The first plat of the "Town of Kansas" was filed in 1839, and embraced the land from the river or Water street south to Second and from Elm (now Delaware), on the west to Vine (now Grand avenue) on the east. The second plat was filed in 1846 and ran from the river back to what is now Independence avenue and from what is now Central street on the west, to what is now Oak street on the east, and the third plat filed June 7, 1849, embraces the territory from the river back to Independence avenue and from what is now Central street on the west to Cherry street on the east. The record of the first and third plats (the originals not being found) do not show by whom either was filed; but the second plat, filed in 1846, shows the filing and acknowledgment by William Gillis, Fry P. McGee, John C. McCoy, Jacob Regan, Henry Jobe and William B. Evans and was acknowledged April 1, 1846, before Walter Bales, justice of the peace. The few merchants and traders who did business on the- site platted as the "Town of Kansas," but locally called "Westport Landing/' were without the benefit of municipal government until the 4th day of February, 1850, when the territory embraced within the plats filed as above mentioned, was incorporated by the County Court at Independence under the name and style of "The Town of Kansas." (County Court Record, 8, page 101.) The first trustees appointed by the County Court in that order of incorporation were Madison Walrond, John C. McCoy, Robert Kirkham, Pierre M. Chouteau and Hiram M. Northrup. Following his lynching in Butte, Montana, his life and legacy became shrouded in tragedy and family secrets. In Frank Little and the IWW, author Jane Little Botkin chronicles her great-granduncle’s fascinating life and reveals its connections to the history of American labor and the first Red Scare. Beginning with Little’s childhood in Missouri and territorial Oklahoma, Botkin recounts his evolution as a renowned organizer and agitator on behalf of workers in corporate agriculture, oil, logging, and mining. Frank Little traveled the West and Midwest to gather workers beneath the banner of the Wobblies (as IWW members were known), making soapbox speeches on city street corners, organizing strikes, and writing polemics against unfair labor practices. His brother and sister-in-law also joined the fight for labor, but it was Frank who led the charge—and who was regularly threatened, incarcerated, and assaulted for his efforts. In his final battles in Arizona and Montana, Botkin shows, Little and the IWW leadership faced their strongest opponent yet as powerful copper magnates countered union efforts with deep-laid networks of spies and gunmen, an antilabor press, and local vigilantes. For a time, Frank Little’s murder became a rallying cry for the IWW. But after the United States entered the Great War and Congress passed the Sedition Act (1918) to ensure support for the war effort, many politicians and corporations used the act to target labor “radicals,” squelch dissent, and inspire vigilantism. Like other wage-working families smeared with the traitor label, the Little family endured raids, arrests, and indictments in IWW trials. Having scoured the West for firsthand sources in family, library, and museum collections, Botkin melds the personal narrative of an American family with the story of the labor movements that once shook the nation to its core. Pendergast. Born in St. Joseph, Missouri, in 1872, Tom Pendergast moved to Kansas City around 1890 to work for his brother James, founder of the Pendergast "Goat" faction in Kansas City Democratic politics. In 1911, Pendergast became head of the Goats, and over the next fifteen years he created a powerful political machine that used illegal voting and criminal enforcers to gain power. Following a change in the city charter in 1925, Pendergast took control of Kansas City and ran it as his own personal business. In the 1930s, he received over $30 million annually from gambling, prostitution, and narcotics, putting him in the big leagues of American civic corruption. He also wielded great power in the National Democratic Party and started Harry S. Truman on the road to the presidency. In this well-balanced biography, the authors examine Pendergast's rise to power, his successes as a political leader, his compassion for the destitute, and his reputation for keeping his word. They also examine Pendergast's character development and how his methods became more and more ruthless. Pendergast had no use for ideology in his "invisible government"—only votes counted. In 1937 and 1938 the federal government broke the back of Pendergast's machine, convicting 259 of his campaign aides for vote fraud. In 1939 Pendergast, who was believed to be the largest bettor on horse racing in the United States, was jailed for income tax evasion, and he died in disgrace in 1945. During the interwar period, political boss Tom Pendergast reigned, and Kansas City was said to be “wide open.” Prohibition was rarely enforced, the mob was ascendant, and urban vice was rampant.
