Book excerpt: The U.S. integrated steel industry has been very successful in securing import protection over the last 20 years. Critical to that success has been a cohesive coalition of steel producers, the steelworkers' union and 'steel-town' congressional representatives. The political strength of this coalition has diminished substantially over the last decade as the integrated steel industry has restructured and as domestic minimills have played an increasingly important role in the U.S. steel sector. In addition, an effective domestic coalition of steel-using industries acted as a critical counterweight beginning with the fight over a VRA extension in 1989. After 1989, quotas on steel were non-binding and the industry was largely unsuccessful in obtaining antidumping duties in its 1993 unfair trade petitions. These factors point to a diminished ability of the integrated steel industry to obtain special trade agreements in the future.

Coping with this question a deeper look at the Chinese steel industry is needed. First, this paper will outline the history and examine statistics dealing with the global steel market in order to center the growth and structure of the Chinese steel industry. The second part of this paper highlights tariffs, their function and influence on the market in general and especially on the Chinese steel industry. Finally, derived from previously examined facts, the tariffs’ consequences on the industry are discussed concluding with a future outlook. Since 2014, China is the second largest economy in the world, following the United States of America, comparing the countries’ gross domestic products. China’s steel industry dominates the global steel market, taking nearly half of the world’s production into account. In 2015, the country is the biggest exporter of semi-finished and finished steel products. Latest developments show a lowering and stagnating overall growth in China. This forces higher steel exports and puts pressure on the global steel price, leading to clamours for taxing Chinese steel imports in other countries. The U.S. and European Union (EU) among other countries have already confined tariffs on Chinese steel, aiming to protect their local steel industry.

It goes on to examine the impact of decline on steel-making communities, considering the various local, national and international initiatives to assist the affected areas and the way these initiatives have been devised and implemented. The authors conclude that none of these policies has satisfactorily resolved the crisis in the old steel producing areas and that a major crisis in these areas continues. Finally they discuss the social and political options open to these localities for the future.
