Dealing with questions of aesthetic urbanism, La Construction des Villes shows Le Corbusier’s intellectual influences in the field of urbanism. Discontent that the script was not sufficiently avant-garde, he abandoned it soon after it was written in the early 20th century. It was only in the late 1970s that American historian H. Allen Brooks discovered 250 pages of the forgotten manuscript in Switzerland. The author of this book, Christoph Schnoor, later discovered another 350 handwritten pages of the original manuscript, consisting of extracts, chapters, and bibliographic notes. This splendid find enabled the re-establishment of the manuscript as Le Corbusier had abandoned it, unfinished, in the spring of 1911. This volume offers an unbiased extension of our knowledge of Le Corbusier and his work. In addition, it reminds us of the urban design innovations of the very early 20th century which can still serve as valuable lessons for a new understanding of contemporary urban design.

Book excerpt: The view of modernism as representing an epistemological break between technology and history and tradition has long been challenged. Le Corbusier’s work has proved to be an inexhaustible reference point in this debate. This is due, on the one hand, to the legacy of nineteenth-century historicism, and on the other to his creative process of creation through destruction which, as John Summerson has noted, is comparable to the processes of avant-garde poets and painters. The contributions to this book explore particular episodes which bring to light both the operative role of the past in the creation of a new abstract synthesis, and Le Corbusier’s modernist historical consciousness. They illustrate how the past participated in the modernist creative process of abstract art, from the 1920s machine aesthetics to the late infatuation with myth. They also shed light on the extent to which the operative quality of the history was framed by a comprehensive historical vision that took the form of metanarrative, which neither the analytical studies on his architecture nor the synthetic approaches to his philosophical thinking should dismiss.

Towards a Public Space instead offers a unique analysis of Le Corbusier’s contributions to urban planning. The public spaces in Le Corbusier’s plans are usually considered to break with the past and to have nothing whatsoever in common with the public spaces created before modernism. This view is fostered by both the innovative character of his proposals and by the proliferation in his manifestos of watchwords that mask any evocation of the past, like l’esprit nouveau ("new spirit") and l’architecture de demain ("architecture of tomorrow"). However, if we manage to rid ourselves of certain preconceived ideas, which underpin a somewhat less-than-objective idea of modernity, we find that Le Corbusier's public spaces not only didn't break with the historical past in any abrupt way but actually testified to the continuity of human creation over time. Un cadre d’analyse faisant défaut jusqu’ici, ce livre propose une approche systémique et l'applique à la zone urbaine et périurbaine de Bamako et à son hinterland rural. La méthode repose sur une analyse des différentes filières d’approvisionnement en terres et identifie, depuis la mise en circulation des terres agricoles pour répondre aux besoins en terrains à usage résidentiel, les changements de tenure et types de transactions qui accompagnent le passage aux terrains urbains, ainsi que les interactions entre les différentes filières. L'analyse montre que l’approvisionnement en terre est à l’origine assurée par la filière coutumière, qui prédomine dans les zones périurbaines, et par la filière publique et parapublique où l’État alloue des terrains à usage d’habitation aux individus ou les cède à des sociétés de promotion foncière et immobilières. Ces filières alimentent la filière privée formelle qui met ensuite sur le marché, à des prix élevés, des parcelles viabilisées avec titre de propriété. Les parcelles peuvent être cédées successivement, avec un degré d'informalité qui dépend de la tenure, de la légalité de la transaction et de son enregistrement. Alors que le développement du marché formel est entravé par des facteurs structurels, le marché foncier informel offre peu de sécurité. Adapté aux revenus moyens et bas, le marché informel attire aussi les acheteurs aisés et introduits auprès de l’administration et du pouvoir politique, et qui peuvent plus facilement obtenir une formalisation de la tenure. Prix des terrains et coûts de transaction élevés, conflits fonciers, procédures de formalisation longues et complexes, et diversité des acteurs se combinent dès lors pour entraver l’accès au foncier des pauvres en milieu urbain.

Attended by representatives of 22 governments and 150 cities, as well as by hundreds of architects, planners, politicians, and scientists, it marked the culmination of a series of events which helped to form the world of town planning at the start of the twentieth century. Ghent illustrates three key themes for the history of town planning. First, the transactions of the congress include papers from some of the most significant theorists and practitioners of the period, such as Patrick Abercrombie, Augustin Rey, Raymond Unwin, and Joseph Stübben. Secondly, the congress as a whole reflects just how global the business of town planning had become by 1913: papers and exhibits included studies of colonial projects as well as European designs. The delegates themselves provide wonderful evidence of a transnational process at work. Finally, the text brilliantly illuminates the way in which town planning was critically linked to other reformist movements of the era. The whole event, like the International Union of Cities that it spawned, was the product of the peace movement. Even as war draw nearer, the International Union was being spoken of as a future world government. Significantly, one of the organisers of the event – Henri La Fontaine - won the Nobel Peace Prize in 1913. The Premier Congrès international et exposition comparée des villes is a major publication, but it is one that is now almost impossible to obtain. This republication, a century after this seminal event, will be considerable interest not only to those who work on town-planning, but also transnational historians and writers on the peace movement more generally.
