Book excerpt: In the late 19th and early 20th centuries, Buddhism in Asia was transformed by the impact of colonial modernity and new technologies and began to spread in earnest to the West. Transnational networking among Asian Buddhists and early western converts engendered pioneering attempts to develop new kinds of Buddhism for a globalized world, in ways not controlled by any single sect or region. Drawing on new research by scholars worldwide, this book brings together some of the most extraordinary episodes and personalities of a period of almost a century from 1860-1960. Examples include Indian intellectuals who saw Buddhism as a homegrown path for a modern post-colonial future, poor whites ‘going native’ as Asian monks, a Brooklyn-born monk who sought to convert Mussolini, and the failed 1950s attempt to train British monks to establish a Thai sangha in Britain. Some of these stories represent creative failures, paths not taken, which may show us alternative possibilities for a more diverse Buddhism in a world dominated by religious nationalisms. Other pioneers paved the way for the mainstreaming of new forms of Buddhism in later decades, in time for the post-1960s takeoff of ‘global Buddhism’. Ericson's Financial Stabilization in Meiji Japan overturns widely held views of the program carried out by Finance Minister Matsukata Masayoshi. As Ericson shows, rather than constituting an orthodox financial-stabilization program—a sort of precursor of the "neoliberal" reforms promoted by the IMF in the 1980s and 1990s—Matsukata's policies differed in significant ways from both classical economic liberalism and neoliberal orthodoxy. The Matsukata financial reform has become famous largely for the wrong reasons, and Ericson sets the record straight. He shows that Matsukata intended to pursue fiscal retrenchment and budget-balancing when he became finance minister in late 1881. Various exigencies, including foreign military crises and a worsening domestic depression, compelled him instead to increase spending by running deficits and floating public bonds. Though he drastically reduced the money supply, he combined the positive and contractionary policies of his immediate predecessors to pull off a program of "expansionary austerity" paralleling state responses to financial crisis elsewhere in the world both then and now. Through a new and much-needed recalibration of this pivotal financial reform, Financial Stabilization in Meiji Japan demonstrates that, in several ways, ranging from state-led export promotion to the creation of a government-controlled central bank, Matsukata advanced policies that were more in line with a nationalist, developmentalist approach than with a liberal economic one. Ericson shows that Matsukata Masayoshi was far from a rigid adherent of classical economic liberalism.

Book excerpt: Based on new documents, especially von Siebold’s correspondence (including letters to his wife Taki), written advice and draft treaties which were placed in the public domain in 2002 by the Brandenstein-Zeppelin family, the author argues that such is their significance a full re-evaluation of von Siebold’s advisory role vis a vis the United States, Russia and the Netherlands in particular, both before and after the successful opening of Japan in the 1850s is now justified. This new study challenges the conventional Western scholarly view that the key figures involved in the opening of Japan were confined to the US Navy’s Commodore Matthew Perry, and the diplomats Townsend Harris of the US and Rutherford Alcock of the UK. A close examination of the new sources suggests otherwise and also puts von Siebold’s agenda to ‘save’ Japan from being overtaken by what he referred to as the colonial and commercial ambitions of the West’s great maritime nations in a new light. The author also takes pains to debunk the long-held view that von Siebold was a Russian spy. Even so, it is accepted that von Siebold remains a controversial figure whose role was more often than not ‘tinged with considerable selfish aspirations and a belief in his personal infallibility’.
