In secondo luogo, si discute come le politiche fiscali attuate tra il 2010 e il 2016 non siano state coerenti con l’obiettivo di favorire la crescita economica di alcuni paesi europei, tra cui l’Italia. Nella terza parte, si indaga il ruolo delle politiche e delle regole europee nell’influenzare i risultati delle politiche fiscali degli stati membri. Nella quarta parte, ci si sofferma sui rilevanti cambiamenti avvenuti negli ultimi anni nell’ambito della struttura della tassazione delle imprese e del ruolo degli incentivi fiscali all’investimento, in particolare in innovazione. Infine, nella quinta parte, si analizzano criticamente sia gli interventi relativi alle politiche sociali attuate attraverso sussidi monetari e agevolazioni fiscali, sia i più recenti provvedimenti riguardanti il sistema previdenziali italiano.

Si sostiene che, da una parte, le politiche di consolidamento fiscale mettono a rischio la crescita già bassa del Pil e finiscono per ritardare la riduzione del rapporto tra debito e Pil; d’altra parte, che i provvedimenti adottati non hanno ridotto la disuguaglianza nella distribuzione del reddito, che in Italia è una delle più alte in Europa. Oltre a ciò, vengono approfondite due tematiche salienti per la politica di bilancio: in primo luogo la relazione esistente tra struttura del prelievo fiscale, crescita, occupazione. Viene mostrano che, a parità di gettito, un aumento della progressività del prelievo incrementa l’occupazione, e che un trasferimento del prelievo dal reddito al consumo aumenta la crescita e l’occupazione. Il secondo argomento di approfondimento riguarda la misurazione del Pil potenziale, che è alla base delle regole fiscali europee. Due contributi mostrano la scarsa robustezza o l’inadeguatezza delle metodologie di calcolo del potenziale adottate dalla Commissione europea.

Book excerpt: This paper builds a model-based dynamic monetary and fiscal conditions index (DMFCI) and uses it to examine the evolution of the joint stance of monetary and fiscal policies in the euro area (EA) and in its three largest member countries over the period 2007-2018. The index is based on the relative impacts of monetary and fiscal policy on demand using actual and simulated data from rich estimated models featuring also financial intermediaries and long-term government debt. The analysis highlights a short-lived fiscal expansion in the aftermath of the Global Financial Crisis, followed by a quick tightening, with monetary policy left to be the “only game in town” after 2013. Individual countries’ DMFCIs show that national policy stances did not always mirror the evolution of the aggregate stance at the EA level, due to heterogeneity in the fiscal stance.

Book excerpt: Growth in Ghana during the last decade has not translated into meaningful benefits for rural households who experienced an increase in poverty in recent years. This reflects, among other factors, the relatively weak performance of the agricultural sector and its general lack of competitiveness. The government has identified agriculture as the backbone of its development strategy and is committed to address the numerous challenges faced by the sector. However, it is likely to encounter fiscal constraints in a postdevelopment assistance era. It is therefore crucial to understand the trade-offs associated with alternative spending strategies. In this study we develop an economywide modeling framework for analyzing returns to public spending in support of agriculture. The model is used to evaluate the effect of compositional shifts in spending given marginal returns to different areas of investment. Our analysis focuses especially on extension services and input subsidies as two important components of the government’s agricultural development strategy. The objective of the study is to advise policymakers on which spending strategy is the most likely to contribute to government’s development goals, such as poverty reduction or economic growth. We find that a doubling of the share of agriculture in total public budget would accelerate agricultural growth to somewhere between 7.6% and 8.6% against the business-as-usual scenario of about 3.5%. The level of growth achieved depends on the types of policies that are favored. In the examples presented here, we show that an input subsidy-oriented spending strategy may yield significant benefits in the short run (1–5 years), and especially in an expansionary fiscal environment, but investments in effective extensive services are more sustainable and rewarding in the medium- to longer-run (6–10 years), especially when public resources are more constrained. These results demonstrate why short-term political goals might result in policy choices that are suboptimal from a longer-term development perspective.
