Clearly, cities need to be at the center of any broad effort to reduce climate change. In Greenovation, the eminent urban policy scholar Joan Fitzgerald argues that too many cities are only implementing random acts of greenness that will do little to address the climate crisis. She instead calls for "greenovation"--using the city as a test bed for adopting and perfecting green technologies for more energy--efficient buildings, transportation, and infrastructure more broadly. Further, Fitzgerald contends that while many city mayors cite income inequality as a pressing problem, few cities are connecting climate action and social justice-another aspect of greenovation. Book excerpt: LONGLISTED FOR THE 2019 NATIONAL BOOK AWARD FINALIST, 2020 PULITZER PRIZE IN HISTORY By the late 1960s and early 1970s, reeling from a wave of urban uprisings, politicians finally worked to end the practice of redlining. Reasoning that the turbulence could be calmed by turning Black city-dwellers into homeowners, they passed the Housing and Urban Development Act of 1968, and set about establishing policies to induce mortgage lenders and the real estate industry to treat Black homebuyers equally. The disaster that ensued revealed that racist exclusion had not been eradicated, but rather transmuted into a new phenomenon of predatory inclusion. Race for Profit uncovers how exploitative real estate practices continued well after housing discrimination was banned. The same racist structures and individuals remained intact after redlining's end, and close relationships between regulators and the industry created incentives to ignore improprieties. Meanwhile, new policies meant to encourage low-income homeownership created new methods to exploit Black homeowners. The federal government guaranteed urban mortgages in an attempt to overcome resistance to lending to Black buyers – as if unprofitability, rather than racism, was the cause of housing segregation. Bankers, investors, and real estate agents took advantage of the perverse incentives, targeting the Black women most likely to fail to keep up their home payments and slip into foreclosure, multiplying their profits. As a result, by the end of the 1970s, the nation's first programs to encourage Black homeownership ended with tens of thousands of foreclosures in Black communities across the country. The push to uplift Black homeownership had descended into a goldmine for realtors and mortgage lenders, and a ready-made cudgel for the champions of deregulation to wield against government intervention of any kind. Narrating the story of a sea-change in housing policy and its dire impact on African Americans, Race for Profit reveals how the urban core was transformed into a new frontier of cynical extraction.

Drawing on extensive ethnographic and interview data collected in Houston, Texas, Race Brokers shows that housing market professionals play a key role in connecting people-or refusing to connect people-to housing resources and opportunities. They make these brokering decisions through reference to racist or anti-racist ideas. Typically, housing market professionals draw from racist ideas that rank-order people and neighborhoods according to their perceived economic and cultural housing market value, entwining racism with their housing market activities and interactions. Racialized housing market routines encourage this entwinement by naturalizing racism as a professional tool. Race Brokers tracks how professionals broker racism across the housing exchange process-from the home's construction, to real estate brokerage, mortgage lending, home appraisals, and the home sale closing. In doing so, it shows that professionals make housing exchange a racialized process that contributes to neighbourhood inequality and racial segregation. However, in contrast to the racialized status-quo, a small number of housing market professionals draw on anti-racist ideas and strategies to extend equal opportunities to individuals and neighborhoods, de-naturalizing housing market racism. Rosen explores a new pattern in urban development: local residents and community representatives leveraging large-scale development projects for agreements that promise dedicated local benefits, such as parks and jobs. In general, such development projects have not produced impactful benefits for local residents, and often have contributed to significant community harm, including gentrification and displacement. In response, community activists have launched a fight to control development, using benefits-sharing agreements to ensure that projects produced better outcomes for local residents. While such agreements now exist across the nation, the process of negotiating and enforcing them remains challenging. This book dives deep into four case studies--in Los Angeles, Atlanta, Seattle, and Milwaukee--to answer the following questions: Who ultimately benefits from both the agreements and the projects in question? How do benefits get delivered, and who controls this process? What works for these agreements to successfully produce community outcomes? Rosen shows that, without agreements that promote accountability, developers and other project proponents can walk away from the negotiating table once the agreement is signed and the development moves forward. This disregard for community benefits and priorities can leave community residents solely responsible for benefits delivery during implementation, but with few viable avenues to ensure that outcomes materialize. The cases reveal specific elements that agreements require to achieve success during implementation: community participation, managerial connections, effective partnerships, responsiveness, and vigorous oversight with accountability mechanisms. Although creating these conditions is difficult, sometimes impossible, and contingent on fragile processes, Rosen concludes the book with recommendations for both the agreement negotiation and implementation phases to ensure success.

TOD has many potential benefits for cities and regions, and is considered a critical element in reshaping sprawling car-dependent urban regions into denser regions built around transit corridors. However, it is not a magic bullet solution for metropolitan transportation problems: challenges persist, such as displacement of local residents and regulatory barriers. How has TOD been successfully implemented? How can we integrate the positive aspects of TOD while minimizing its negative impacts? This book presents a study conducted at the University of Amsterdam, exploring 11 international case studies, including a meta-analysis, rough set analysis and policy transfer workshops. The authors discuss the findings and present solutions to persistent challenges to transit-oriented development. Additional literature on eTOD (equitable TOD) strategies, as a fundamental component of planning for regional transportation, shows that these approaches can result in more collaborative processes, community-led development that minimizes the negative impacts of transportation infrastructure. As our Dutch colleagues stated, TOD can be considered a policy concept that can be used as a story to unite people.
