Available in PDF, EPUB and Kindle. Book excerpt: Culture is one of the most complex and contested fields of European integration. This book analyzes EU cultural politics since their emergence in the 1980s with a particular focus on the European Capital of Culture program, the flagship of EU cultural policy. It discusses both the central as well as local levels and contextualizes EU policies with programmes of other European organisations, such as the Council of Europe. By asking what "Europe" actually means for European cultural policy, the book goes beyond the confines of official organizations and the political sphere, to discuss the contribution, impact and appropriation among a more diverse group of actors and participants, such as transnational experts, local bureaucrats, cultural managers, urban dwellers and the visitors. Its principal aim is to debunk the myth of Brussels as the centre of cultural Europeanization. Instead, it argues that European cultural policy has to be seen as a relational, multi-directional movement, involving a wide variety of stakeholders and leading to conflicts and collaborations at various levels. This book combines the perspectives of political scientists, sociologists, anthropologists and historians, at the intersection between EU, urban, and cultural studies, and changes our understanding of ‘Europeanization’ by opening up new empirical and conceptual avenues. Challenging the dominant interpretation of European cultural policies, The Cultural Politics of Europe will be of interest to students and scholars of European studies, political scientists, sociologists, anthropologists, geographers, historians and cultural studies.

Book excerpt: This book gives a comprehensive account of the drafting of the EU Charter in the first Convention and shows the important contribution of this process to the constitutional development of the European Union. By drawing on a body of empirical data from the Convention in 1999-2000 it shows how the debates about a catalogue of fundamental rights for the EU prior to enlargement triggered a much wider discussion about the basis and basics of European integration. Thus it can shed new light on the EU's ongoing search for legitimacy.

Book excerpt: The Journal of Cultural Management and Cultural Policy offers international perspectives on a wide range of issues in cultural management and cultural policy research and practice. This issue examines the effects digitization and digitalization have had on discourses, research designs, and processes of artistic production, distribution, and reception. Dealing with digital phenomena reconfigures social patterns of action, thinking, and organization in the arts and cultural sectors. These sectors are changing profoundly and rapidly, and with them their networks, audiences, the conditions of work and consumption. These issues are particularly acute during the ongoing COVID 19-pandemic with serious effects on the arts and cultural fields, showing the possibilities, but also the limits, of digitalization and digitization in the cultural sector. The authors discuss the challenges and opportunities digitalization and digitization imply for cultural management and cultural policy.

Available in PDF, EPUB and Kindle. Book excerpt: Museums of history and contemporary culture face many challenges in the modern age. One is how to react to processes of Europeanization and globalization, which require more cross-border cooperation and different ways of telling stories for visitors. This book investigates how museums exhibit Europe. Based on research in nearly 100 museums across the Continent and interviews with cultural policy makers and museum curators, it studies the growing transnational activities of state institutions, societal organizations, and people in the museum field such as attempts to Europeanize collection policy and collections as well as different strategies for making narratives more transnational like telling stories of European integration as shared history and discussing both inward and outward migration as a common experience and challenge. The book thus provides fascinating insights into a fast-changing museum landscape in Europe with wider implications for cultural policy and museums in other world regions.

As one of the best-known initiatives of the EU, it has already enabled almost three million students to spend a part of their studies abroad. But ERASMUS is more than just a simple academic exchange programme: designed to contribute to the creation of a «People’s Europe», it has become a successful political instrument for shaping generations of European students. This interdisciplinary volume attempts to explain the fascination behind ERASMUS. The authors examine the role of student mobility within the European integration process and judge its impact on how young citizens identify with Europe. Is there a «Generation ERASMUS», and what characteristics does it have? Can ERASMUS serve as a symbol for «new» Europeans?

Available in PDF, EPUB and Kindle. Book excerpt: Observing the dramatic shift in world politics since the end of the Cold War, Peter J. Katzenstein argues that regions have become critical to contemporary world politics. This view is in stark contrast to those who focus on the purportedly stubborn persistence of the nation-state or the inevitable march of globalization. In detailed studies of technology and foreign investment, domestic and international security, and cultural diplomacy and popular culture, Katzenstein examines the changing regional dynamics of Europe and Asia, which are linked to the United States through Germany and Japan. Regions, Katzenstein contends, are interacting closely with an American imperium that combines territorial and non-territorial powers. Katzenstein argues that globalization and internationalization create open or porous regions. Regions may provide solutions to the contradictions between states and markets, security and insecurity, nationalism and cosmopolitanism. Embedded in the American imperium, regions are now central to world politics.

Available in PDF, EPUB and Kindle. Book excerpt: This important book examines the challenges posed to public service obligations by European Union media law and policy. An in-depth analysis of the extent to which six countries (France, Germany, Greece, Italy, the Netherlands, and the United Kingdom) regulate broadcasting for the public interest reveals a range of vulnerability to national political pressures or, alternatively, to the ideology of market sovereignty. The author examines the country of origin principle and the European quota rule of the Television without Frontiers Directive, revealing the influence of European law on the definition and enforcement of programme requirements, and shows how the case law of the European Court of Justice encourages deregulation at the national level without offering adequate safeguards at the supranational level in exchange. She asks the question whether the alleged ‘European audiovisual model’ actually persists—that is, whether broadcasting is still committed to protecting such values as cultural diversity, the safety of minors, the susceptibility of consumers to advertising, media pluralism, and the fight against racial and religious hatred. The book concludes with an evaluation of the impact of the EU state aid regime on the licence fee based financing of public broadcasting.

Digital Transformation and Cultural Policies in Europe analyzes and compares different digital cultural policies of Europe. Through case studies of seven European countries (UK, Germany, Croatia, Sweden, Spain, Norway, and Switzerland) as well as the analysis of EU digital cultural policy, the book investigates what happens when cultural policy gets changed and challenged by digital culture. Based on a thorough discussion of key concepts and analytical perspectives, this collection also offers a unique multi-disciplinary contribution that shows how digital cultural policy is hyperconvergent. These policies contain established ideas of cultural policy – such as democratization, welfare, access, and national, protectionist ideas – brought together within a digital framework, while also adding new cultural policy tools and instruments, such as digital standards, international regulations, directives, etc. The book shows how digital cultural policies are works in progress, struggling to align their aspirations with their effectiveness. Overall, this book provides a valuable tool for understanding the current policy framework of digital culture. It will be of interest not only to scholars and students in cultural and creative industries but also to creative professionals and policy makers.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union and culture explains why and how the European Union has started to intervene in the cultural policy sector - understood here as the public policies aimed at supporting and regulating the arts and cultural industries. It is the first comprehensive and theoretically informed account of the Communitarisation process of the cultural policy sector. Before 1992, no legal basis for EU intervention in the field of culture appeared in the Treaties. Member states were, in any case, reluctant to share their competences in a policy sector considered to be an area of national sovereignty. In such circumstances, how was the Communitarisation of the policy sector ever possible? Who were the policy actors that played a role in this process? What were their motives? And why were certain actors more influential than others? This book will be of great use to all researchers and students of European integration and European public policy.
