Book excerpt: Structural funds are the most intensively used policy instrument by the European Union to promote economic growth in its member states and to speed up the process of convergence. This paper empirically explores the effectiveness of European Structural Funds by means of a panel data analysis for 13 countries in the European Union. We show that - on average - Structural Funds are ineffective. For countries with the 'right' institutions, however, Structural Funds are effective. The latter result is obtained for a wide range of conditioning variables, such as openness, institutional quality, corruption and indicators for good governance.

This is despite the European Union’s continuous efforts to reduce welfare differences between its member states since its foundation in 1958: The long-term objective of the EU is a convergence of income and GDP per capita levels within the entire Union. This policy is known as European cohesion policy, which nowadays accounts for more than one third of the EU’s total budget. The vast financial importance of the cohesion policy naturally begs two questions: Are structural funds effective in promoting economic growth? And if so, do they promote income and welfare convergence within the EU? Yet most studies so far have merely yielded fragmented results, as they only focus on single EU member states, or consist of data for short time periods. In 2004 ten new member countries joined the EU, and it is expected that this enlargement will cause strong regional disparities within the Union. For this reason the distribution of financial support by structural policy will undergo drastic changes. In this study we consider two main themes. First, convergence of the current EU Member States is empirically tested for the period 1995-2001, and the effect of the structural funds in this context is identified. Structural funds do indeed appear to have had a positive impact, and poorer countries (like Greece) appear to have caught up with the richer countries. The importance of the structural funds in this respect therefore cannot be neglected. Second, we touch on the problem of moral hazard and the substitution effect. It may be expected that receivers of structural funds in some cases are not really eligible and may therefore use the funds inefficiently. Our first and preliminary results seem to indicate that the less clean countries (or as we measure it, more 'corrupt' countries) of the current EU-15 do not gain less economic growth from the structural funds. The hypothesis that structural funds contributed to fewer interregional disparities within the current 15 European countries cannot be rejected. This may mean the intended plans of channelling a big share of the funds to the candidate countries in 2007-13 will probably contribute to higher economic growth in these countries.

Hence, this book proposes the use of novel methodologies addressing the mid-term and terminal assessments that enable performing the efficiency appraisal of the operational programs and that can support decision-makers in the selection of projects that should be awarded for funding.

Previous evaluations on the funding's effectiveness reveal contradicting results. A new and robust RWI study does not find any positive effects of the program on economic growth. In fact, impacts indicate that highly funded regions might have to overcome structural problems first before growth programs can take effect. Also, a high intensity of funding in the immediate regional neighborhood has a strongly negative influence on a region's growth prospects.
