The Pursuit of Europe tells the story of the evolution of the 'European project', from the end of the Napoleonic Wars, which saw the earliest creation of a 'Concert ofEurope', right through to Brexit. The question was how, after centuries of internecine conflict, to create a united Europe while still preserving the political legal and cultural integrity of each individual nation. The need tofind an answer to this question became more acute after two world wars had shown that if the nations of Europe were to continue to play a role in the world they could now only do so together. To achieve that, however, they had to be prepared to merge their zealously-guarded sovereign powers into a new form of trans-national constitutionalism. This, the European Union has tried to do. Here, Anthony Pagden argues that it has created not as its enemies have claimed, a'super-state' but a new post-national order united in a political life based, not upon the old shibboleths of nationalism and patriotism, but upon a common body of values and aspirations.It is this, argues Pagden, that will allow the Union to defeat its political enemies from within, and to overcome the difficulties, from mass migration to the pandemic, which it faces from without. This book re-examines why the European Union and its forerunners were created and investigates how and why they have changed. It links contemporary events to historical explanation, arguing that there were long-term sets of conditions, dating back to the 1920s, which pushed European governments to cooperate economically and to try to resolve their diplomatic differences. The failure of the French and German governments to create what Aristide Briand had called a 'European federal union' demonstrated both the precariousness of the enterprise and its connection to the domestic politics of European states. After 1945, the unexpected advent of a 'Cold War' and the military, diplomatic and economic presence of the United States in Europe facilitated the gradual development of habits of cooperation and institutional 'integration', but they also placed limits on European governments' activities, as did disagreements between political parties and the expectations of citizens. As a consequence, supranational bodies such as the European Commission have been accompanied - and often overshadowed - by intergovernmental institutions such as the European Council, with the EU as a whole functioning in important respects as a type of confederation. The volume addresses a series of large-scale historical questions which are integral to an understanding of the European Union. It asks how and why citizens of member states have identified with the EU; how matters of 'security' affected the development of the European Community during and after the Cold War; whether economic and social convergence have taken place, and with what consequences; and why European institutions have come to function as they have. Among other topics, the programme focused on how Europe and European integration could be contextualised and what these concepts meant to European citizens. In June 2018, Euroculture celebrated its twentieth anniversary with a conference to discuss not only the changes within the MA Euroculture itself, but also to reflect upon the changes in the field of European studies over the last two decades writ large. This volume brings together the main findings of this conference. Since its start, Euroculture has engaged with European studies by providing a space for cooperation between more mainstream-oriented research on the one hand and a variety of sociological, historiographical, post-structuralist, and post-colonial perspectives on Europe on the other. This has enabled Euroculture to contextualise the emergence and development of European institutions historically and in relation to broader socio-political and cultural processes. Its methodology, that treats theoretical and analytical work, classroom teaching and engaged practice as integral parts of critical inquiry, has significantly contributed to its ability to continuously enhance scholarly discussions. The volume is divided into two parts, which are intrinsically linked. The first part contains reflections on the field of European studies and on concepts, analytical perspectives and methodologies that have emerged through interdisciplinary dialogues in Euroculture/European studies.
