Book excerpt: The contributors to this volume analyze the growth experiences of Japan, Korea, China, Hong Kong, Singapore, and Taiwan in light of the recently developed endogenous growth theory to provide an understanding of the economic boom in East Asia. The theory explored in this volume attributes the phenomenal economic success of these countries to, among other factors, the role of an outward orientation—a focus on exporting rather than on protecting home markets. In addition, the importance of exchange rate behavior, of the supportive role of government policy, and of the accumulation and promotion of physical and human capital are explored in detail. This collection also examines the extent to which growth in each country became self-sustaining once it began. Demonstrating the relevance of endogenous growth theory for studying this important region, this fourth volume in the NBER-East Asia Seminar on Economics series will be of interest to observers of East Asian affairs.

Available in PDF, EPUB and Kindle. Book excerpt: A challenging and provocative book that contests the liberal assumption that the rule of law will go hand in hand with a transition to market-based economies and even democracy in East Asia. Using case studies from Hong Kong, China, Indonesia, Malaysia, Taiwan, Japan and Vietnam, the authors argue that the rule of law is in fact more likely to provide political elites with the means closely to control civil society. It is essential, therefore, to locate conceptions of judicial independence and the rule of law more generally within the ideological vocabulary of the state.

Book excerpt: Why does the Japanese government often alter its course of action under pressure from the United States, even when doing so apparently undermines Japan's own interests? Japan's marked responsiveness to U.S. preferences regarding foreign aid policy appears counterintuitive, since Japan's demonstrated capability to donate funds rivals and has previously surpassed that of the U.S. In Limits to Power, Akitoshi Miyashita posits that Japan's deference to the will of the U.S. results from Japan's continuing role as the more dependent partner in the two countries' interdependent diplomatic and economic relationship. Miyashita critically reviews the existing literature on Japanese foreign aid, then tests his own argument against five case studies. After analyzing critical junctures in Japan's history of foreign aid to China, Vietnam, Russia, Iran, and North Korea, he concludes that Japan's consistent sway under U.S. opinion reflects an act of will on Japan's part, rather than a lack of coherent policy stemming from bureaucratic politics. Limits to Power boldly challenges current arguments that Japan has successfully distanced itself from "reactive" politics.

Available in PDF, EPUB and Kindle. Book excerpt: Instead of asking the usual questions about Japanese aid — Why is Japanese aid so different from that of other donors? Is Japanese aid effective? — this collection takes it as axiomatic that Japanese aid actors are now working in a contentious environment affected by changing global norms of aid. Japanese Aid and the Construction of Global Development analyses the changing political contexts, both at home and abroad, within which Japanese aid officials develop their programs. It tracks the tensions facing aid officials as they seek to negotiate between a long-term organizational bias in the Japanese government of promoting "growth-oriented" policies, and new demands for Japan to engage a broader array of "human security" concerns. In the third section, contributors provide case studies of new policies designed to cope with transnational human security issues, particularly involving environmental protection, gender equality, and the spread of HIV/AIDS. Finally, the book turns its lens back to Japan with chapters on how changing aid relationships alter Japan’s ability to cope with transnational problems like refugee flows, sex trafficking, and terrorism. This book will be of interest to students and scholars of the politics and culture of global development, Japanese politics and foreign policy, international relations and international law.

Book excerpt: This study compares the strategies of France and Japan in trying to win economic and political influence in the newly emerging Vietnam. With the end of the Cold War, the fight for power in the world has changed from the political-military field to a race for economic power. Nations worldwide are associating themselves with Asian countries in order to profit from the growth in the region. Vietnam opened to the international community only recently after the Vietnamese Communist Party had started economic reforms in 1986. These reforms are aimed at transforming the country's centrally planned economy into a government-controlled market economy and at opening Vietnam to foreign capital, technology, and know-how. This setting provides a unique opportunity for comparing the strategies of two nations from different continents in conducting their economic relations with Vietnam. Considering Japan's success in other parts of Southeast Asia, it is clearly interesting to analyse Japan's strategies in Vietnam. France was chosen for its long-standing relations with Vietnam and the massive efforts it is undertaking to re-establish its influence in Vietnam.

Book excerpt: Thirty years of Ä?ổi Má»›i (economic renovation) reforms have catapulted Vietnam from the ranks of the world’s poorest countries to one of its great development success stories. Critical ingredients have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Starting in the late 1980s, these elements were successfully fused with the embrace of markets and the global economy. Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. But three decades of success from reforms raises expectations for the future, as aptly captured in the Vietnamese constitution, which sets the goal of “a prosperous people and a strong, democratic, equitable, and civilized country.†? There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.

Book excerpt: In 1986, the Communist Party of Vietnam (CPV) adopted the Doi Moi (Renovation) policy at its sixth national congress, opening up a new chapter in the country's modern history. Under Doi Moi, Vietnam has undergone significant socio-economic, political and foreign policy reforms that have transformed the country in many meaningful ways. This edited volume aims to provide an in-depth analysis of the multiple aspects and transformations of Vietnam's foreign policy over the past thirty years. The book is divided into three sections. The first covers the broader framework of Vietnam's foreign policy making and the historical evolution of Vietnam's diplomacy under Doi Moi. The second examines Vietnam's bilateral relationships with its major partners, namely the United States, China, Japan, India, Russia, its smaller neighbours (Cambodia and Laos), and ASEAN. Finally, the book looks into two major issues in Vietnam's current foreign policy: the management of the South China Sea disputes and the international economic integration process. As the most informative, updated and comprehensive volume on Vietnam's foreign policy under Doi Moi, the book is a useful reference for academics, policymakers and students, as well as anyone interested in contemporary Vietnam in general and its foreign policy in particular.
