Book excerpt: This book is the outcome of a South-South conference jointly organized by the Asian Political and International Studies Association (APISA), the Latin American Council of Social Sciences (CLACSO) and the Council for the Development of Social Science Research in Africa (CODESRIA) in Dakar, Senegal, May 2012. The conference was organised in response to the financial crisis of 2008 which started in the United States and Europe, with reverberating effects on a global scale. Economic problems emanating from such crises usually leave major social and structural impacts on important sectors of the society internationally. They affect living standards and constrain the well-being of people, especially in poor countries. Persistent problems include high unemployment, increased debt and low growth in developed countries, as well as greater difficulties in accessing finance for investment in the developing world. There is a need for countries in the South to examine the available options for appropriate national and regional responses to the different problems emanating from the economic crisis. This book attempts to provide ideas on some strategic responses to the disastrous impact of the crisis, while keeping in mind the global common interest of the South. It is hoped that the book will contribute significantly towards the agenda to rethink development and the quest for alternative paradigms for a just, stable and equitable global political, economic and social system. A system in which Africa, Asia, and Latin America are emancipated from the shackles of hegemonic and anachronistic neoliberal dictates that have nothing more to offer than crises, vulnerabilities and dependency.

Book excerpt: For a quarter of a century the industrial Western world has been living in the euphoria of continuous improvements in welfare, based on economic programming, increasing integration and terms of trade which favor indus trial countries and discriminate against agricultural regions. It is true that recessions have periodically recurred during these years : time and again, however, government intervention succeeded in reducing them to mere "in ventory cycles". In contrast with the twenties and thirties, when economic policy in the West focused on fighting unemployment and stimulating investment, the postwar period has been characterized by a permanent concern to curb inflationary pressure, which was partly due to full-employ ment. The present welfare economy has given rise to a growth of the pro pensity to consume such that public policy has often been constrained to limit consumption and stimulate saving. In this new framework it has perhaps been forgotten that today's welfare owes much to the lessons from the past. The bitter world crisis experience of the thirties in particular has exerted a fruitful and decisive influence upon the search for means to prevent, eliminate or soften the cyclical fluctuations which the process of economic growth involves. Forty years after the out break of the greatest economic crisis ever, it seems useful to draw up the balancesheet of the lessons learned from it. There exists a large literature about the depression of the thirties.

Situated at the intersection of Argumentation Theory and Interpreting Studies, the book provides a contribution to the descriptive study of political argumentation, highlighting the presence of interpreters as a key contextual variable in political communication and deepening the study of the interlinguistic and translational implications of the act of arguing.

A political theorist and economist, his worldview was shaped by experiences in the Second World War as an underground political activist in Occupied Belgium and during his subsequent internment in a Nazi prison camp. Mandel's faith in human nature and in the working classes survived Nazi oppression and the murder of much of his family in the concentration camps. He retained his connection to his Jewish roots throughout his life, but believed that security and liberation for the Jewish people was best achieved through world revolution and universal emancipation rather than nationalism. A brilliant orator in several languages, Mandel was an indefatigable revolutionary militant and a key leader in the Fourth International, and he had an enormous impact on the thought and practice of the 1968 generation. His last major work, Late Capitalism, had an influence that reached from the social sciences into the humanities. Biographer Jan Willem Stutje, the first writer with access to Mandel's archives, has interviewed many of the leading figures in the story and unearthed a wealth of new material, detailing Mandel's arrest by the Nazis and his role in Latin American guerrilla warfare. He recounts Mandel's interactions with both scholars-Sartre, Ernst Bloch, Perry Anderson-and comrades-in-arms such as Che Guevara, Rudi Dutschke and Tariq Ali.
