas régionaux et départementaux de transport. Cette expérience a été très limitée, et a été plus la manifestation de la volonté de l'État de se désengager des services omnibus d'intérêt local de la SNCF dans un souci de rigueur financière, que de réaliser un véritable transfert de compétences. Par contre la décentralisation des compétences a été rendue possible en partie au niveau de la gestion des réseaux. La loi sur les transports publics d'intérêt local, promulgée en 1979, remet à jour un environnement juridique obsolète, et permet de définir plus clairement les relations entre les autorités responsables des transports et les exploitants. Ce transfert de pouvoir aux élus locaux est cependant limité par le contexte institutionnel de l'époque, et une situation nouvelle est née avec la loi sur les droits et libertés des communes, département et régions votée en 1983.
