Book excerpt: Established in 1998, the Job Access and Reverse Commute Program (JARC)-administered by the Federal Transit Administration (FTA--awards grants to states and localities to provide transportation to help low-income individuals access jobs. In 2005, the Safe, Accountable, Flexible, Efficient Transportation Equity Ac--A Legacy for Users (SAFETEA-LU) reauthorized the program and made changes, such as allocating funds by formula to large and small urban and rural areas through designated recipients, usually transit agencies and states. SAFETEA-LU also required GAO to periodically review the program. This second report under the mandate examines (1) the extent to which FTA has awarded JARC funds for fiscal years 2006 through 2008, and how recipients are using the funds; (2) challenges faced by recipients in implementing the program; and (3) FTA's plans to evaluate the program. For this work, GAO analyzed data and interviewed officials from FTA, nine states, and selected localities.

Book excerpt: " Established in 1998, the JARC program, which was administered by FTA, provided grants to states and localities for improving the mobility of low-income individuals to and from jobs and employment-related activities. In 2005, statute changed JARC into a formula program with dedicated funds apportioned by FTA. Then in 2012, MAP-21 repealed and consolidated the JARC program. However, activities previously funded through the JARC program are still eligible for funding through other programs administered by FTA. The Fixing America's Surface Transportation Act included a provision for GAO to examine the impact of changes that MAP-21 had on public transportation. This report examines: (1) how FTA communicated the 2012 statutory changes to JARC activities to transit providers and (2) whether and how selected states and transit providers have continued to fund and provide JARC activities since the 2012 statutory changes. GAO reviewed FTA program guidance. GAO interviewed FTA officials and 34 selected recipients of JARC funding, including transportation officials and transit providers, from six states (Arizona, Michigan, Mississippi, Oregon, Texas, and Virginia). Book excerpt: The Department of Transportation's Job Access and Reverse Commute program began in 1998. Since then, millions of dollars have been distributed in funding throughout the country. However, as the Government Accountability Office has reported at length, there has been little evaluative work done to assess the program's success in connecting low-income workers to new job opportunities. These newer job opportunities, often located outside the urban core of a half-century ago, are characterized at length in John Kain's spatial mismatch hypothesis of 1968 and the extensive literature and studies that followed it. Does discrimination and lack of access lead to continued lower employment opportunities for low-income, often minority, workers? I use Philadelphia as a case study to project the impact of the implemented JARC programs on the city's workers. Using census tract-level data, this paper will identify the tracts affected by JARC-funded public transit improvements. These improvements or additions were chosen regionally based on their potential to increase accessibility to employment centers in and around the city of Philadelphia. Using regression models to estimate median household income, this paper estimates the effects of an increased level of transit. This is accomplished by increasing the level of public transit in the identified tracts, as the improvements will do, to predict how incomes will change. Such income increases, though not large, indicate a positive relationship between improved transit options and higher wages.
