The KRASH post CID correlation consists of modeling two sequences; a symmetrical impact of the fuselage with the ground (after engine-loss at initial air-to-ground impact) and the unsymmetrical air-to-ground including initial engine ground contact and subsequent fuselage impact with the ground. The analyses and test results are compared with regard to floor acceleration responses, fuselage shear and bending moment distribution, wing and engine acceleration responses, wing bending moment distribution, structural failures, fuselage underside crush, and sequence of events. The research developed a new method to correct the crash time that was not accurately documented in the crash report. A crash risk prediction model has been developed to estimate the influences of traffic status on collision risk. The impact of crash severity and crash type on after-crash traffic flows was also analyzed. The prediction models can be used to estimate the collision possibilities based on the real time ITS data. The models and analysis were based on the Nevada data so that they can be directly applied on Nevada freeways without additional calibration effort.

The goals of the effort were to define a methodology for PennDOT to follow in identifying the best candidate locations for highway safety improvements, and to develop a Proof of Concept to test the proposed methodology. After conducting interviews and workshops involving more than 35 of PennDOT's stakeholders in highway safety processes, Gannett Fleming interviewed highway safety managers in five other state and federal highway agencies to determine what innovative tools and practices are currently being used. Gannett Fleming's research also included a review of literature related to the study from more than 80 sources. Based on Gannett Fleming's research and analysis, PennDOT selected the "Highway Safety Data Relationships Knowledge Base" for further research. The knowledge base is an information repository based on concepts in data mining and expert systems. It uses advanced statistical analysis methods and expert business knowledge rules to discover data patterns based on correlation and other forms of relationships in the data. The knowledge base can be applied to diagnosing specific combinations of data attributes and features that may indicate the causative factors among homogeneous populations of crashes. Most highway safety data analyses involve studying correlations among multiple data sets. The knowledge base is an innovative and compreh3nsive tool for such an application. It provides a framework for identifying and managing relationships among many combinations of data sets that are useful in highway safety analyses. Gannett Fleming proceeded to develop a prototype as a proof of concept. Gannett Fleming demonstrated the prototype using actual PennDOT crash data. Three analysis scenarios were demonstrated" evaluating safety programming alternatives for alcohol involved crashes, diagnosing data patterns of crashes at a selected highway location, identifying potential sites for system-wide deployment of a selected countermeasure

Three pertinent datasets on interstates were obtained and then integrated using a spatiotemporal approach. The analysis showed that about 36% of the crashes had vehicle on shoulder present in their vicinity, defined as 0.25 miles upstream and downstream of a crash site and 30 minutes before crash occurrence. The percentage increased considerably as spatial/temporal window expanded. In addition, congestion was found to be associated with about 25% of the crashes. The presence of both vehicle on shoulder and congestion was found for 11.7% of the crashes, signifying a high correlation between them and crashes. Based on crash narrative review, 1.8% of all crashes directly involved vehicles on shoulder and 23% of the crashes cited congestion as a contributor. However, there’s little indication in the crash narratives on how vehicles on shoulder contributed to crashes, beyond their direct involvement, or how they contributed to congestion which may led to crashes. Only 6 out of the 512 crashes flagged for review through the keyword search process specified a vehicle on shoulder as a contributor to congestion and subsequent crashes. While a small fraction of crashes were attributed to vehicles on shoulder, these crashes tended to be more severe than average interstate crashes.
