Available in PDF, EPUB and Kindle. Book excerpt: This volume presents the most recent studies on Japanese and American trade, antitrust, patent, and other laws and their effects on bilateral economic relations. The studies included, written by Japanese and American officials, lawyers, and economists, will be of interest to policy makers, scholars, and corporations concerned with or interested in bilateral trade, technology transfer, investment, and joint ventures. The studies also offer analyses and insights significant in examining the legal-economic issues involved in economic relations among all advanced industrial nations. The three foci of the book are Japan's laws and their enforcement which affect the practices and behavior of individuals, firms, and the government within its domestic economy; the effects of Japanese laws and legal administrative practices on foreign access to Japanese markets; and the roles American laws play in bilateral economic relations. Each article deals with specific Japanese and American laws affecting bilateral economic relations. Together they succeed in substantively increasing our understanding of the issues involved and in identifying the changes that are called for that will reduce the bilateral economic conflicts which now mar the otherwise friendly relations between the two nations. Resolution of these bilateral legal-economic issues will be difficult to attain because they arise in part from differences in legal traditions and in the roles government plays in each economy. However, only through studies such as those offered in this volume, prepared by individuals directly involved i n enforcement of the laws discussed and by scholars specializing in the legal-economic issues affecting bilateral economic relations, can we gain knowledge and insights essential in taking the necessary steps to reduce bilateral economic conflicts.

Available in PDF, EPUB and Kindle. Book excerpt: In the late 1980s and 1990s, the advanced industrial countries considered replacing the existing analogue television infrastructure with a new digital one. A key common feature to the debates over digital TV (DTV) in the United States, Western Europe and Japan was the eventual victory of the ideas of digitalism (the superiority of everything digital over everything analogue) and of digital convergence (the merging of computing, telecommunications and broadcasting infrastructures made possible by digitalization) in public debates over standards. Jeffrey Hart's book shows how nationalism and regionalism combined with digitalism to produce three different and incompatible DTV standards in the three regions, an outcome which has led to missed opportunities in developing the new technologies. Hart's book contributes to our understanding of relations between business and government, and of competition between the world's great economic powers.

Book excerpt: The aim of each volume of this series Guides to Information Sources is to reduce the time which needs to be spent on patient searching and to recommend the best starting point and sources most likely to yield the desired information. The criteria for selection provide a way into a subject to those new to the field and assists in identifying major new or possibly unexplored sources to those who already have some acquaintance with it. The series attempts to achieve evaluation through a careful selection of sources and through the comments provided on those sources.

Available in PDF, EPUB and Kindle. Book excerpt: The semiconductor industry is at the forefront of current tensions over international trade and investment in high technology industries. This book traces the struggle between U.S. and Japanese semiconductor producers from its origins in the 1950s to the novel experiment with "managed trade" embodied in the U.S.-Japan Semiconductor Trade Arrangements of 1986, and the current debate over continuation of elements of that agreement. Flamm provides a thorough analysis of this experiment and its consequences for U.S. semiconductor producers and users, and presents extensive discussion of patterns of competition within the semiconductor industry. Using a wealth of new data, he argues that a fundamentally new trade regime for high technology industries is needed to escape from the present impasse. He lays out the alternatives, from laissez-faire to managed trade, and argues strongly for a new set of international ground rules to regulate acceptable behavior by government and firms in high-tech industries. Flamm's detailed analysis of competition within the semiconductor industry will be of great value to those interested in the industrial organization of high-technology industries, as well as those concerned with trade and technology policy, international competition, and Japanese industrial policies.

Tyson proposes a "cautious activist" policy agenda to promote US competitiveness in high-technology sectors and to strengthen multilateral rules governing high-technology trade.

Book excerpt: Economists disagree on whether recent U.S. trade policies are harmful or helpful, but they all agree that there is a new trend toward focusing on results-oriented policies in specific markets and with particular trading partners. These twelve essays by leading international economists explore crucial issues in U.S. trade policy today. Topics examined include the markets for automobile and automobile parts in the United States and Japan, the U.S. response to "unfair" trading practices such as dumping, and the effects of industry- and country-specific policies. Examples include high-technology and agricultural industries and off-shore assembly in U.S. border cities. The volume concludes that some policies can act to both protect imports and promote exports, that the threat of protectionist policies can often have effects that are as pronounced as their implementation, and that regulatory policy has as great an impact on trade and investment patterns as does trade policy itself. It will be of crucial interest to international trade economists, policy specialists, and political scientists.
