Book excerpt: The cornerstone of the American republic is an educated, active, and engaged citizenry; however, the multifaceted inner workings of government and the political forces that shape it are incredibly complex. Kentucky Government, Politics, and Public Policy is the first book in nearly three decades to provide a comprehensive overview of the commonwealth's major governing and political institutions and the public policy issues that profoundly affect Kentuckians' daily lives. In this groundbreaking volume, editors James C. Clinger and Michael W. Hail have assembled respected scholars from across the state to inform citizens about their governing institutions, the consequences of their policy choices, and the intricacies of the political process. They provide clear and authoritative information on Kentucky's government and explain significant trends and patterns, exploring the legacy of the state's political history and illuminating the contributions of influential Kentucky politicians such as Henry Clay, Abraham Lincoln, and Jefferson Davis. The contributors also address essential topics such as the structure and function of the three branches of government, the constitution, and federalism and intergovernmental relations, as well as administration, budgeting, and finance. They analyze key issues in education policy, economic and community development, and health care in great detail, explaining persistently controversial topics such as campaign finance, the cost of elections, ethics, and the oversight of regulatory agencies. From the executive branch to the legislature, from the court system to political parties, there is no better primer on government in the commonwealth.

Available in PDF, EPUB and Kindle. Book excerpt: The Kentucky Encyclopedia's 2,000-plus entries are the work of more than five hundred writers. Their subjects reflect all areas of the commonwealth and span the time from prehistoric settlement to today's headlines, recording Kentuckians' achievements in art, architecture, business, education, politics, religion, science, and sports. Biographical sketches portray all of Kentucky's governors and U.S. senators, as well as note congressmen and state and local politicians. Kentucky's impact on the national scene is registered in the lives of such figures as Carry Nation, Henry Clay, Louis Brandeis, and Alben Barkley. The commonwealth's high range from writers Harriette Arnow and Jesse Stuart, reformers Laura Clay and Mary Breckinridge, and civil rights leaders Whitney Young, Jr., and Georgia Powers, to sports figures Muhammad Ali and Adolph Rupp and entertainers Loretta Lynn, Merle Travis, and the Everly Brothers. Entries describe each county and county seat and each community with a population above 2,500. Broad overview articles examine such topics as agriculture, segregation, transportation, literature, and folklife. Frequently misunderstood aspects of Kentucky's history and culture are clarified and popular misconceptions corrected. The facts on such subjects as mint juleps, Fort Knox, Boone's coonskin cap, the Kentucky hot brown, and Morgan's Raiders will settle many an argument. For both the researcher and the more casual reader, this collection of facts and fancies about Kentucky and Kentuckians will be an invaluable resource.

This book was released on 2014-10-17 with total page 640 pages. Available in PDF, EPUB and Kindle. Book excerpt: In his inaugural address, Governor Brereton C. Jones proclaimed, "This administration is committed to having the most positive, progressive, exciting four years in our state's history." Through speeches and press releases, this volume reflects the principal concerns of Jones's time in office. Thematically organized, the more than two hundred public statements included here present the public face of the Jones administration on such issues as health care, education, economic development, the environment, and governmental reform. Nowhere else has the full text of these speeches and press releases been printed. Governor Jones, born in 1939, was elected to the West Virginia legislature in 1964, where he served for four years before retiring from politics. After moving to Kentucky and switching allegiance from the Republican to the Democratic Party, he re-entered politics with a successful campaign to become lieutenant governor in 1987. He was elected the Commonwealth's fifty-fourth governor in 1991 by a record margin of nearly two to one. Jones initiated a number of reforms once in office. He turned a $400 million budget deficit into a $300 million surplus in four years, and he passed dramatic ethics reform in both the executive and legislative branches. Health-care issues were also of great importance to Jones, who spent the years before his election working with the Kentucky Health Care Access Foundation in addition to farming. After surviving a helicopter crash in 1992, he turned the main focus of his administration toward health-care reform and initiatives. Though he met with legislative opposition when he proposed universal health care for all Kentuckians, he did help pass legislation in 1994 that would serve as a solid beginning on the issue for future governors.

Available in PDF, EPUB and Kindle. Book excerpt: Compiled and edited by Lowell H. Harrison, the essays in Kentucky's Governors profile every chief executive of the Bluegrass State from eighteenth-century governor Isaac Shelby to Ernie Fletcher. First published in 1985, this edition of Kentucky's Governors is expanded and revised to include governors Wilkinson, Jones, Patton, and Fletcher, as well as new information on respected figures such as Louie B. Nunn. An introduction by Kentucky's historian laureate, Thomas D. Clark, provides key insights into successive governors' evolving constitutional powers and their changing roles in political debates and policy formation. Following Clark's overview, each chapter presents significant biographical information while detailing the campaign, election, achievements, strengths, and weaknesses of each governor. To aid in further research, each contributor lists several suggested sources, both primary and secondary, for additional investigation into the lives and careers of Kentucky's leaders. A thorough index is also included to facilitate reference within this updated and revised edition. The profiles in Kentucky's Governors give insights into each leader's engagements with economic development, education, agriculture, and taxes, issues that have helped define two hundred years of history in the Bluegrass State.

Available in PDF, EPUB and Kindle. Book excerpt: The classic case for why government must support science—with a new essay by physicist and former congressman Rush Holt on what democracy needs from science today Science, the Endless Frontier is recognized as the landmark argument for the essential role of science in society and government’s responsibility to support scientific endeavors. First issued when Vannevar Bush was the director of the US Office of Scientific Research and Development during the Second World War, this classic remains vital in making the case that scientific progress is necessary to a nation’s health, security, and prosperity. Bush’s vision set the course for US science policy for more than half a century, building the world’s most productive scientific enterprise. Today, amid a changing funding landscape and challenges to science’s very credibility, Science, the Endless Frontier resonates as a powerful reminder that scientific progress and public well-being alike depend on the successful symbiosis between science and government. This timely new edition presents this iconic text alongside a new companion essay from scientist and former congressman Rush Holt, who offers a brief introduction and consideration of what society needs most from science now. Reflecting on the report’s legacy and relevance along with its limitations, Holt contends that the public’s ability to cope with today’s issues—such as public health, the changing climate and environment, and challenging technologies in modern society—requires a more capacious understanding of what science can contribute. Holt considers how scientists should think of their obligation to society and what the public should demand from science, and he calls for a renewed understanding of science’s value for democracy and society at large. A touchstone for concerned citizens, scientists, and policymakers, Science, the Endless Frontier endures as a passionate articulation of the power and potential of science.
