Book excerpt: Historically, control of the air has been a prerequisite to success for modern operations or campaigns because it prevents enemy air and missile threats from effectively interfering with operations of friendly air, land, maritime, space, and special operations forces, facilitating freedom of action and movement. Joint air operations are normally conducted using centralized control and decentralized execution to achieve effective control and foster initiative, responsiveness, and flexibility. When contemplating command and control (C2) options for joint air operations within the operational area, the joint force commander (JFC) can choose to exercise C2 through a functional component commander by designating a joint force air component commander (JFACC), one of the Service component commanders, or the joint force staff. Many factors will weigh on the JFC's selection-most notably the type and availability of forces and capabilities to accomplish the assigned mission.

Book excerpt: This report examines the achievement of the principle of unity of effort from a narrow focus on the command and control of U.S. joint tactical air operations in four campaigns (Midway, the Solomons, Korea, and Vietnam) from 1942 to 1968 and extracts some lessons for future joint air operations. The authors distinguish between unity of effort and unity of command, a distinction that manifests itself in individual service doctrines, in joint operations, and, ultimately, in each of the Services' views of war. While unity of command is one of several steps necessary to achieve unity of effort, the authors recommend that debate should be centered around the accomplishment of unity of effort. The research was completed before the onset of combat operations in Kuwait and Iraq in early 1991. The authors hope to extend the analysis to cover that campaign in a subsequent publication.

Book excerpt: "With the current downsizing of the U.S. military putting a premium on joint response to threats, this landmark study of joint U.S. air operations over the past fifty years provides timely information on a topic of vital concern. The most comprehensive single-volume discussion available, it examines six major air campaigns - Midway, the Solomon Islands, Korea, Vietnam, El Dorado Canyon (Libya), and Desert Storm - in a search for lessons learned that might be applied in the planning and organizing of future joint operations." "The focus of the book is on the differences - at times bitter acrimony - among the services on the control and employment of theater air forces. With each service having an "air force" of its own, each with a distinctive doctrine, the study confirms that their views are often diametrically opposite and that joint doctrine has been slow to evolve." "The authors, RAND Corporation analysts, are refreshingly objective and clear in addressing the problems and issues that continue to hamper effective joint air operations but point to the progress shown in Desert Storm, as indicated by their interviews with some fifty airmen, planners, and major commanders of the operation. Their recommendations for the future take advantage of the diversity inherent in U.S. air power while minimizing sources of disharmony." "Based on a RAND study published in 1991, this book has been expanded and revised to appeal to a broader audience and promises to stimulate discussion and debate on how to optimize the effectiveness of U.S. forces facing cuts in funding. It is must reading not only for military professionals but for military history enthusiasts and everyone interested in the nature of America's future air battles."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. Available in PDF, EPUB and Kindle. Book excerpt: This joint publication prescribes doctrine for joint airspace control in the operational area. The prescribed doctrine is broadly stated to fit a wide range of situations requiring military control of airspace. It outlines fundamental principles, relationships, and broad operational-level guidelines, and is intended to provide the basic framework upon which to build an airspace control system (ACS) for an operational area. The joint force commander (JFC) normally designates a joint force air component commander (JFACC) as commander for joint air operations. The JFC also normally designates an area air defense commander (AADC) and an airspace control authority (ACA). When the JFC designates a JFACC, the JFC also normally designates the JFACC as the AADC and ACA. The ACA plans, coordinates, and develops airspace control procedures and operates the ACS. The JFC may designate a separate ACA and/or AADC, in which case, close coordination is essential for unity of effort.

Book excerpt: The Air Force's current doctrinal maxims of centralized control and decentralized execution have the potential to produce over-centralized planning at the theater Air Operations Center; the result of this tendency is a cumbersome air tasking order and a campaign vulnerable to lost communications, information overload, and decapitation. One cure for such problems is the decentralization of tactical planning through the use of mission-type orders at the wing or air task force level. Mission-type orders include a clear statement of the superior commander's intent and state each unit's tasks in terms of operational effects to be achieved over several days rather than daily targets and aimpoints.

Available in PDF, EPUB and Kindle. Book excerpt: The role of the Air Force is to defend the US and protect its interests through airpower, guided by the principles of joint operations and the tenets of airpower. Airpower is the ability to project military power or infl uence through the control and exploitation of air, space, and cyberspace to achieve strategic, operational, or tactical objectives. Airpower exploits the third dimension of the operational environment, the electromagnetic spectrum, and time to leverage speed, range, flexibility, precision tempo, and lethality to create effects from and within the air, space, and cyberspace domains. From this multi-dimensional perspective, Airmen can apply military power against an enemy`s entire array of diplomatic, informational, military, and economic instruments of power, at long ranges and on short notice. The Air Force Operations & Planning SMARTbook covers the fundamentals, principles and tenets of airpower; airpower operations (Air Force missions, roles & functions); command and control (AOC, AFFOR & JFACC); planning for operations (AFOPE, JOPPA, joint air tasking cycle, OODA); targeting and assessment; and agile combat support (ACS)! *** Find the latest edition of this book and the rest of our series of military reference SMARTbooks at the publishers website: www.TheLightningPress.com ***
