This Policy Paper is one of two that outlines the Bank's new policies for the sector. The review was prompted by concern about the effects of power generation on the environment and on populations that may be resettled to make way for projects. Another stimulus was the macroeceonomic reality of fewer investment resources in many countries. And many developing countries are becoming more receptive to reforming the way energy is produced and consumed. This paper credits the public monopoly approach of the last 30 years with facilitating expansion of power supplies, capturing technical economies of scale, and making effective use of scarce managerial and technical skills. Nonetheless, it recommends several new policies to improve the performance of the electric power sector in developing countries. These reforms will guide future Bank activities in the sector. Bank loans for electric power will go first to countries clearly committed to improving the performance of their power sectors. The Bank will also discourage subsidies on energy prices and will encourage private investment in utilities. And it will provide financing to help the least developed countries import power where local generation is not practical. The efficiency of production and use of electric power in developing countries is examined in a companion paper, Energy Efficiency and Conservation in the Developing World: The World Banks Role . This book approaches these questions from a variety of conceptual and policy viewpoints. Reviewing the theoretical arguments in favor of industrial policies, the authors first ask whether existing indicators allow policy makers to identify growth-promoting sectors with confidence. To this end, they assess, and ultimately cast doubt upon, the reliability of many popular indicators advocated by proponents of industrial policy. Second, and central to their critique, the authors document extraordinary differences in the performance of countries exporting seemingly identical products, be they natural resources or 'high-tech' goods. Further, they argue that globalization has so fragmented the production process that even talking about exported goods as opposed to tasks may be misleading. Reviewing evidence from history and from around the world, the authors conclude that policy makers should focus less on what is produced, and more on how it is produced. They analyze alternative approaches to picking winners but conclude by favoring 'horizontal-ish' policies--for instance, those that build human capital or foment innovation in existing and future products—that only incidentally favor some sectors over others.

Book excerpt: The paper examines the remarkable growth of the South Korean economy from the early 1960s to the early 2000s. This paper provides an overview of South Korea’s industrial development process, with a particular emphasis on the heavy and chemical industries’ drive in the 1970s and the impact of educational expansion and investment on technological capabilities. The paper shows how this economic growth was primarily due to an export- oriented industrialization strategy and consistent upgrades to industrial infrastructure and systems to remain competitive in the global market. One of the most important policies pursued by the government was the development of the country's human potential. The paper argues that without this investment, it would have been impossible for South Korea to emerge as one of the most innovative economies in the world. These achievements are attributable to the vision of the political leadership, a supportive government, the hard work of entrepreneurs and others who contributed their valuable human resources. It also examines the 1997 foreign exchange crisis, its causes, and impact on South Korea, as well as the lessons learned, and new policies enacted in its aftermath. The rapid build-up of industrial capabilities was the result of a substantial reduction in investment risks with comprehensive government support for financing, infrastructure, technology and manpower development. However, this also made South Korea's large multi-national industrial companies (chaebols) reckless in fiscal policies. Furthermore, a concentration of economic power and chaebol's putting family interests first — remains a cause of serious socio-political tension in South Korea. The paper concludes that South Korea’s industrial development since the early 1960s include: strong political leadership with vision and a strong commitment to economic development; industrial policy with a focus on promoting heavy and chemical industries; state-chaebol development partnership; and huge investment in human capital and technological capabilities.

Throughout the study, a broad perspective of macroeconomic development is maintained. It is highly critical of the narrow-minded objective of certain governments in maximizing the pace of industrialization at the expense of general economic well-being. A comparative analysis of the industrial experiences of the three economies also shows a diversity of constraints and processes. Singapore relied on multinational corporations, Taiwan on returned engineers, and South Korea on chaebols. There appears to be no Asian formula for industrialization.
