Using the longitudinal data of China Health and Nutrition Survey, the author finds that the access to different employment sectors is not equally distributed among Chinese workers during the market transition. And the hierarchy of employment sectors is reproduced through the procedure that assorts individual workers to different employment sectors. In addition to achieved characteristics such as human capital, ascribed characteristics such as family background and gender are important factors in understanding the procedure of social stratification in the reform era. The book will be of value to social scientists interested in the market transition of socialist societies in general and the social transformation of contemporary China in particular.

Despite the progress on reforms, a sizable surplus of labor still exists in the rural sector and state-owned enterprises. The main challenge facing China’s labor market in coming years is to absorb the surplus labor into quality jobs while adjusting to World Trade Organization (WTO) accession. This paper estimates that if annual GDP growth averages 7 percent and the employment elasticity is one-half, urban unemployment could double to about 10 percent over the next three to four years. These pressures would be limited by stronger economic growth, especially in the private sector and more labor-intensive service industries which have generated the most jobs in recent years. Therefore, policy should focus on encouraging private sector development while reducing barriers to labor mobility, improving worker skills, upgrading job search services, and strengthening the social safety net.

Based on studies of a range of countries in the Global South, this book examines heterogeneity within informal work by applying a common conceptual framework and empirical methodology. The country studies use panel data to study the dynamics of worker transitions between formal and heterogeneous informal work and present a comparative perspective across developing countries in Asia, Latin America, Sub-Saharan Africa, and North Africa and the Middle East. Each study provides a nuanced view of informality, dividing workers into six work statuses: formal wage-employees, upper-tier informal wage-employees, lower-tier informal wage employees, formal self-employed, and upper-tier informal self-employed. Based on this common conceptual framework, the country studies examine the distribution of workers across each of these work statuses, and document transition patterns across different formality and work statuses. The panel data analysed in each country study provide a basis for making statements about labour market transitions that are not warranted when using comparable cross-sections. The studies also examine the individual- and household-level characteristics associated with workers in each work status. Using these characteristics, each study constructs a 'job ladder' that ranks each work status, and then examines the characteristics of workers that are associated with transitions up (and down) the job ladder.

Book excerpt: Despite ongoing restructuring of the Chinese economy, barriers to labor mobility and attendant stratification of China?s labor markets remain significant. Those barriers serve to reduce the efficiency of labor market allocations and accordingly inhibit wage equilibration and productivity growth. Constraints on labor mobility further hamper growth in private employment as well as government efforts to rationalize economic activity through the closure of insolvent state-owned enterprises. In this study, we apply unique matched worker-firm data from a recent survey of urban workers to examine existent stratifications of labor markets and transitions to private employment in urban China. In so doing, the analysis assesses wage determination, worker preferences for state versus private employment, and job turnover. As expected, research findings indicate higher returns to schooling in non-state sectors, in cities with more rapid private sector growth, in more profitable enterprises, and for less risk-averse workers. Results further show that preferences for state-sector employment decrease with schooling but increase with worker risk aversion. Workers? job-change prospects decrease with age, risk aversion, and restrictiveness of job preferences. Overall, results point to the importance of labor market transition policies and indicate the sizable efficiency and productivity gains that might arise from enhanced labor mobility.
