It does so against the background of local governments in majority Muslim regions across Indonesia promoting and passing regulations that mandate forms of social or economic behaviour seen to be compatible with Islam. The book situates the political construction of Islamic behaviour in West Sumatra, and in Indonesia more generally, within an historical context in which rulers have in some way engaged with aspects of Islamic practice since the Islamic kingdom era. The book shows that while formal local Islamic regulations of this kind constitute a new development, their introduction has been a product of the same kinds of interactions between international, national and local elements that have characterised the relationship between Islam and politics through the course of Indonesian history. The book challenges the scholarly tendency to over-emphasise local political concerns when explaining this phenomenon, arguing that it is necessary to forefront the complex relationship between local politics and developments in the wider Islamic world. To illustrate the relationship between transnational and local Islam, the book uses detailed case studies of four domains of regulation: Islamic finance, zakat, education and behaviour and dress, in a number of local government areas within the province.

Book excerpt: In this volume, André Wink analyzes the beginning of the process of momentous and long-term change that came with the Islamization of the regions that the Arabs called al-Hind—India and large parts of its Indianized hinterland. In the seventh to eleventh centuries, the expansion of Islam had a largely commercial impact on al-Hind. In the peripheral states of the Indian subcontinent, fluid resources, intensive raiding and trading activity, as well as social and political fluidity and openness produced a dynamic impetus that was absent in the densely settled agricultural heartland. Shifts of power occurred, in combination with massive transfers of wealth across multiple centers along the periphery of al-Hind. These multiple centers mediated between the world of mobile wealth on the Islamic-Sino-Tibetan frontier (which extended into Southeast Asia) and the world of sedentary agriculture, epitomized by brahmanical temple Hinduism in and around Kanauj in the heartland. The growth and development of a world economy in and around the Indian Ocean—with India at its center and the Middle East and China as its two dynamic poles—was effected by continued economic, social, and cultural integration into ever wider and more complex patterns under the aegis of Islam. The Minangkabau culture of West Sumatra, Indonesia, is well known as the world's largest matrilineal culture; Minangkabau people are also Muslim and famous for their piety. In this book, Jeffrey Hadler examines the changing ideas of home and family in Minangkabau from the late eighteenth century to the 1930s. Minangkabau has experienced a sustained and sometimes violent debate between Muslim reformists and preservers of indigenous culture. During a protracted and bloody civil war of the early nineteenth century, neo-Wahhabi reformists sought to replace the matriarchate with a society modeled on that of the Prophet Muhammad. In capitulating, the reformists formulated an uneasy truce that sought to find a balance between Islamic law and local custom. With the incorporation of highland West Sumatra into the Dutch empire in the aftermath of this war, the colonial state entered an ongoing conversation. These existing tensions between colonial ideas of progress, Islamic reformism, and local custom ultimately strengthened the matriarchate. The ferment generated by the trinity of oppositions created social conditions that account for the disproportionately large number of Minangkabau leaders in Indonesian politics across the twentieth century. The endurance of the matriarchate is testimony to the fortitude of local tradition, the unexpected flexibility of reformist Islam, and the ultimate weakness of colonialism. Muslims and Matriarchs is particularly timely in that it describes a society that experienced a neo-Wahhabi jihad and an extended period of Western occupation but remained intellectually and theologically flexible and diverse.
