Available in PDF, EPUB and Kindle. Book excerpt: Kazakhstan is the ninth largest country in the world by territory and is blessed with abundant natural resources. Since independence some 20 years ago, the country has transformed itself into a dynamic market-oriented economy. Over the last 10 years, its economic growth rate has been among the highest in the world, thus reaching high middle-income country status, with low rates of poverty and unemployment. In December 2012, the President of Kazakhstan introduced "Kazakhstan 2050," a vision and agenda for the country, which postulates that Kazakhstan will join the ranks of the top 30 developed countries by 2050, not just in terms of per capita income, but in terms of broader measures of economic, social, and institutional development. This book written by a team of international experts presents an independent assessment of what will be needed to achieve this vision. Based on a review of Kazakhstan's socioeconomic development over the last 20 years and analysis of the outlook of the global economy, the volume explores how Kazakhstan can build the foundations for an inclusive modern society in seven priority areas by: building, first of all, a strong human resource base; managing its energy resources sustainably; growing a green economy; pursuing balanced and efficient urban and regional development; creating a diversified, modern knowledge economy; becoming fully integrated with the rest of the world; and, underpinning all else, building effective and inclusive institutions. The assessment concludes that the vision is very ambitious, but broadly feasible, provided no sense of complacency sets in. It presents options for short-, medium-, and long-term action in each of the seven priority areas. Recognizing that there are no blueprints for success, and that Kazakhstan faces many uncertainties, the book also concludes with a set of eight principles that can help guide policy makers on a pathway toward the vision of Kazakhstan 2050.

Available in PDF, EPUB and Kindle. Book excerpt: This book discusses Kazakhstan’s transitioning trajectory to a market economy since it declared its independence from the Soviet Union in 1991.. It analyses the evolution of key policy areas and sectors through the lens of policy development and implementation, and evaluates their suitability in pursuing the country’s strategic objectives. Topics include policy initiatives for economic development, new policy paradigms in public service delivery and infrastructure improvement, and water-energy-food (WEF) nexus thinking in governing the WEF sectors. The book argues that policies developed in the 1990s and 2000s have so far served the nation’s needs. Nevertheless, as Kazakhstan seeks to achieve a competitive edge worldwide, many of these policies would require adjustment, or a paradigm shift. Providing a unique outlook on policy and governance, this book will appeal to scholars, students, and practitioners involved with Kazakhstan and Central Asia and interested in the transformation of ex-Soviet nations, their policy, and sustainable development.

Available in PDF, EPUB and Kindle. Book excerpt: Kazakhstan is rich in natural resources including coal, oil, natural gas and uranium and has significant renewable potential from wind, solar, hydro and biomass. In spite of this, the country is currently dependent upon fossil fuels with coal-fired plants accounting for 75% of total power generation leading to concerns over greenhouse gas emissions and impacts on human health and the environment. This book analyses the implications of the global shift to cleaner energy for a country whose economy has centred on hydrocarbon exports. The challenge is urgent for Kazakhstan, whose recent economic growth has driven increased demand for energy services, making the construction of additional generating capacity increasingly necessary for enabling sustained growth. In this context, renewable energy resources are becoming an increasingly attractive option to help bridge the demand-supply gap. Chapters written by experts in the field provide a comprehensive review of the current energy situation in Kazakhstan including fossil energy and renewable resources and analyses policy drivers for the energy sector. Emphasising that clean energy covers a variety of renewables, as well as cleaner use of hydrocarbons, this book argues that future technological change will affect the relative attractiveness of the various choices. Recognising technical, geographical and domestic and international political constraints on policymakers’ options, this book will be of interest to an interdisciplinary audience in the fields of resource management and clean energy, development economics and Central Asian Studies.
