The flight evaluation were jointly conducted by the Kingdom of the Netherlands, the Civil Aviation Authority (CAA) of the United Kingdom, and the Federal Aviation Administration (FAA) of the United States of America. The flight evaluations were undertaken to validate recommendations made at the 13th All Weather Operations Panel (AWOP) Meeting of the International Civil Aviation Organization (ICAO). The recommendations addressed permissible Microwave Landing System (MLS) azimuth antenna offsets from the primary runway, by permissible parallel secondary runway locations, and the use of standard distance measuring equipment for computed centerline operations. In all cases, flight data validated the recommendations. Additionally, subject pilots expressed strong support for the advanced procedures they flew. Although not an objective of the evaluation, interoperability of MLS equipment manufactured in five different countries was demonstrated.

Book excerpt: A series of flight tests were performed by the Federal Aviation Administration (FAA) Technical Center at the Miami/Tamiami Florida Airport to demonstrate the operation and capabilities of a prototype Microwave Landing System (MLS) Area Navigation System (RNAV). The Technical Center's test bed MLS was transported to and collocated with the commissioned Category I Instrument Landing System (ILS) on runway 9R at Tamiami. The flight data collected indicate that the errors in aircraft position, as computed by the MLS RNAV algorithm, consistently met Category I performance criteria, and that computed centerline and glide slope operations can be conducted with Category I accuracies to runways with lateral offsets of up to 3500 feet. These test flights were part of a Federal Aviation Administration (FAA) program to evaluate the technical feasibility of using DGPS based technology for CAT III precision approach and landing applications. An IAI Westwind 1124 aircraft (N24RH) was equipped with DGPS receiving equipment and additional computing capability provided by E-Systems. The test flights were conducted at NASA Ames Research Center's Crows Landing Flight Facility, Crows Landing, California. The flight test evaluation was based on completing 100 approaches and landings. The navigation sensor error accuracy requirements were based on ICAO requirements for the Microwave Landing System (MLS). All of the approaches and landings were evaluated against ground truth reference data provided by a laser tracker. Analysis of these approaches and landings shows that the E-Systems DGPS system met the navigation sensor error requirements for a successful approach and landing 98 out of 100 approaches and landings, based on the requirements specified in the FAA CAT III Level 2 Flight Test Plan. This accuracy is affected by several error sources: MLS signal source errors, data word granularity in describing MLS ground station siting, and the MLS RNAV coordinate transformation algorithm. The International Civil Aviation Organization (ICAO) signal source errors and allowable degradation, specified in ICAO Annex 10, were used in their simulations. Since the coordinate transformation algorithms are nonlinear, it is necessary to use Monte Carlo simulation techniques to determine the magnitude of position determination accuracy in the presence of MLS signal source errors. This report presents the results of simulations undertaken by the Federal Aviation Administration (FAA) Technical Center to determine the accuracy of the RNAV at the Categories I and II minima, and at 50 feet above ground level for Category III in the presence of the MLS signal source errors and associated allowable error degradation. Book excerpt: This report contains results of flight tests for three path update algorithms designed to provide smooth transition for an aircraft guidance system from DME, VORTAC, and barometric navaids to the more precise MLS by modifying the desired 3-D flight path. The first algorithm, called Zero Cross Track, eliminates the discontinuity in cross-track and altitude error at transition by designating the first valid MLS aircraft position as the desired first waypoint, while retaining all subsequent waypoints. The discontinuity in track angle is left unaltered. The second, called Tangent Path, also eliminates the discontinuity in cross-track and altitude errors and chooses a new desired heading to be tangent to the next oncoming circular arc turn. The third, called Continued Track, eliminates the discontinuity in cross-track, altitude, and track angle errors by accepting the current MLS position and track angle as the desired ones and recomputes the location of the next waypoint. The flight tests were conducted on the Transportation Systems Research Vehicle, a small twin-jet transport aircraft modified for research under the Advanced Transport Operating Systems program at Langley Research Center.
