Book excerpt: This book explores the path that led to the Treaty of Rapallo (1920) between Italy and the new Kingdom of the Serbs, Croats and Slovenes, later the Kingdom of Yugoslavia, in the aftermath of the First World War, when the territories of the former Austro-Hungarian Empire were allotted to new and existing states, with regard as far as possible to the nationalities of the people living in the various territories in addition to the future of Montenegro and Albania. Based on vast archival documentation and published sources, the contributors to this book discuss the nature of the disputes which arose in the Adriatic area, often as the result of the inhabitants of the different territories being of several nationalities, and examine how the disputes were concluded. The book charts the disappointments of both Italians and Yugoslavs, the Italians disappointed that the terms of the Treaty of London of 1915, which promised Dalmatia to Italy in return for Italy entering the war against the Austro-Hungarian Empire, were not fulfilled. The Yugoslavs were disappointed loosing territories containing large Yugoslav populations. The volume considers public opinion, the words, positions and actions of leading politicians, and the continuing consequences of the settlement, many of them adverse consequences for particular cities and localities. Book excerpt: The city of Trieste stands as a symbol of the Italian-Yugoslav border dispute in the first decade after the Second World War. The problem included a much larger territory which covers the wider area of Trieste: ranging from the Julian Alps in the north to the base of the Istrian peninsula in the south; in the area where the Italians meet the South Slavs. Moreover, after the Second World War it was an area of confrontation for two ideologies: western democracy and communism. It was the place where the Iron Curtain lay between the two worlds for many decades of the Cold War. Often discussed from the socio-economic point of view, military aspects of the Trieste Crisis remain remarkably under-reported - and not only in the English language. One of the primary reasons is the relative unavailability of relevant Italian and Yugoslav documentation, but also the general focus on political and ethnic issues instead. The Trieste Crisis focusses on military-related affairs in this part of the world from the 'race to Trieste' of May 1945 until the creation of the Free Territory of Trieste and the culmination of tensions between Italy and former Yugoslavia, in October 1953. By the later date, the crisis had reached a point where it resulted in the largest deployment of military forces from both countries. Correspondingly, this work provides a detailed account of the Allied, Italian and Yugoslav military presence in the area befor, and their build-up during this near-war. Paying special attention to the description of the troops involved, their armament and equipment, the heavy weaponry deployed, and aerial and naval forces, The Trieste Crisis is illustrated by more than 150 photographs - most of them never published before - colour profiles and maps, and thus closing a gap in the history of the early Cold War in Europe of the mid-20th Century.

Book excerpt: Italy, although it considers itself to be a middle-sized power on par with France, the United Kingdom, and Germany, has been incapable of playing an international role comparable to theirs, instead keeping a low-profile foreign policy. This has not been due to any material constraints—Italy’s profile has remained consistently low, through economic times both good and bad—but rather to the country’s strategic culture, a mixture of realpolitik and pacifist tendencies. This book sets out to analyze the influence of Italy’s strategic culture on its foreign policy. It conducts an exploratory case-study to show if hypotheses generated by the strategic culture approach can shed some light on the puzzling Italian behavior in the international arena (puzzling because Italy shows a less assertive foreign policy vis-à-vis other middle powers in the same rank). The first chapter considers the main interpretations of Italian foreign policy and their limitations. The second and third chapters review the literature on strategic culture, stressing its utility for the Italian case. The fourth chapter describes the country’s strategic culture through the Liberal, Fascist, and Republican periods, and the fifth chapter analyzes the influence of ideational factors on Italy’s behavior abroad. Book excerpt: Yugoslav military cooperation with West emerged after the country’s split with the U.S.S.R. and its allies in 1948. It came as a surprise for many, since Yugoslavia used to be one of the staunchest followers of Soviet politics. However, faced with possible military escalation of the ideological, political, and economic worsening of relations with the East, the Yugoslav leadership quickly turned to their former “class enemies.” For the United States, it presented an opportunity to acquire many unexpected political benefits. Yugoslav alienation from the Kremlin provided territorial consolidation of the southern flank of NATO, denial of direct approach to the Adriatic Sea and Northern Italy to Soviet troops, and dealt a strong political blow to the homogeneity of the Eastern bloc. While not insisting on changing the ideological nature of Yugoslav state, the United States provided much needed material and financial aid, developing the base for entering into sphere of military cooperation. It had two main categories—direct support for Yugoslav forces through shipments of military equipment, as well as Yugoslavia entering into defensive, military alliance (the Balkan Pact) with Greece and Turkey, already full members of NATO. Such trends, aiming towards closer Yugoslav bonding with Western military and political structures, ended in the mid-1950s with Stalin’s death, the outbreak of the Trieste crisis, and Tito’s reconciliation with Soviet leadership. Developing the new policy of non-alignment with either of the confronting blocs, Yugoslavia stepped out from the program of Western military aid, while the Balkan Pact slowly faded in growing animosity between Greece and Turkey.

After falling out with the Eastern bloc, Tito turned to the United States for support and inspiration. In the political sphere the distance between the two countries was carefully maintained, yet in the realms of culture and consumption the Yugoslav regime was definitely much more receptive to the American model. For Titoist Yugoslavia this tactic turned out to be beneficial, stabilising the regime internally and providing an image of openness in foreign policy. Coca-Cola Socialism addresses the link between cultural diplomacy, culture, consumer society and politics. Its main argument is that both culture and everyday life modelled on the American way were a major source of legitimacy for the Yugoslav Communist Party, and a powerful weapon for both USA and Yugoslavia in the Cold War battle for hearts and minds. Radina Vučetić explores how the Party used American culture in order to promote its own values and what life in this socialist and capitalist hybrid system looked like for ordinary people who lived in a country with communist ideology in a capitalist wrapping. Her book offers a careful reevaluation of the limits of appropriating the American dream and questions both an uncritical celebration of Yugoslavia’s openness and an exaggerated depiction of its authoritarianism.

Goran Musić has investigated the changing ways in which blue-collar workers perceived the recurring crises of the regime. Two self-managed metal enterprises, one in Serbia another in Slovenia, provide the frame of the analysis in the time span between 1945 and 1989. These two factories became famous for strikes in 1988 that evoked echoes in popular discourses in former Yugoslavia. Drawing on interviews, factory publications and other media, local archives, and secondary literature, Musić analyzes the two cases, going beyond the clichés of political manipulation from the top and workers' intrinsic attraction to nationalism. The author explains how, in the later phase of communist Yugoslavia, growing social inequalities among the workers and undemocratic practices inside the self-managed enterprises facilitated the spread of a nationalist and pro-market ideology on the shop floors. Yet rather than being a mass taken advantage of by populist leaders, the working class Musić presents is one with agency and voice, a force that played an important role in shaping the fate of the country. The book thus seeks to open a debate on the social processes leading up to the dissolution of Yugoslavia.
