Since the 1970s, socialist, communist and regional parties in India have sought to forge a progressive 'third force'. Most scholars typically dismiss its principal manifestations -- the Janata Party, National Front and United Front -- as inherently opportunistic coalitions of power-seeking politicians. Sanjay Ruparelia provides a fine-grained analytic narrative to challenge this prevailing wisdom. Employing a variety of methods and resources, including the rare confidential testimonies of key political actors, Ruparelia demonstrates how the politics of each governing coalition, despite their self-evident flaws and short-lived tenures, revealed the outlines of a distinctive national vision. His fresh analysis of the politics of coalition in India also yields wider theoretical insights. Most studies fail to question or explain how these multiparty governments actually functioned. Hence they overstate the stability of and polarity between multiple political motivations, Ruparelia contends, discounting internal party debates over whether to share power, with whom and to what extent, and how. In such circumstances, the strategies, tactics and choices of actors become especially significant. The pursuit of power in a highly regionalized federal parliamentary democracy such as India creates incentives to forge national coalition governments, yet paradoxically decreases their chances of surviving. Ultimately, the failure of socialists and communists to judge their real historical possibilities at key junctures led to the decline of the broader Indian left.

In The Saffron Wave, Thomas Hansen turns our attention to recent events in the world's largest democracy, India. Here he analyzes Indian receptivity to the right-wing Hindu nationalist party and its political wing, the Bharatiya Janata Party (BJP), which claims to create a polity based on "ancient" Hindu culture. Rather than interpreting Hindu nationalism as a mainly religious phenomenon, or a strictly political movement, Hansen places the BJP within the context of the larger transformations of democratic governance in India. Hansen demonstrates that democratic transformation has enabled such developments as political mobilization among the lower castes and civil protections for religious minorities. Against this backdrop, the Hindu nationalist movement has successfully articulated the anxieties and desires of the large and amorphous Indian middle class. A form of conservative populism, the movement has attracted not only privileged groups fearing encroachment on their dominant positions but also "plebeian" and impoverished groups seeking recognition around a majoritarian rhetoric of cultural pride, order, and national strength. Jaffrelot and Anil explore this black page in India's history, a constitutional dictatorship of unequal impact, with South India largely spared thanks to the resilience of Indian federalism. India's First Dictatorship focuses on Mrs Gandhi and her son, Sanjay, who was largely responsible for the mass sterilisation programmes and deportation of urban slum-dwellers. However, it equally exposes the facilitation of authoritarian rule by Congressmen, Communists, trade unions, businessmen and the urban middle class, as well as the complacency of the judiciary and media. While opposition leaders eventually closed ranks in jail, many of them collaborated with the new regime--including the RSS. Those who resisted the Emergency, in the media or on the streets, were few in number. This episode was an acid test for India's political culture. While a tiny minority of citizens fought for democracy during the Emergency, in large numbers the people bowed to a strong woman, even worshipped her. Equally importantly, Hindu nationalists were endowed with a new legitimacy. The Emergency was not a parenthesis, but a turning point; its legacy is very much alive today.

Book excerpt: Maurice Duverger is arguably the most distinguished French political scientist of the last century, but his major impact has, strangely enough, been largely in the English-speaking world. His book, Political Parties, first translated into English in 1954, has been very influential in both the party politics literature (which continues to make use of his typology of party organization) and in the electoral systems literature. His chief contributions there deal with what have come to be called in his honor Duverger’s Law and Duverger’s Hypothesis. The first argues that countries with plurality-based electoral methods will tend to become two-party systems; the second argues that countries using proportional representation (PR) methods will tend to become multi-party systems. Duverger also identifies specific mechanisms that will produce these effects, conventionally referred to as “mechanical effects”, and “psychological effects”. However, while Duverger’s Hypothesis concerning the link between PR and multipartism is now widely accepted; the empirical evidence that plurality voting results in two-party systems is remarkably weak—with the U.S. the most notable exception. The chapters in this volume consider national-level evidence for the operation of Duverger’s law in the world’s largest, longest-lived and most successful democracies of Britain, Canada, India and the United States. One set of papers involves looking at the overall evidence for Duverger’s Law in these countries; the other set deals with evidence for the mechanical and incentive effects predicted by Duverger. The result is an incisive analysis of electoral and party dynamics.
