Book excerpt: This is the book to focus on a new phenomenon emerging in the twenty-first century: the rapidly aging and decreasing population of a well-developed country, namely, Japan. The meaning of this phenomenon has been successfully clarified as the possible historical consequence of the demographic transition from high birth and death rates to low ones. Japan has entered the post-demographic transitional phase and will be the fastest-shrinking society in the world, leading other Asian countries that are experiencing the same drastic changes. The author used the historical statistics, compiled by the Statistic Bureau, Ministry of Internal Affairs and Communications in 2006 and population projections for released in 2012 by the National Institute of Population and Social Security Research, to show the past and future development of the dependency ratio from 1891 to 2060. Then, utilizing the population life table and net reproduction rate, the effects of increasing life expectancy and declining fertility on the dependency ratio were observed separately. Finally, the historical relationships among women’s survival rates at reproductive age, the theoretical fertility rate to maintain the replacement level and the recorded total fertility rate (TFR) were analyzed. Historical observation showed TFR adapting to the theoretical level of fertility with a certain time lag and corresponding to women’s survival rates at reproductive age. Women’s increasing lifespan and survival rates could have influenced decision making to minimize the risk of childbearing. Even if the theoretical fertility rate meets the replacement level, women’s views of minimizing the risk may remain unchanged because for women the cost–benefit imbalance in childbearing is still too high in Japan. Based on the findings, the author discusses the sustainability of Japanese society in relation to national finances, social security reform, family policies, immigration policies and community polices.

Because of this limitation, the current Volume II consisted of four chapters. Some time between 2005 and 2010 the country's population began to shrink and - although history has an unerring, and unnerving, habit of delivering unexpected outcomes - based on current trends, the National Institute of Population and Social Security Research projects that the nation will continue to decline in size at a rate of approximately 800,000 people per year between 2010 and 2050 (National Institute of Population and Social Security Research (NIPSSR), 2006). This is equivalent to losing a city the size of Niigata - Japan's 15th largest - annually for the next 40 years. Alongside this, the country is getting progressively older, and ageing is expected to reduce the size of the labour force still further such that Japan's ratio of dependants to active workers will approach 1:1 by around 2030. These two interdependent processes therefore have the potential to deliver great changes to the country in the coming decades.

The reasons for selecting these two prefectures of the ancient Tokaido are twofold. First, they are made up of a multiple number of the ancient provinces. Yet many inside and outside Japan have asked whether the country should or will return to commanding armed forces amid an increasingly challenging regional and global context and as domestic politics have shifted in favor of demonstrations of national strength. Tom Phuong Le offers a novel explanation of Japan’s reluctance to remilitarize that foregrounds the relationship between demographics and security. Japan’s Aging Peace demonstrates how changing perceptions of security across generations have culminated in a culture of antimilitarism that constrains the government’s efforts to pursue a more martial foreign policy. Le challenges a simple opposition between militarism and pacifism, arguing that Japanese security discourse should be understood in terms of “multiple militarisms,” which can legitimate choices such as the mobilization of the Japan Self-Defense Forces for peacekeeping operations and humanitarian relief missions. Book excerpt: In recent decades Japan has changed from a strongly growing, economically successful nation regarded as prime example of social equality and inclusion, to a nation with a stagnating economy, a shrinking population and a very high proportion of elderly people. Within this, new forms of inequality are emerging and deepening, and a new model of Japan as 'gap society' (kakusa shakai) has become common-sense. These new forms of inequality are complex, are caused in different ways by a variety of factors, and require deep-seated reforms in order to remedy them. This book provides a comprehensive overview of inequality in contemporary Japan. It examines inequality in labour and employment, in welfare and family, in education and social mobility, in the urban-rural divide, and concerning immigration, ethnic minorities and gender. The book also considers the widespread anxiety effect of the fear of inequality; and discusses how far these developments in Japan represent a new form of social problem for the wider world.

Based on an exhaustive literature review, and the results from six original researches on long-term care expenditures in Japan (LTCE) conducted during a doctoral program, the book provides a comprehensive view in analyzing trends and factors associated with increasing expenditures in the Long-Term Care Insurance system in Japan. The book address relevant topics such as; the main socio-demographic changes experienced by the Japanese society during the last three decades, predictors of the LTCE, measuring efficiency in nursing homes, the impact of the LTCI 2005-reform to contain expenditures, cost-effectiveness of the in-home and community based services and institutional LTCE in the last year of life.
