Walker, Comptroller Gen. of the U.S., discussing performance budgeting as a way to help government meet the pressing challenges of the 21st century. As part of its work to improve the management and performance of the federal government, the Government Accountability Office (GAO) monitors progress and continuing challenges in using performance information to inform budgetary choices (performance budgeting). In light of the nation’s long-term fiscal imbalance and other 21st century challenges, GAO has reported that the Government Performance and Results Act of 1993 (GPRA) and performance budgeting can support needed reexamination of what the federal government does, how it does it, and who does it. GAO remains committed to working with Congress and the Administration to help address these important and complex issues. Figures. This is a print on demand report.

Book excerpt: Performance budgeting involves costs, from the drafting and passage of legal foundations, and the political capital and will to implement it, to training personnel to create a performance-oriented culture, and information technology requirements to track performance. Through comprehensive examination of performance budgeting laws, in-depth interviews of those practicing in government agencies, and quantitative survey analysis, Public Performance Budgeting examines the influence of performance measurement and evaluation on all phases of the budgeting process. Lu and Willoughby present original research and case studies to explore how performance is linked to public budgets and government results, its impacts on budgeting systems, and possible unintended consequences. A summary assessment of how performance measurement could and should play a role in furthering performance budgeting is explored in a concluding chapter. The first of its kind to spotlight budget practice through the lens of juvenile justice, this book is required reading for all those studying public budgeting, management, and policy.

This book was released on 2005 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government Performance and Results Act of 1993 (Public Law 103-62), known as GPRA or the Results Act, sought to promote greater efficiency, effectiveness, and accountability in federal spending by establishing a new framework for performance management and budgeting in federal agencies. GPRA represents the latest in a series of initiatives in the last 55 years attempting to link budget levels with expected results, so that spending decisions can be better aligned with anticipated performance, an approach commonly referred to as "performance budgeting." On April 9, 2001, President Bush transmitted his budget for FY2002, in which various steps to strengthen the linking of budget and management decisions to performance were endorsed. This was followed in August by the President's Management Agenda for improving performance; one of five government-wide initiatives identified was budget and performance integration. On February 4, 2002, President Bush transmitted his budget for FY2003, which introduced a Management Scorecard, to measure agency progress on the initiatives. The FY2003 budget also contained initial efforts at performance analysis of over 100 programs that were used to inform funding decisions, constituting the first time a President's budget submission attempted formally to link budget requests with program performance. A new program assessment rating tool (PART) was developed in 2002, and was used by agency program managers and OMB staff to evaluate over 200 programs during the course of formulating the FY2004 budget. The PART reviews have continued and expanded, covering 40% of programs in the FY2005 budget and 60% of programs in the President's FY2006 budget submission. In Congress, interest continues in monitoring the PART process, as well as in the Administration's budget and performance integration initiative and ongoing implementation of GPRA.

Available in PDF, EPUB and Kindle. Book excerpt: "Budgeting and financial management in the U.S. federal government is highly complex and highly differentiated, e.g., in the process employed by the Executive branch versus those used by Congress. In this book we attempt to cover the processes of both the Executive and Congress and the relationships between the two. The book provides views from several perspectives, e.g., managerial and political. We attempt to provide readers with an understanding of how federal budget and financial management processes are supposed to operate. However, we then go a step further to show how these processes actually operate often in contrast to the intended template. Additionally, this book is intended to capture and combine the views of the academic and the practitioner, including those of the participants in the process."--Introduction.
