The major sources of the sludge are corrosion of the fuel elements and steel structures in the basin, sand intrusion from outside the buildings, and degradation of the structural concrete that forms the basins. The decision has been made to dispose of this sludge separate from the fuel elements stored in the basins. The sludge will be treated so that it meets Tank Waste Remediation System (TWRS) acceptance criteria and can be sent to one of the double-shell waste tanks. The US Department of Energy, Richland Operations Office accepted a recommendation by Fluor Daniel Hanford, Inc., to chemically treat the sludge. Sludge treatment will be done by dissolving the fuel constituents in nitric acid, separating the insoluble material, adding neutron absorbers for criticality safety, and reacting the solution with caustic to co-precipitate the uranium and plutonium. A truck will transport the resulting slurry to an underground storage tank (most likely tank 241-AW-105). The undissolved solids will be treated to reduce the transuranic (TRU) and content, stabilized in grout, and transferred to the Environmental Restoration Disposal Facility (ERDF) for disposal. This document describes a process for dissolving the sludge to produce waste streams that meet the TWRS acceptance criteria for disposal to an underground waste tank and the ERDF acceptance criteria for disposal of solid waste. The process described is based on a series of engineering studies and laboratory tests outlined in the testing strategy document (Flament 1998).

Book excerpt: The Sludge Treatment Project (STP), managed for the U.S. DOE by Fluor Hanford (FH), was created to design and operate a process to eliminate uranium metal from K Basin sludge prior to packaging for Waste Isolation Pilot Plant (WIPP). The STP process uses high temperature liquid water to accelerate the reaction, produce uranium dioxide from the uranium metal, and safely discharge the hydrogen. Under nominal process conditions, the sludge will be heated in pressurized water at 185°C for as long as 72 hours to assure the complete reaction (corrosion) of up to 0.25-inch diameter uranium metal pieces. Under contract to FH, the Pacific Northwest National Laboratory (PNNL) conducted bench-scale testing of the STP hydrothermal process in November and December 2006. Five tests (~50 ml each) were conducted in sealed, un-agitated reaction vessels under the hydrothermal conditions (e.g., 7 to 72 h at 185°C) of the STP corrosion process using radioactive sludge samples collected from the K East Basin and particles/coupons of N Reactor fuel also taken from the K Basins. The tests were designed to evaluate and understand the chemical changes that may be occurring and the effects that any changes would have on sludge rheological properties. The tests were not designed to evaluate engineering aspects of the process. The hydrothermal treatment affected the chemical and physical properties of the sludge. In each test, significant uranium compound phase changes were identified, resulting from dehydration and chemical reduction reactions. Physical properties of the sludge were significantly altered from their initial, as-settled sludge values, including, shear strength, settled density, weight percent water, and gas retention.

Book excerpt: Spent nuclear fuel in canisters has been stored under water in the K-reactor fuel storage basins (K Basins) for more than 40 years. Over time, corrosion products from the degrading fuel rods, storage rack rust, concrete from pool walls, and environmental particulates have accumulated as sludge in fuel canisters, on the floors, and in the pits of the K Basins. The spent nuclear fuel and sludge release soluble fission products into the basin water. The potential exists for basin water and/or sludge to leak into the environment because of the age and condition of the basins. This potential hazard provides the impetus for removing spent nuclear fuel and sludge from the basins as soon as possible. The Fuel Transfer System (FTS) is moving the K East (KE) fuel canisters to K West (KW) for packing in multi-canister overpacks (MCOs). The KE sludge has two disposition paths; the sludge in the North Loadout pit (NLOP) will be transferred in large diameter sludge containers (LDCs) to the 325 Building for treatment as contact-handled transuranic (CH-TRU) waste and the remainder of the sludge will he consolidated in a liner(s) in KE for future treatment. Sludge containerization was directed by the U.S. Department of Energy, Richland Operations Office (RL) (Klein 2003) and allows decontamination and decommissioning (D & D) activities to progress. This document identifies process requirements, assumptions, functions, and recommends architecture to complete KE sludge consolidation. Included are a process description and potential risks and interfaces to be managed at KE to consolidate the sludge. The following design concept was selected based on the process requirements, functions, and assumptions developed. Three pit locations (both Tech View pit channels and the Weasel pit) were selected to receive a rigid liner to consolidate the sludge. A fourth location (the Weasel pit channel) was identified as contingency volume pending detail design of the liners. Rigid and free-standing pit liners were selected so the liners do not interface with the pits walls and potentially compromise the safety function of the pit walls. The sludge will be retrieved using a combination of portable Tri-Nuclear pump(s) and (once NLOP work is completed) the Sludge and Water System (SWS) equipment. A screen/strainer will be used to remove particles greater than 114 in. from the sludge and this larger material will be moved to the dummy elevator pit for the FTS to transfer to KW for disposition. Sludge consolidation is expected to require the addition of flocculants to aid in its settling and support hash water quality requirements. The flocculants will be added and mixed with the sludge just prior to its discharge into the liners. Discharging to multiple liner locations will be used to reduce velocities and therefore improve settling. Programmatic risks were identified for the sludge consolidation and the following near-term actions are recommended: Confirm that the design concept is consistent with the current Authorization Basis; Confirm flocculant addition conditions and rates; Define end points (or how clean is clean); and Develop an integrated schedule for KE Basin, including resources and floor space needs.

Retrieving the sludge is the final stage in removing fuel and sludge from the basins to allow them to be decontaminated and decommissioned, thus removing the threat of contamination of the Columbia River. A description is given of sludge retrieval using vacuum lances and specially developed nozzles and pumps into Consolidation Containers within the basins. The special attention that had to be paid to the heat generation and potential criticality issues with the irradiated uranium-containing sludge is described. The processes developed to re-mobilize the sludge from the Consolidation Containers and pump it through flexible and transportable hose-in-hose piping to the treatment facility are explained with particular note made of dealing with the abrasive nature of the sludge. The treatment facility, housed in an existing Hanford building is described, and the uranium-corrosion and grout encapsulation processes explained. The uranium corrosion process is a robust, tempered process very suitable for dealing with a range of differing sludge compositions. The grout process to produce the final waste form is backed by BNG America's 20 years experience of grouting radioactive waste at Sellafield and elsewhere. The use of transportable and re-usable equipment is emphasized and its role noted in avoiding new plant build that itself will require cleanup. The processes and techniques described in the paper are shown to have wide applicability to nuclear cleanup worldwide.

The K Basin sludge contains uranium oxides, fragments of metallic U, and some U hydride as well as ferric oxyhydroxide, aluminum oxides and hydroxides, windblown sand that infiltrated the basin enclosure, ion exchange resin, and miscellaneous materials. The decision has been made to dispose of this sludge separate from the fuel elements stored in the basins. The sludge will be conditioned so that it meets Tank Waste Remediation System waste acceptance criteria and can be sent to one of the underground storage tanks. Sludge conditioning will be done by dissolving the fuel constituents in nitric acid, separating the insoluble material, adding neutron absorbers for criticality safety, and then reacting the solution with caustic to co-precipitate the uranium and plutonium. There will be five distinct feed streams to the sludge conditioning process two from the K East (KE) Basin and three from the K West (KW) Basin. The composition of the floor and pit sludges which contain more iron oxides and sand than uranium is much different than the canister sludges which are composed of mostly uranium oxides. The sludge conditioning equipment will be designed to process all of the sludge streams, but some of the operating parameters will be adjusted as necessary to handle the different sludge stream compositions. The volume of chemical additions and the amount of undissolved solids will be much different for floor and pit sludge than for canister sludge. Dissolution of uranium metal and uranium dioxide has been studied quite thoroughly and much information is available. Both uranium metal and uranium dioxide have been dissolved on a large scale in nuclear fuel reprocessing plants in Europe, Japan, and the USA. Ash and sludge containing uranium compounds also have been dissolved in reprocessing or plutonium scrap recovery plants, but only a limited amount of information is available on how the ferric oxyhydroxide, aluminum compounds and silicates in the sand will behave during nitric acid dissolution. Laboratory work with simulants and hot cell work with actual K Basin sludge is in progress to obtain data in these areas.

Book excerpt: The K Basin sludge is an accumulation of fuel element corrosion products, organic and inorganic ion exchange materials, canister gasket materials, iron and aluminum corrosion products, sand, dirt and minor amounts of other organic material. The sludge will be collected and treated for storage and eventual disposal. This process will remove the large solid materials by a 1/4 inch screen. The screened material will be subjected to nitric acid in a chemical treatment process. The organic ion exchange resin beads produce undesirable chemical reactions with the nitric acid. The resin beads must be removed from the bulk material and treated by another process. An effective bead separation method must extract 95% of the resin bead mass without entraining more than 5% of the other sludge component mass. The test plan I-INF-2729, ''Organic Ion Exchange Resin Separation Methods Evaluation, '' proposed the evaluation of air lift, hydro cyclone, agitated slurry and elutriation resin bead separation methods. This follows the testing strategy outlined in section 4.1 of BNF-2574, ''Testing Strategy to Support the Development of K Basins Sludge Treatment Process''. Engineering study BNF-3128, ''Separation of Organic Ion Exchange Resins from Sludge, '' Rev. 0, focused the evaluation tests on a method that removed the fine sludge particles by a sieve and then extracted the beads by means of a elutriation column. Ninety-nine percent of the resin beads are larger than 125 microns and 98.5 percent are 300 microns and larger. Particles smaller than 125 microns make up the largest portion of sludge in the K Basins. Eliminating a large part of the sludge's non-bead component will reduce the quantity that is lifted with the resin beads in the elutriation column. Resin bead particle size distribution measurements are given in Appendix A The Engineering Testing Laboratory conducted measurements of a elutriation column's ability to extract resin beads from a sieved, non-radioactive sludge simulant. A elutriation column uses a constant velocity upward flow stream to segregate materials. In simplistic terms, the dense particles fall to the column's bottom while the flow lifts less dense particles to the column's top. A particle can be streamlined or have a high drag profile; this factor also influences the lift or fall of a particle exposed to the column flow. The sludge components that lift or fall are determined by the fluid velocity. The column flow velocity needed to lift the bulk of the resin beads will also lift other, non-bead, sludge components. Resin bead treatment and disposal are complicated by large quantities of non-bead material. Tests are necessary to determine a column flow velocity that will collect the bulk of the resin beads and the amount of non-bead sludge components that are also collected.

Book excerpt: This paper shows how Fluor Hanford and BNG America have combined nuclear plant skills from the U.S. and the U.K. to devise methods to retrieve and treat the sludge that has accumulated in K Basins at the Hanford Site over many years. Retrieving the sludge is the final stage in removing fuel and sludge from the basins to allow them to be decontaminated and decommissioned, so as to remove the threat of contamination of the Columbia River. A description is given of sludge retrieval using vacuum lances and specially developed nozzles and pumps into Consolidation Containers within the basins. The special attention that had to be paid to the heat generation and potential criticality issues with the irradiated uranium-containing sludge is described. The processes developed to re-mobilize the sludge from the Consolidation Containers and pump it through flexible and transportable hose-in-hose piping to the treatment facility are explained with particular note made of dealing with the abrasive nature of the sludge. The treatment facility, housed in an existing Hanford building, is described, and the uranium-corrosion and grout packaging processes explained. The uranium corrosion process is a robust, tempered process very suitable for dealing with a range of differing sludge compositions. Optimization and simplification of the original sludge corrosion process design is described and the use of transportable and reusable equipment is indicated. The processes and techniques described in the paper are shown to have wide applicability to nuclear cleanup.
