The author shows the Tripartite Pact in a broad light, as part of the general diplomatic and political developments of the times. He considers it first as it figures in the story of Japanese–American relations; then as it fits into the history of Japanese-German relations from 1936 to 1941; and finally as it was seen by the outside world, especially by the American leaders and public. The view that American policy was Roosevelt's "back door to war" is rejected, as is the opposite view that it was the only possible answer to Japanese conspiracy and aggression. The author favors Ambassador Joseph E. Crew's opinion that American policy in the latter half of 1941 was a mistake and that a more conciliatory policy could have achieved America's essential aims without war or "appeasement." Among the author's provocative contentions is that if American policy was a mistake, it was a mistake not of the Administration or a party only, but of the whole American people. Winner of the 1956 Beveridge Award, this book provides a persuasive analysis of a complex and controversial chapter in American history.

Book excerpt: Excerpt from American-Japanese Relations: The Necessity for a Clearer Understanding Between the Workers of the Two Countries Commodore Perry anchored off Uraga on July 7, 1853. Five years later the first official treaty between the United States and Japan was signed to take effect on July 4, 1859. Only 33 years later, in 1892, the American Federation of Labor Convention adopted reso lutions demanding extension of the Chinese Ex elusion Act so as to include Japanese. And fifteen years after this demand was made, i. E., in 1907, a so-called Gentlemen's Agreement was arrived at through diplomatic negotiations whereby the Japanese Government agreed to keep laborers from America. But the Gentlemen's Agreement has not been a solution of the problem. In California the demand for the exclusion of Japanese is more general and more pronounced today than ever before. Of course, the organized working people have been in the vanguard of this movement just as they led in the struggle for Chinese exclusion. Leadership in this respect does not mean hurling the most bricks. To the contrary, Labor in California has severely frowned upon violent anti-japanese manifesta tions. And, although this is not generally known, it is a fact nevertheless that California trade-unionists have at all times made earnest efforts to eliminate the harsh and unpleasant features incident to such a campaign of propa ganda. There are many concrete examples to bear out this contention. But just one will suffice to illustrate the point. Two Japanese presented credentials as fraternal delegates to the annual convention of the California State Federation of Labor which met at Santa Rosa in 1915. The report of the Committee on Credentials, made to said convention, clearly sets forth California Labor's attitude toward the workers in Japan, and is quoted herewith. In the half century that has followed, the friendship of the two nations has been strengthened by means of a rapidly developing commerce. No American should be ignorant of the fact that among the people of Japan there is a sincere and deep-rooted friendship for the people of the United States. "Japan and America" was founded in this city in July, 1901, and the "Japanese-American Commercial Weekly" in December, 1900, for the purpose of helping to maintain and promote friendly and commercial relations between America and Japan. They are endeavoring to draw the peoples of the two countries closer together in all their relations of life - in trade, in art, in literature - and in sympathy with each other in the broad purpose, shared by both in common, of world-civilization. Both nations, it should be remembered, are engaged upon the solution of the same grave and important problem - the civilization and uplifting of inferior races. That the efforts of this periodical have been widely appreciated is shown by the fact that "Japan and America" and the "Japanese-American Commercial Weekly" now have a large and in creasing circulation in the United States and in Japan. We here present portraits and biographical sketches of prominent Americans who are interested in Japan, and of Japanese who are interested in America.
