Book excerpt: This Selected Issues paper and Statistical Appendix provides an assessment of the financial regulations as a basic framework for public expenditure management and control in Kenya. The paper discusses a number of “external” factors that have led to a deterioration of formal implementation and control mechanisms, as well as recent efforts that have been undertaken to improve them. The paper also discusses various aspects of monetary policy in Kenya, including the instruments available to the monetary authorities, current challenges in the area of monetary control, and the state of financial markets in Kenya.

Book excerpt: This Selected Issues paper on Kenya reviews Kenya’s external stability in a context where the exchange rate has strengthened and capital inflows are playing an increasingly important role. Kenya’s external current account deficit has widened, reflecting strong import volumes as well as rising import prices, particularly for oil, but external debt as a percent of GDP has declined steadily. Underlying these developments have been a steady increase in capital inflows and a remarkable rebound of economic growth since 2003 after two decades of stagnation.

Book excerpt: This Selected Issues paper aims at providing an empirical underpinning to fiscal policy reforms implemented by the authorities by estimating the size of fiscal multipliers in Cameroon, using a novel long quarterly data set and looking separately at the impact of changes in revenue, and government consumption and investment. The impact of government spending and taxes depends on country characteristics and the stage of the business cycle. The analysis shows that revenue and capital expenditure multipliers in Cameroon are small and comparable to those of other sub-Saharan African and low-income countries. The revenue multiplier is close to nil which implies that revenue-based fiscal consolidation would be less harmful to growth in the medium term. Compared to its peers in sub-Saharan Africa, Cameroon’s revenue multiplier is smaller as is its tax burden relative to the regional average. Conversely, government expenditure can more significantly affect output in the medium term, although the consumption multiplier is unexpectedly much higher than the investment one.

Book excerpt: This Selected Issues paper for Kenya, Uganda, and United Republic of Tanzania highlights their private sector credit markets, identifies their main obstacles in promoting credit to the private sector, and suggests a reform strategy. If the East African Community (EAC) countries decide to pursue a coordinated approach to investment incentives, one possible solution would be to agree on a Code of Conduct for Investment Incentives and Company Income Taxation. A transparent tax system with a broad base would reduce the demand by investors for tax holidays.

Book excerpt: I develop a model of firm-to-firm search and matching to show that the impact of falling trade costs on firm sourcing decisions and consumer welfare depends on the relative size of search externalities in domestic and international markets. These externalities can be positive if firms share information about potential matches, or negative if the market is congested. Using unique firm-to-firm transaction-level data from Uganda, I document empirical evidence consistent with positive externalities in international markets and negative externalities in domestic markets. I then build a dynamic quantitative version of the model and show that, in Uganda, a 25% reduction in trade costs led to a 3.7% increase in consumer welfare, 12% of which was due to search externalities.

Book excerpt: On December 12, 1963, people across Kenya joyfully celebrated independence from British colonial rule, anticipating a bright future of prosperity and social justice. As the nation approaches the fiftieth anniversary of its independence, however, the people's dream remains elusive. During its first five decades Kenya has experienced assassinations, riots, coup attempts, ethnic violence, and political corruption. The ranks of the disaffected, the unemployed, and the poor have multiplied. In this authoritative and insightful account of Kenya's history from 1963 to the present day, Daniel Branch sheds new light on the nation's struggles and the complicated causes behind them.Branch describes how Kenya constructed itself as a state and how ethnicity has proved a powerful force in national politics from the start, as have disorder and violence. He explores such divisive political issues as the needs of the landless poor, international relations with Britain and with the Cold War superpowers, and the direction of economic development. Tracing an escalation of government corruption over time, the author brings his discussion to the present, paying particular attention to the rigged election of 2007, the subsequent compromise government, and Kenya's prospects as a still-evolving independent state.
