Cerebrospinal Meningitis has broken out in the camp of Spotted Fever the German native prisoners of war. in Nyasaland. There have been some severe cases and several deaths. The effect of an epidemic would be serious, as the mortality from this disease among natives is usually high. A circular has therefore been sent round to employers of labour in the Zomba district notifying them of the outbreak and requesting them to take every precaution. Should any suspicious case of illness occur the nearest medical officer is to be advised. A meeting was recently held in Khartum, at which it was A Scientific Journal decided "that a scientific journal be started for the Sudan. dealing with Sudan Anthropology, Languages, Geography, Natural History, and other sciences." General Stack, the Acting Governor-General of the Sudan presided over the meeting: the journal, which will be published quarterly, is to be known as the "Sudan Notes and Records" and will be edited by Mr. J. Book excerpt: The Giriama of Kenya's coastal hinterland persistently resisted colonialism, and they were unreceptive both to Christianity and to Islam. In 1912 the British colonial authorities earmarked the Giriama as a key source of labor for the plantations Europeans were trying to develop along the coast. The Giriama, prosperous producers and traders, could not become wage laborers and maintain their successful economy, and the British demands upon this scattered people therefore were spontaneously rejected. Increased pressure increased Giriama recalcitrance. Finally, military action brought defeat to the Giriama, whose only weapons were bows and arrows and whose decentralization prevented coordinated resistance. They lost their best lands, paid a heavy fine, and had to contribute a thousand laborers to the Carrier Corps. But the British costs were also heavy. The coastal plantations failed, few Giriama ever became wage laborers, and the entire area became depressed economically. Cynthia Brantley explores the precolonial Giriama's political and economic system and their dynamic trade relationship with the coast of Kenya in an effort to explain why the Giriama were so determined in their resistance to British pressure. She shows that even when the political and social structures of a people seem weak, it is unlikely that the population will submit to changes that undermine the economy. Moreover, their very lack of a centralized political or religious organization made the imposition of foreign administration extremely difficult. The British won the war, but their victory was hollow. In the aftermath of colonialism the Cold War became a dominant paradigm that defined the nature of the continent’s relationship with the rest of the world. The contemporary forces of globalization are now exerting an undue influence and impact upon Africa’s international relations. Increasingly, the African continent is emerging as a vocal, and in some respects an influential, actor in international relations. There is a paucity of analysis and research on this emerging trend. This timely book proposes to fill this analytical gap by engaging with a wide range of issues, with chapters written by experts on a variety of themes. The emerging political prominence of the African continent on the world stage is predicated on an evolving internal process of continental integration. In particular, there are normative and policy efforts to revive the spirit of Pan-Africanism: the 21st century is witnessing the evolution of Pan-Africanism, notably through the constitution and establishment of the African Union (AU). Given the fact that there is a dearth of analysis on this phenomemon, this volume will also interrogate the notion of Pan-Africanism through various lenses – notably peace and security, development, the environment and trade. The volume will also engage with the emerging role of the AU as an international actor, e.g. with regard to its role in the reform of the United Nations Security Council, climate change, the International Criminal Court (ICC), the treaty establishing Africa as a nuclear-free zone, Internally Displaced Persons, the Millennium Development Goals (MDGs), international trade, the environment, public health issues, security, and development issues. This book will assess how the AU’s role as an international actor is complicated by the difficulty of promoting consensus among African states and then maintaining that consensus in the face of often divergent national interests. This book will in part assess the role of the AU in articulating collective and joint policies and in making interventions in international decision and policy-making circles. The Handbook will also assess the role of African social movements and their relationship with global actors. The role of African citizens in ameliorating their own conditions is often underplayed in the international relations discourse, and this volume will seek to redress this oversight. Throughout the book the various chapters will also assess the role that these citizen linkages have contributed towards continental integration and in confronting the challenges of globalization.
