Book excerpt: Key Labor Market Indicators: Analysis with Household Survey Data is an introduction to labor market indicator analysis and a guide for analyzing household survey data using the ADePT ILO (International Labour Organization) Labor Market Indicators Module. The analytical framework and approach taken up in this book are based on the ILO’s Key Indicators of the Labour Market (KILM). KILM indicators provide a strong basis on which to address key questions related to productive employment and decent work. The ADePT ILO Labor Market Indicators Module is a powerful tool for producing and analyzing KILM indicators using household survey data. The software allows researchers and practitioners to automate data production, to minimize data production errors, and to quickly produce a wide range of labor market data from labor force surveys or other household surveys that contain labor market information. ABOUT ADePT Streamlined Analysis with ADePT Software is a series that provides academics, students, and policy practitioners with a theoretical foundation, practical guidelines, and software tools for applied analysis in various areas of economic research. ADePT Platform is a software package developed in the research department of the World Bank (see www.worldbank.org/adept). The series examines such topics as sector performance and inequality in education, the effectiveness of social transfers, labor market conditions, the effects of macroeconomic shocks on income distribution and labor market outcomes, child anthropometrics, and gender inequalities.

Harvesting information from international data repositories and regional and national statistical sources, the book offers data going back to 1980 for over 200 countries. The KILM is a collection of 20 key indicators of the labor market that touch on employment and variables relating to employment (status, sector, hours, etc.), the lack of work and the characteristics of jobseekers, education, wages and compensation costs, labor productivity, and working poverty. Taken together, the indicators give a strong foundation from which to begin addressing key questions related to productive employment and decent work. With three formats available--print, interactive software, and online database--accessing the country-level data for the 20 key labor market indicators as well as the descriptive text explaining the indicators' use, definitions, and basic trends is easier than ever. Key Indicators of the Labour Market (KILM) offers the general user with instant and uncomplicated access to data on the world's labour markets. Using information from international data repositories, and regional and national statistical sources, KILM offers data for over 200 countries for the years 1980 through the latest available subsequent year. Statistical data convers the labour force, employment, unemployment, underemployment, educational attainment of the workforce, wages and compensation, productivity and labour costs, employment elasticities, and poverty as market indicators. The KILM interactive CD-ROM includes all the basic statistics used to calculate 20 key labour market indicators. Its easy to use format makes searching for relevant information quick and simple and this latest version includes numerous innovations. First, the software includes electronic access to the 'key issues of the labour market' chapter, as well as all other text describing the use of each indicator with useful information on the sources and definitions. The 'key issues' chapter highlights 'hot topics' relating to the world's labour markets while demonstrating how labour market information is used to analyse labour market issues and to guide policy recommendations. Topics analysed in this edition include wage and productivity statistics, employment elasticities and global and regional labour market trends. Second, the software offers an improved updating functionality. Data updates will be automatically downloaded each time a user opens the programme. Finally, the new 'cross-table' functionality allows users to view multiple indicators in one grid.

Book excerpt: This note is a reference guide for the unemployment template, an econometric tool that allows researchers to analyze and project labor market indicators for any country with sufficient data coverage. Section I explains the motivation behind designing a new surveillance tool to study labor markets, and summarizes the key features of the template. Section II details the data inputs needed and their sources. Section III describes the methods used to estimate the employment-growth elasticity, a measure of the extent to which employment responds to output. Section IV outlines the medium-term outlook table and projection charts created by the template once the inputs are customized to generate an appropriate elasticity. Finally, Section V presents a discussion on how to interpret the results produced by the template, and of the issues that arise from projecting labor market indicators.

This book was released on 2019-02-26 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Labor market indicators are critical for policymakers, but measurement error in labor force survey data is known to be substantial. In this paper, I quantify the implications of classification errors in the U.S. Current Population Survey (CPS), in which respondents misreport their true labor force status. Once I correct for measurement error using a latent variable approach, the unemployment rate is on average 0.8 percentage points (ppts) higher than the official unemployment rate, with a maximum of 2.0 ppts higher between 1996 and 2018. This paper further quantifies the contributions to business-cycle fluctuations in the unemployment rate from job separation, job finding, and participation. Correcting for misclassification changes previous studies' results about the contributions of these transition probabilities: job separation accounts for more of the unemployment fluctuations, while participation accounts for fewer. The methodology I propose can be applied to any other labor force survey in which labor force status is observed for three periods.

Book excerpt: This book describes a dynamic factor model of 19 U.S. labor market indicators, covering the broad categories of unemployment and underemployment, employment, workweeks, wages, vacancies, hiring, layoffs, quits, and surveys of consumers' and businesses' perceptions. The resulting labor market conditions index (LMCI) is a useful tool for gauging the change in labor market conditions. In addition, the model provides a way to organize discussions of the signal value of different labor market indicators in situations when they might be sending diverse signals. The model takes the greatest signal from private payroll employment and the unemployment rate. Other influential indicators include the insured unemployment rate, consumers' perceptions of job availability, and help-wanted advertising. Through the lens of the LMCI, labor market conditions have improved at a moderate pace of over the past several years, albeit with some notable variation along the way. In addition, from the perspective of the model, the unemployment rate declined a bit faster over the past two years than was consistent with the other indicators.
