Sin embargo, muchos problemas persisten y la democracia dista de estar consolidada. La democratizacin en ambas sociedades, se ve confrontada con muchos problemas antiguos y por nuevos desaf os. Sin duda alguna la paz ha tenido un impacto en la democratizacin, pero algunas ireas han avanzado mis que otras y algunas pueden haberse incluso estancado. Existen diversos estudios individuales acerca de los procesos de negociacin e implementacin de la paz en Guatemala y El Salvador. Sin embargo, se ha escrito muy poco desde una perspectiva comparada. Ademis, se han llevado a cabo pocos anilisis integrales acerca del desarrollo democritico reciente en esos pa ses. Book excerpt: "In Latin America the state is the prime regulator, coordinator, and pace-setter of the entire national system, the apex of the pyramid from which patronage, wealth, power, and programs flow. The state bears responsibility for the realization of civic needs, providing goods and services to each citizen. Doing so requires the exercise and maintenance of social and political control. It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward. In Colombia the rural patron has become a member of the higher clientelistic system as well; he is dependent on a patron who operates at the national level. This enables urban elites to mobilize low-status clients for such acts as mass demonstrations of political loyalty to the regime. During a period of tremendous political and social strife that saw the election of a Marxist president followed by the terror of a military coup in 1973, a youth-driven, transnationally connected counterculture smashed onto the scene. Contributing to a surging historiography of the era's Latin American counterculture, Barr-Melej draws on media and firsthand interviews in documenting the intertwining of youth and counterculture with discourses rooted in class and party politics. Focusing on "hippismo" and an esoteric movement called Poder Joven, Barr-Melej challenges a number of prevailing assumptions about culture, politics, and the Left under Salvador Allende's "Chilean Road to Socialism." While countercultural attitudes toward recreational drug use, gender roles and sexuality, rock music, and consumerism influenced many youths on the Left, the preponderance of leftist leaders shared a more conservative cultural sensibility. This exposed, Barr-Melej argues, a degree of intergenerational dissonance within leftist ranks. And while the allure of new and heterodox cultural values and practices among young people grew, an array of constituencies from the Left to the Right berated counterculture in national media, speeches, schools, and other settings. This public discourse of contempt ultimately contributed to the fierce repression of nonconformist youth culture following the coup.
