Book excerpt: This volume brings together the results of the symposium on ‘Economic Development under Prolonged Occupation’ held at Oxford University in January 1986. The basic aim of the symposium was to stimulate research and discussion on issues of economic development by a prolonged occupation. It brought together a number of development economists, representatives from development assistance organisations and other individuals engaged in one facet or another of social and economic development in the occupied areas. The papers presented here reflect the wide range of thought on the issues surrounding the Palestinian Economy.

Book excerpt: This study provides a general outline of Palestinian population growth between 1948 and 1987 and then focuses on the town of Nablus for a detailed analysis of the main aspects of Palestinian migration and high rates of natural increase. The author shows how the recession that struck the Arab oil economies in the early 1980s, by slowing down the migratory movement, shut off the valve that had afforded the Palestinians in the West Bank and Gaza relief from economic pressures.

Available in PDF, EPUB and Kindle. Book excerpt: The West Bank and Gaza Strip, occupied by Israel since 1967, have stagnated in the number employed (some 17,000) in domestic industry for 20 years and in the percentage contribution (8.5 per cent) to the gross domestic product. Their 4,000 establishments are mostly workshops employing on average just over four workers. Food and textiles are the dominant industries and there is much sub-contracting for Israeli firms. Some 90 per cent of industrial imports come from or through Israel and some 70 per cent of their industrial exports go to Israel, with the remainder going to or through Jordan. There are many barriers to the development of industry in the occupied territories but they overwhelmingly have their origin in the occupation itself and to a lesser degree result from difficulties made by Jordan. The Military Government runs the territories to ensure not only military security but also Israel's "economic security." Three alternative economic scenarios are projected to 1997 based on three possible futures facing the territories: (a) a conservative scenario based on continuing the occupation in its present form (status quo); (b) a reformist scenario in which both Israel and Jordan liberalize their policies within the framework of continued occupation; and (c) a radical scenario in which Israel leaves the territories in return for peace, and a separate Palestinian entity is established. In terms of industrial development the conservative scenario would yield minimal results, the reformist scenario some minor improvements in the "quality of life," and the radical scenario would result in rapid industrial development and settlement of returning refugees.

Available in PDF, EPUB and Kindle. Book excerpt: The economy of the Occupied Territories (OT) is currently in turmoil. Income levels have stagnated over the past decade; unemployment and underemployment are rising rapidly; public infrastructure and social services are grossly overstretched; and the fragile natural resource base is threatened with irreversible damage. This study aims to assess prospects for sustainable development in the OT, as well as outline a priority agenda of policy reforms, institutional development and investments needed to promote such growth. The report is in six volumes. Volume I provides a summary overview of the key findings and recommendations of the study. After commenting selectively on the current socioeconomic situation in the OT and its evolution over time, it discusses prospects for sustainable development in the future and outlines the priority agenda of policies and programs needed to promote such development. Volume II explores the strategic choices at the macro level that will be faced by the OT in the future and the implications for economic relations between the OT and the rest of the region. The study looks at the current situation and its evolution over the past 25 years. The study then examines several policy choices for the future affecting the structure of development in the OT. Finally, it outlines some illustrative scenarios for the future, focussing on the consequences of current developments in the region. Volume III reviews the performance of the private sector (including, in particular, the industry and tourism sectors) in the OT. The study assesses the environment in which the private sector operates and its future prospects and makes recommendations for accelerating private sector development in the future. Volume IV reviews the evolution and structure of the agricultural sector in the OT; analyzes its current characteristics; assesses OT competitiveness in the immediate and longer term; outlines the main policy options and their implications; and provides a preliminary assessment of sectoral financial and technical assistance (TA) needs. Volume V assesses the current situation in the infrastructure sectors (electricity, water supply and sanitation, transport, housing and solid waste services) in the OT; identifies the major issues confronting these sectors; and outlines priorities for TA and investment needs. As local authorities are major institutions in the delivery of public services in these sectors, the study also includes a review of their current situation and makes recommendations for improving the functioning of municipalities. Volume VI reviews the current status as regards human resource development; analyzes options for enhancing individual welfare and labor productivity in the OT; and outlines investment and TA priorities for strengthening existing programs and for laying the foundation for later reforms.

The volume employs an expanded, up-to-date range of 20 key labour market indicators allowing researchers to compare and contrast between economies and within regions across time. Using statistical data on the labour force, employment, unemployment, underemployment, educational attainment of the workforce, wages and compensation, productivity and labour costs, labour market flows, and poverty and income distribution as market indicators, it enables users to access the most current information available. Maps and graphics are used throughout to highlight key points. The third edition of the KILM includes interactive software which duplicates the printed book but allows for data updates every six months.

Book excerpt: This is the fifteenth volume in a series that provides up-to-date summation and evaluation of the rapidly changing events in an exceptionally complex region of the world. This volume covers the period January through December 1991 and offers in-depth analysis of the Gulf War, the U.S.-inspired peace negotiations, the surge of Islamic sentiment in a number of countries, and inter-Arab relations in the wake of the Gulf War. In addition, a comprehensive survey of the affairs of each country is provided. This volume covers the year 1991, a watershed period in the Middle East. The Gulf War pitted regional and international forces of unprecedented might against each other in fierce confrontation. Local and global developments, such as the U.S.-led victory over Iraq and the disintegration of the Soviet Union, brought on the struggle for a new order in the region. The relevance of Western political modes for Middle Eastern societies was again raised for examination, highlighting the formidable complexities of such options. One of the local responses to these changes was a surge of Islamic sentiment sometimes militant in nature manifested primarily in Sudan, Algeria, Jordan, Egypt, and among the Palestinians. Spearheaded by the United States, the Middle East peace process entered a more dynamic phase, as a multilateral peace conference in Madrid ushered in a new era of direct Arab-Israeli negotiations. The Arab system was slow to recover from the painful impact of the Gulf War, and inter-Arab relations continued to be characterized more by mutual vindictiveness than by reconciliation. On the whole, this was a year of considerable flux and uncertainty, with some events promising the inauguration of a new course of development for the region and others passing without long-term impact. The period surveyed in this volume, unless otherwise indicated, is from January to December 1991. In order to avoid excessive repetition while achieving a comprehensive survey of the affairs of each country individually, extensive cross-references have been used
