Book excerpt: With the outbreak of the Korean War, the poor, rural West German state of Rhineland-Palatinate became home to some of the largest American military installations outside the United States. In GIs and Frauleins, Maria Hohn offers a rich social history of this German-American encounter and provides new insights into how West Germans negotiated their transition from National Socialism to a consumer democracy during the 1950s. Focusing on the conservative reaction to the American military presence, Hohn shows that Germany's Christian Democrats, though eager to be allied politically and militarily with the United States, were appalled by the apparent Americanization of daily life and the decline in morality that accompanied the troops to the provinces. Conservatives condemned the jazz clubs and striptease parlors that Holocaust survivors from Eastern Europe opened to cater to the troops, and they expressed scorn toward the German women who eagerly pursued white and black American GIs. While most Germans rejected the conservative effort to punish as prostitutes all women who associated with American GIs, they vilified the sexual relationships between African American men and German women. Hohn demonstrates that German anxieties over widespread Americanization were always debates about proper gender norms and racial boundaries, and that while the American military brought democracy with them to Germany, it also brought Jim Crow.

Available in PDF, EPUB and Kindle. Book excerpt: In the two decades after World War II, Germans on both sides of the iron curtain fought vehemently over American cultural imports. Uta G. Poiger traces how westerns, jeans, jazz, rock 'n' roll, and stars like Marlon Brando or Elvis Presley reached adolescents in both Germanies, who eagerly adopted the new styles. Poiger reveals that East and West German authorities deployed gender and racial norms to contain Americanized youth cultures in their own territories and to carry on the ideological Cold War battle with each other. Poiger's lively account is based on an impressive array of sources, ranging from films, newspapers, and contemporary sociological studies, to German and U.S. archival materials. Jazz, Rock, and Rebels examines diverging responses to American culture in East and West Germany by linking these to changes in social science research, political cultures, state institutions, and international alliance systems. In the first two decades of the Cold War, consumer culture became a way to delineate the boundaries between East and West. This pathbreaking study, the first comparative cultural history of the two Germanies, sheds new light on the legacy of Weimar and National Socialism, on gender and race relations in Europe, and on Americanization and the Cold War.

Available in PDF, EPUB and Kindle. Book excerpt: Influence of “hard” law on national policies still is a central topic in Europeanisation research. One aspect often overlooked is the impact of “soft” law instruments such as the “Open Method of Coordination” (OMC). Through the OMC all member states agree on common goals and exchange “best practices” to improve policy coordination in a certain area without the obligation (how) to design policies. OMC impacts in individual member states have been studied extensively, yet a comparative perspective explaining their variance is lacking. This study by Niclas Beinborn tries to fill this gap by analysing the different impacts of a recent OMC: the European Youth Strategy 2010 (EUYS). His analysis is twofold: in a first step he applies theory-driven fuzzy-set QCA to a novel dataset depicting the variance of national activities around the EUYS. As causalities remain unclear, in a second step he presents an innovative analysis framework encompassing two dimensions – national motivation and relative openness to implement non-binding EU law – to define ideal types of OMC adaptation. Case studies on the EUYS in Germany and Ireland proof the potential of this framework to explain why and how OMCs work (differently).

Available in PDF, EPUB and Kindle. Book excerpt: The book explores, from a comparative and inter-disciplinary perspective, the relationship between fundamental rights and private law in Europe, a debate usually referred to as Drittwirkung or ‘horizontal effect of fundamental rights’. It discusses the different models of ‘horizontal effect’ and the impact that fundamental rights may have in shaping tort law, especially the position of child tortfeasors. The book concentrates on several European jurisdictions, namely France, Italy, Germany, Portugal, Sweden, Finland, and England and Wales. At a crossroad between human rights and European private law, this study draws insights from several legal fields (international, European, tort, constitutional and child law), sociology, psychology, and feminist studies. It also considers policy implications and advances proposals which would ensure the optimisation of the effect, and maximisation of the effectiveness, of fundamental rights in tort law, and more generally in private law. This book departs from traditional legal doctrines and offers a more pragmatic, comprehensive and just legal analysis of the role of fundamental rights in private law. It will be of interest to undergraduate and postgraduate students, academics, practitioners, policy-makers and activists with an interest in human rights, tort law, comparative law, children’s rights and European private law.

"... the collection is undoubtedly one of the most complete and wide-ranging historical examinations of the debates in the Federal Republic during the integration process. Its numerous contributions are both excellent and original." This volume collects original essays on how such institutions are formed, operated, and changed, both in theory and in practice. Ranging across formal institutions of government such as legislatures, courts, and bureaucracies and intermediary institutions such as labor unions and party systems, the contributors show how these instruments of control give shape to the state, articulate its relationships, and express its legitimacy. Rethinking Political Institutions captures the state of the art in the study of the art of the state. Drawing on some of the leading scholars in the field, this volume includes essays on issues of social power, public policy and programs, judicial review, and cross-national institutions. Rethinking Political Institutions is an essential addition to the debate on the significance of political institutions, in light of democracy, social change and power. Contributors: Elisabeth S. Clemens, Jon Elster, John Ferejohn, Terry M. Moe, Claus Offe, Paul Pierson, Ulrich K. Preuss, Rogers M. Smith, Kathleen Thelen, Mark Tushnet, R. Kent Weaver, Margaret Weir, Keith E. Whittington

Available in PDF, EPUB and Kindle. Book excerpt: Aspects of political culture, i.e. concerns with the 'subjective' dimension of politics including dominant political orientations, perceptions and interpretations, always have been particularly relevant with regard to the case of Germany and its great variety of political regimes during the last century. This is true both with regard to political science and practical politics. This volume provides a comprehensive overview concerning the major historical legacies, regional and sub-cultural variations, and current problems of democratic orientations, national identity and relationships to the outside world.
