Book excerpt: Excerpt from The Early Diplomatic Relations Between the United States and Japan, 1853-1865 The invitation to deliver the Albert Shaw Lectures on Diplomatic History at the Johns Hopkins Univer sity afforded an opportunity to organize the first part of a more extensive study in which I have been em gaged for a number of years. It is my hope to com plete eventually a survey of the whole'period of Japa nese-american diplomatic relations. The present lec tures take up the story with the beginnings of American intercourse, and continue it through the negotiation' of the Perry and Harris treaties, into the period when, because of the Mikado's refusal to approve of the commercial conventions, the foreign relations of Japan became apparently inextricably involved with the tur bulent domestic politics of that revolutionary era. The narrative ends with the Mikado's sanction of the treaties in 1865, one of the most important of all the events which occurred in the period between the real opening of Japan in 1859 and the war of the restora tion in 1868. With a view to a better and Closer understanding of each other, and to the promotion of neighborly relations between the two nations, the Chambers of Commerce of Tokyo, Osaka, Kyoto, Yokohama and Kobe last year invited your Pacific Coast chambers of commerce to send over a commission to Japan. The invitation was accepted, and a representative body of business men from the Pacific Coast paid us a visit about the same time that your fleet visited us, also at our invitation. Pleased with the welcome their representatives met with in Japan, the Chambers Of commerce in the Pacific Coast States invited us this year, and the result is that we are now touring through this country as their guests. Japan, as you know, was first introduced to the Western world by Commodore Perry, a little over half a century ago. Until that time Japan had followed a policy of seclusion which had been forced upon her by a train of events which it would be impossible for me to narrate within the time at my disposal. I shall content myself with saying that that policy of seclusion was quite foreign to the spirit of the Japanese people and that its adoption was against their will. This motive has prompted us to publish the Japan in New York, which, however small, will give a brief history of the organization of each Japanese institution, agency, store and the individual work, both in the English as well as in the Japanese languages. The work of gathering data having only been started a month ago, coupled with the inadequate facilities of our publication department, has, we are sorry to say, prevented us from accomplishing more thorough and valuable work. We, however, shall not neglect to improve and better this little book in its future issue, until it can be recognized as one of the indispensables of the Japanese and Americans interested in things Japanese. The Japanese section contains nearly a hundred items, while the English section only includes thirty - eight. Which we selected as likely to prove interesting to our English readers, to whom we also offer several articles written by prominent gentlemen in this country. Ever since that memorable voyage Japan has felt that the awakening of the Far East, and the great benefit she herself has received from her acceptance of Western civilization, were due to the stimulus and inspiration given by the United States. In the half century that has followed, the friendship of the two nations has been strengthened by means of a rapidly developing commerce. No American should be ignorant of the fact that among the people of Japan there is a sincere and deep-rooted friendship for the people of the United States. "Japan and America" was founded in this city in July, 1901, and the "Japanese-American Commercial Weekly" in December, 1900, for the purpose of helping to maintain and promote friendly and commercial relations between America and Japan. They are endeavoring to draw the peoples of the two countries closer together in all their relations of life - in trade, in art, in literature - and in sympathy with each other in the broad purpose, shared by both in common, of world-civilization. Both nations, it should be remembered, are engaged upon the solution of the same grave and important problem - the civilization and uplifting of inferior races. That the efforts of this periodical have been widely appreciated is shown by the fact that "Japan and America" and the "Japanese-American Commercial Weekly" now have a large and in creasing circulation in the United States and in Japan. We here present portraits and biographical sketches of prominent Americans who are interested in Japan, and of Japanese who are interested in America. The Americans who are most interested in Japan are well known to the older people in Japan, but not to the younger generation. It is our purpose to make known to this class such of the successful Americans as they ought to know. In like manner, the sketches tell Americans of some of the successful men of Japan.
