Book excerpt: Nine contributions from participants in the Japan-Europe Symposium 1996 (held in Paris on 7-8 October) address the question of how regionalism may have affected the global business operations and strategies of Asian and European firms investing in and/or exporting to the other region. Papers examine a variety of topics such as how Asian countries are shying away from a European- style institutionalization of regionalism; foreign direct investment in the Chinese economic era and the ASEAN multinationals; the effects of Japanese multinationals on East Asian regional integration; US and Japanese decisions regarding the location of industry in the European Union (EU); and the impacts on competition in the EU of such processes as services liberalization and growing cross-border mergers and acquisitions. Book excerpt: International Economic Integration and Domestic Performance brings together the essays of Mary E Lovely focused on the relationship between international economic integration and domestic performance. It is a collection of sole-authored and co-authored papers that have been published in various scholarly journals over the last two decades. The first section considers the welfare effects and optimal design of retail sales taxes when consumers can avoid taxation by crossing jurisdictional boundaries. The second section highlights the role of scale economies in the design of industrial policies and as a determinant of firm location. The third section explores the influence of environmental policy on foreign investor's location decisions and the role of trade and technology on country's environmental regulation. The final section considers the determinants of wage differences, the attraction of low wages for foreign investors, and misallocations of labor in an emerging economy — China. The collection, taken as a whole, highlights the power of international factor mobility to determine domestic tax burdens, to influence welfare implications of domestic policy alternatives, and to influence the location of productive factors and their rewards.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1962, The Theory of Economic Integration provides an excellent exposition of a complex and far-reaching topic. Professor Balassa has been remarkably successful in covering so much ground with such care and balance, in a treatment which is neither in any way abstruse nor unnecessarily technical. His book will interest economists in Europe by reason of its subject and treatment, but it is also a valuable and reliable textbook for students tackling integration as part of a course of International Economics and for those studying Public Finance. He distinguishes between the various forms of integration (free trade area, customs union, common market, economics union, and total integration). In addition, he applies the theoretical principles to current projects such as the European Common Market and Free Trade Area, and to Latin American integration projects. In offering this theoretical study, the author builds on the conclusions of other writers, but goes beyond this in providing a unifying framework for previous contributions and in exploring questions that in the past received little attention – in particular, the relationship between economic integration and growth (especially the interrelationship between market size and growth, and the implications of various factors for economic growth in an integrated area).

Book excerpt: Reproduces from their original publication 30 studies that work within a theory of economic integration that assumes a world where governments strive to maximize national income, which not all theories do. They do not include examples of the current research on the political economy of integration. The discussions are cast in terms of trade of goods, but the ideas should transfer easily to trade in services. They cover trade diversion and creations and the general theory of second best, tariff changes and welfare, optimum tariffs and retaliation, tariff reform, integration and national welfare, customs union welfare, world welfare, customs unions versus free trade areas, integration and sidepayments, and integration and growth. The topics include customs union from a single-country viewpoint, trade and welfare in general equilibrium, a theory of piecemeal policy, inter- commodity substitution with constant real prices, delegation games in customs unions, the move toward free trade zones, and measurable dynamic gains from trade. Book excerpt: The intriguing and provocative results on the effects of the single European market and NAFTA make this short book worth a read, even if one is concerned only with how developing countries have been affected by regional trade agreements that do not include them. Peter J. Montiel, Journal of Regional Science This book is an excellent attempt to pin down the effects of regional economic integration on developing countries. . . it will prove to be a good guide for researchers and students of development economics working in the area of regional trading arrangements, and policymakers and governments which are in the process of exploring the possibilities of forming free trade areas. Pravakar Sahoo, Development Policy Review Students interested in either the methodological issues inherent in research on trade or on the economics of trading blocs in general would profit from the book. James J. Hentz, The European Journal of Development Research Questions related to the economics of regionalism became increasingly important beginning in the late 1980s, when regional groupings started to become very popular as a tool of commercial policy. The goal of this book is to address the question of whether or not regionalism in developed countries has truly benefited developing countries and to what degree regionalism among developing countries and between developed and developing countries will improve economic development prospects. Mordechai Kreinin and Michael Plummer consider the implications of the emerging global trend of economic regionalism for developing countries. The analysis focuses on the trade and investment effects of integration in developed countries on developing countries, as well as the ramifications of regional integration in the latter. After an extensive review of the theoretical and empirical literature pertinent to the economics of regionalism, the book considers the ex-post trade and direct-foreign-investment effects of the Single Market Program in Europe and NAFTA, followed by chapters on ASEAN and economic integration in Latin America, primarily MERCOSUR. The study suggests three salient conclusions. First, in designing preferential trading arrangements, developed countries should recognize and attempt to minimize the possible discriminating effect on developing countries. Second, the developing countries have an abiding interest in the success of WTO negotiations that would minimize the discrimination against them of regional groupings in Europe and North America. And third, any customs unions or free-trade areas among the developing countries themselves should be outward-looking if they are to enhance the welfare of developing countries. Economists and policy scholars, as well as readers interested in regionalism and economic development, will find this book a great resource.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the past, present and prospects of regional economic integration in Africa. The empirical analysis ranges from unions formed during the years following independence, to the proposed African Continental Free Trade Area (AfCFTA), which aims to remove trade barriers between all 55 African states. In addition, the book explores to what extent Africa’s Regional Economic Communities (RECs) have advanced in accordance with a linear integration model of goods, labor and capital markets. The book subsequently evaluates the suitability of the European model of deep integration with costly institutions for the conditions specific to Africa, considering, for example, the role of informal and non-recorded trade. Stylized cases of regional division of labour with increasing returns and imperfect competition are introduced to support the economic integration logic. Past and current economic policies in Africa are scrutinized to answer the question: how can African regions best foster new manufacturing industries and value chains across the continent? In conclusion, the book outlines content and processes of Common Industrial Policy in the African regions. The book also addresses the controversial issue of international trade agreements between developing countries and the European Union or the USA and investigates whether these agreements impede or promote economic development in Africa. The book includes a detailed roadmap describing how to improve key clauses of agreements for economic partnership in the interest of African countries. In closing, it outlines a new vision of joint sustainable development for Africa and Europe.

Book excerpt: This book presents a number of key studies pertaining to the most pressing challenges of economic regional integration in West Africa. The issues of monetary coordination, foreign exchange volatility, taxation, savings and macroeconomic convergence are investigated from a regional perspective. The characteristics of West Africa’s trade policy are reviewed and assessed in comparison to that of the Southern African Development Community (SADC). The extent to which regional integration can tackle the challenge of unemployment is the focus of studies on labour markets. Development of the private sector and coordination of regional cross-border transportation are examined through the lens of economic collaboration between Arab and African countries. The book provides fresh new answers to persistent development questions and sheds new light on long-held views that are either incomplete or no longer true. It also opens new perspectives on the search for sustainable avenues for Africa’s development. In this regard, it may contribute to the emergence of a new paradigm on Africa’s development process and its science-based, policy-oriented implementation.

The importance of regional integration in Africa, Asia, Latin America, the Caribbean and even in the Pacific Islands region is constantly growing. All these regions aspire for more than pure economic cooperation. In addition to intensified economic cooperation, political, legal and cultural aspects are important factors as well that form a Mixtum Compositum of regional integration elements. The present volume discusses these different components of regional integration in theoretical perspective and in a policy-oriented approach. It contributes to comparative regional integration studies through theoretical analysis and case studies from different regions. Elements of Regional Integration presents the main features of regional integration in an interdisciplinary manner. It addresses scholars of political sciences, economics and law as well as students and is suited as accompanying material for courses.

Available in PDF, EPUB and Kindle. Book excerpt: Internationally, globalization and increased economic integration has impacted quality of life and individual well-being. Attempts to evaluate the impact on income dispersion from this process have been extremely controversial. This key volume is the first real attempt to build up indices and a theoretical framework in order to deal with inequality of opportunity, and to enable social and political institutions to monitor increasing disparities in well-being and social exclusion. It thoroughly examines the possible relationships between the recent acceleration in economic integration and inequality among persons and countries and will enable social and political institutions to monitor increasing disparities in well-being and social exclusion. The contributions to this volume cover various subfields of economics, and examine both the negative and positive spillover effects of economic integration on individuals, social groups and nations. Since the impact of globalization on the most deprived people is multidimensional in nature, the theoretical framework is extended to a multivariate context where several individual characteristics are simultaneously considered. This original volume covers many important topics and features an impressive array of respected contributors. As such, it is sure to be an invaluable resource for postgraduates and professionals in the fields of political economy and economics.
