She has worked directly with "karayuki-san", military comfort women, war orphans, repatriates, women sent as picture brides to China and Manchuria, Asian women who have wed into Japanese farming communities, and Japanese women married to other Asians in Japan.

In 2004, the US State Department declared Filipina hostesses in Japan the largest group of sex trafficked persons in the world. Since receiving this global attention, the number of hostesses entering Japan has dropped by nearly 90 percent. To some, this might suggest a victory for the global anti-trafficking campaign, but Rhacel Parreñas counters that this drastic decline—which stripped thousands of migrants of their livelihoods—is a setback. Parreñas worked alongside hostesses in a working-class club in Tokyo’s red-light district, serving drinks and entertaining her customers. While the common assumption has been that these hostess bars are hotbeds of sexual trafficking, Parreñas quickly discovered a different world of working migrant women, there by choice, and, most importantly, where none were coerced into prostitution. The effect of this influx on the local population did not lessen in the years following the war's end. In fact, the presence of foreign servicemen also heightened the visibility of certain others, particularly panpan—streetwalkers—who were objects of their desire. Occupying Power shows how intimate histories and international relations are interconnected in ways scholars have only begun to explore. Sex workers who catered to servicemen were integral to the postwar economic recovery, yet they were nonetheless blamed for increases in venereal disease and charged with diluting the Japanese race by producing mixed-race offspring. In 1956, Japan passed its first national law against prostitution, which produced an unanticipated effect. By ending a centuries-old tradition of sex work regulation, it made sex workers less visible and more vulnerable.
