His influence spread well beyond Queensland, and in the mid-1970s he put an unknown french polisher into the Senate to help rub out the Whitlam government.Young Joh had been a loner who worked hard to overcome crippling childhood polio and the poverty of life on his family's farm. Enduring a long apprenticeship as an opposition backbencher, he finally made it to the top, bringing to his old-style autocratic rule a more media-savvy appeal to the electorate. As this long-awaited biography reveals, Joh was as cunning as he was ruthless throughout his forty-year political career. Rae Wear analyses in detail his political psyche, his unique leadership style and the reasons for his electoral support, taking into account his Danish immigrant background and lifelong Christian piety.Essential reading for anyone interested in Australian politics, this biographical study explains in depth, for the first time, Bjelke-Petersen's unlikely elevation to the premiership and his ultimate disgrace amid revelations of widespread corruption.

Book excerpt: Unfolding like a political thriller, Joh for PM reveals for the first time the details of the campaign that rocked Australian politics. In 1987 the Queensland Premier, Joh Bjelke-Petersen, launched an audacious bid to break the federal Opposition Coalition, replace Ian Sinclair as National Party leader, and become Prime Minister himself. Trench warfare waged between the Sinclair and Joh forces during one of the most bizarre and divisive periods in Australian politics. In Joh for PM National Party insider Paul Davey reveals what went on behind closed doors in top-level internal meetings and the strategies aimed at thwarting the Joh campaign and reuniting the party at state and federal levels.

Book excerpt: In virtually any state in the Commonwealth I believe you could ask an adult in their 40's or above to name a state leader and the majority of them could name Joh - no other State Premier left such an indelible mark on the national psyche. Some Queenslanders may talk about strong development and a long period of stability. Others, particularly those from southern states will talk of gerrymanders, corruption, white shoe brigades, civil liberty infringements or daylight savings. But many will talk of a man who oversaw perhaps the most dramatic and positive changes the State has ever undergone. Whether loved or reviled, Johannes Bjelke-Petersen was a polarising figure, and an indisputably successful one. But too many are quick to dismiss this incredibly successful politician as an aberration of the oddity that is Queensland. To understand Joh a little better, this monograph considers Joh's period in office from the following perspectives: His success in moving the Country Party from a rural base to gaining and holding urban seats His role in assisting in the downfall of the Whitlam government His economic management, overseeing Queensland's transition from a rural economy to a vibrant and rapidly expanding one and creating funding processes from which the State still benefits His masterful understanding of the mood of the electorate in dealing with the likes of power strikes, anti-Springbok riots or street marches His market fundamentalism which potentially allowed corruption in commercial activities for tangible benefits for the state

Book excerpt: ‘The Ayes Have It’ is a fascinating account of the Queensland Parliament during three decades of high-drama politics. It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

Available in PDF, EPUB and Kindle. Book excerpt: Continuing on from the bestselling Three Crooked Kings, Jacks and Jokers opens in 1976. Terry Lewis, exiled in western Queensland, is soon to be controversially appointed Police Commissioner. As for the other two original Crooked Kings, Tony Murphy is set to ruthlessly take control of the workings of ‘The Joke’, while Glen Hallahan, retired from the force, begins to show a keen interest in the emerging illicit drug trade. Meanwhile, ex-cop and ‘Bagman’ Jack Herbert collects the payments and efficiently takes police graft to a whole new level. The Joke heralds an era of hard drugs, illegal gambling and prostitution, and leaves in its wake a string of unsolved murders and a trail of dirty money. With the highest levels of police and government turning a blind eye, the careers of honest police officers and the lives of innocent civilians are threatened and often lost as corruption escalates out of control. Revealing more incredible facts and previously untold stories, award-winning journalist and novelist Matthew Condon once again exposes the shocking behaviour outside the law by the law. Jacks and Jokers is the gripping second instalment of the rise – and spectacular fall – of one man, an entire state and generations of corruption.

Book excerpt: A 10th anniversary edition of this cult classic with a new introduction. From cult heroes the Saints and the Go - Betweens to national icons Powderfinger and international stars Savage Garden, Brisbane has produced more than its share of great bands. But behind the music lay a ghost city of malice and corruption. Pressed under the thumb of the Bjelke - Petersen government and its toughest enforcers - the police - Brisbane's musicians, radio announcers and political activists braved ignorance, harassment and often violence to be heard. Pig City's reputation has grown in the decade since its first publication. In 2007, Queensland Music Festival staged the book as an all - day music event, headlined by the first performance in nearly 30 years by the original line - up of the Saints. This updated 10th anniversary edition features a scathing new introduction by the author, assessing the changing shape of Brisbane, its music, and troubling developments since the return of the state of Queensland to conservative governance.

Available in PDF, EPUB and Kindle. Book excerpt: One of the landmark Australian true-crime books, with a new introduction following the death of disgraced Police Commissioner Terry Lewis. Three Crooked Kings is the shocking true story of Queensland and how a society was shaped by almost half a century of corruption. At its core is Terry Lewis, deposed and jailed former police commissioner. From his entry into the force in 1949, Lewis rose through the ranks, becoming part of the so-called Rat Pack with detectives Glen Hallahan and Tony Murphy under the guiding influence of Commissioner Frank Bischof. The next four decades make for a searing tale of cops and killings, bagmen and blackmail, and sin and sleaze that exposes a police underworld that operated from Queensland to New South Wales. This gripping book examines the final pieces of the puzzle, unearths new evidence on cold cases, and explores the pivotal role that whistleblower Shirley Brifman, prostitute and brothel owner, played until her sudden death.Awarded journalist and novelist Matthew Condon has crafted the definitive account of an era that changed a state and is still reverberating to this day.

Available in PDF, EPUB and Kindle. Book excerpt: Questions of police governance, accountability and independence have been subjected to thorough research before. That the issue still draws critical attention more than twenty years after the McDonald Commission of Inquiry into Certain Activities of the Royal Canadian Mounted Police suggests that understanding and a resolution to the issue still elude us. Despite the modifications to police practice that the Charter of Rights and Freedoms has brought, there is still concern over the degree of independence the police exercise, and debate over where the line between legitimate government direction of the police and illegitimate political interference should be drawn. Police and Government Relations explores the question of police governance and independence from a number of different points of view. Editors Margaret E. Beare and Tonita Murray offer multi-disciplinary, comparative, and case-study methodologies written by scholars from law, political science, and criminology to illustrate the diversity of opinion that exists on the topic and to explore how the operating tension between police independence and democratic governance and accountability has played out, both in Canada and other countries. This book does not attempt to find final answers; its goal is to provide a framework for a continuing discussion that may lead to helpful and workable recommendations for the future. It serves as an academic and intellectual contribution to an important matter of public policy. ContributorsMargaret E.
