Available in PDF, EPUB and Kindle. Book excerpt: While studies of policy analysis in other countries have assessed their needs and integrated them into training programmes for professional policy analysts, Japanese studies have been very limited. Policy analysis in Japan brings together for the first time a detailed examination of the theory and practice of policy analysis systems in Japan, at different levels. As part of the successful International Library of Policy Analysis series edited by Iris Geva-May and Michael Howlett, the book provides expert analysis to closely examine to what extent the Japanese government has succeeded in providing key policy actors with evidence-informed policy options, thereby improving the likelihood of better policies being adopted and implemented. The book also assesses Japan’s future policy directions, allowing policy researchers and practitioners to draw a number of lessons from the Japanese experience. The book includes empirical case studies to aid teaching and further research, and will be a valuable resource for students and academics as well as policymakers. Features of the ILPA series include: • a country-specific systematic study of policy analysis systems by government and non-governmental actors • a history of the country’s policy analysis, empirical case studies and a comparative overview of alternative approaches • a key reference collection for research and teaching in comparative policy analysis and policy studies

Available in PDF, EPUB and Kindle. Book excerpt: We develop new economic policy uncertainty (EPU) indices for Japan from January 1987 onwards building on the approach of Baker, Bloom and Davis (2016). Each index reflects the frequency of newspaper articles that contain certain terms pertaining to the economy, policy matters and uncertainty. Our overall EPU index co-varies positively with implied volatilities for Japanese equities, exchange rates and interest rates and with a survey-based measure of political uncertainty. The EPU index rises around contested national elections and major leadership transitions in Japan, during the Asian Financial Crisis and in reaction to the Lehman Brothers failure, U.S. debt downgrade in 2011, Brexit referendum, and Japan’s recent decision to defer a consumption tax hike. Our uncertainty indices for fiscal, monetary, trade and exchange rate policy co-vary positively but also display distinct dynamics. VAR models imply that upward EPU innovations foreshadow deteriorations in Japan’s macroeconomic performance, as reflected by impulse response functions for investment, employment and output. Our study adds to evidence that credible policy plans and strong policy frameworks can favorably influence macroeconomic performance by, in part, reducing policy uncertainty.

Available in PDF, EPUB and Kindle. Book excerpt: This book is about why and how central and local governments clash over important national policy decisions. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan’s experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict. Book excerpt: Globalization is the most common overriding characteristic of our time, with societies all over the world struggling to change their educational systems to meet what are perceived to be the needs of globalization. This book provides an insider's account of how the Japanese educational system is trying to meet that challenge while placing the developments in a larger international context. Distinguishing itself from other books in the same genre, this volume (1) brings in the diversity of insiders‘ reactions concerning globalization reform in education, while placing such actions in the larger international context, and (2) covers a wide span of education (elementary to higher education) and shows how the globalization reforms as a whole are affecting Japanese education. With a focus on insiders’ accounts, this book brings in information that is little known outside of Japan. It also links globalization processes in Japanese society, school education and higher education, accounting for similarities and differences across educational levels, providing insight into the multifaceted processes affecting the Japanese education system. Chapters include: From High School Abroad to College in Japan: The Difficulties of the Japanese Returnee Experience The University of Tokyo PEAK Program: Venues into the Challenges Faced by Japanese Universities Why Does Cultural Diversity Matter? Korean Higher Education in Comparative Perspective

Book excerpt: In Japan's Reluctant Realism , Michael J. Green examines the adjustments of Japanese foreign policy in the decade since the end of the Cold War. Green presents case studies of China, the Korean peninsula, Russia and Central Asia, Southeast Asia, the international financial institutions, and multilateral forums (the United Nations, APEC, and the ARF). In each of these studies, Green considers Japanese objectives; the effectiveness of Japanese diplomacy in achieving those objectives; the domestic and exogenous pressures on policy-making; the degree of convergence or divergence with the United States in both strategy and implementation; and lessons for more effective US - Japan diplomatic cooperation in the future. As Green notes, its bilateral relationship with the United States is at the heart of Japan's foreign policy initiatives, and Japan therefore conducts foreign policy with one eye carefully on Washington. However, Green argues, it is time to recognize Japan as an independent actor in Northeast Asia, and to assess Japanese foreign policy in its own terms.

In light of the attention Japanese media content has attracted in recent years, not only in Japan but also overseas, the book examines the media industry that supports such content. Beginning with the traditional terrestrial broadcasting industry, it also covers cable TV, satellite broadcasting, and over-the-top media services (OTT), as well as media policies for film, animation, games and music. The Ministry of Internal Affairs and Communications (MIC), a key media industry regulator in Japan, has been developing broadcasting policies for more than 70 years, and while their traditional policies have not changed in principle, the scope of their business sphere has expanded. For instance, major broadcasting stations in Tokyo, known as key stations, have played an important role in filmmaking with the big four film companies, and have started joint ventures with major OTT, such as Hulu. This book allows readers to gain a comprehensive understanding of the changes in the Japanese media industry in general and the related policies in Japan, while also offering insights into developments in the individual sectors.

Available in PDF, EPUB and Kindle. Book excerpt: Thirty years ago, when compared to the U.S., England, France, and Sweden, Japan had the lowest life expectancy for males and females. Today, Japan has the highest life expectancy and is the world’s most rapidly aging society. Public Policy and the Old Age Revolution in Japan captures the vitality of Japanese policymakers and the challenges they face in shaping a modern society responding to its changing needs. The rapid transition to an aging society poses a set of complex policy and resource dilemmas; the responses taken in Japan are of great value to policymakers, professionals, and students in the fields of gerontology, Asian and Japanese studies, sociology, public policy, administration and management, and anthropology in other industrial aging societies. Readers of Public Policy and the Old Age Revolution in Japan will discover the array of social and economic implications that comes with an increasingly aged society. Such a change in demographics affects pension expenditures and pension contributions, capital formation and savings rates, health costs, service systems, tax bases, labor pools, career counseling, training, advertising, and marketing. This book does not stop with these topics, however. Readers also learn about: how older Japanese workers are staying employed and employable policies in Japan for a smooth transition from work to retirement Japan’s Silver Human Resource Centers the new direction of health services in Japan the Japanese financing system for elderly health care the expansion of formalized in-home services for Japan’s aged Japanese housing policy and the concept of universal design the Gold Plan, a comprehensive ten-year plan to promote health care and welfare for the aged the concept of ikigai--promoting feelings of purpose and self-worth in the aged Public Policy and the Old Age Revolution in Japan is one of only a handful of books prepared in English by American and Japanese authors for an international audience about aging and social policy in Japan. The book’s recent collection of articles by leading scholars on the subject makes it a unique and timely source of information. Above all, Public Policy and the Old Age Revolution in Japan makes it clear that the rest of the world has many valuable lessons to learn by studying Japan’s approach to its rapidly aging society.

Available in PDF, EPUB and Kindle. Book excerpt: We know very little about variations in urban class and ethnic segregation among nations and even less about differences among cities in different regions of the world. Spatial organization (places and neighbourhoods) matters significantly in some cities in reproducing class relations and ethno-racial hierarchies, but may be much less important in others. The degree and the impact of segregation depend upon contextual diversity. By emphasizing the importance of contextual diversity in the study of urban residential segregation, the book questions currently popular urban theories such as global city, neoliberal urbanism, and gentrification. These theories tend to dissociate cities from their national and regional context and thus ignore their history, culture, politics and institutions. The aim of this book is to introduce the significantly different urban experiences in social and spatial segregation patterns and rationales which exist among the world's regions and to demonstrate that urban theory needs to draw systematically upon this wide range of experiences. The cities selected (Athens, Beijing, Budapest, Copenhagen, Hong Kong, Madrid, Paris, São Paulo, Taipei, and Tokyo) were chosen in order to achieve geographical spread, to maximise the diversity of types of socioeconomic regulation. This volume is thus able to avoid the interpretative limitations and misconstructions resulting from universalizing the Anglo-American experience.
