It is based on previous tools and approaches widely used in Asia by FAO in its modernization training programme (rapid appraisal procedures and benchmarking). Book Synopsis Case Studies in Participatory Irrigation Management by : David Groenfeldt
Download or read book Case Studies in Participatory Irrigation Management written by David Groenfeldt and published by World Bank Publications. This book was released on 2000 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Water is a vital element for agricultural production and for economic development in general. However, the spatial and temporal distribution of water in Mexico restrains its use. Because of this distribution, it has been necessary to build a large infrastructure to capture, store, and allot this element among water users." Around the world, countries that once promoted more government involvement in irrigation management are adopting new policies that do just the opposite, creating incentives for farmers to take over the management of operations and maintenance, while government agencies focus on improving the management of water at the main system level. Is this just another management fad; or will the pendulum that is now swinging toward greater management control by farmers soon swing back the other way, toward greater state control? This volume reports on four countries where the state's role in irrigation management has undergone fundamental change and where the result has been a much greater management role for farmers. These studies address the political antecedents of participatory irrigation management (PIM) policies, the process of implementing the policies, and the second-generation challenges of sustaining PIM. These experiences will prove useful to policymakers and irrigation professionals who are facing similar challenges in their own countries.
Book Synopsis Irrigation Water Pricing by : François Molle
Download or read book Irrigation Water Pricing written by François Molle and published by CABI. This book was released on 2007-01-01 with total page 367 pages. Available in PDF, EPUB and Kindle. Book excerpt: Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.
Book Synopsis Charging for Irrigation Services by : Frank van Steenbergen
Download or read book Charging for Irrigation Services written by Frank van Steenbergen and published by IWA Publishing. This book was released on 2006-11-01 with total page 101 pages. Available in PDF, EPUB and Kindle. Book excerpt: Irrigation is the dominant consumer of fresh water world-wide, accounting for as much as 80% of use in many water-short countries. Two issues dominate the problems in water resources management generally, and especially the management of irrigation systems: scarcity of water to meet competing demands, and scarcity of funds to finance operation, maintenance and renewal of existing facilities. Various international conferences, donor policies and academic papers have pointed to the contribution that appropriate irrigation service charging systems can make to both problems. This book is unique in that it connects policy objectives in water pricing with the practicalities of a setting up an irrigation water charging systems. It discusses the different types of water charging systems as well as the basis for quantifying and calculating the charges in the real world. Based on practical experiences in a range of countries , it also looks at possibilities for cost rationalizations and developing a broad range of revenue streams. The book concludes with a systematic explanation on how to design an irrigation water charging system - looking at assessment, billing and improving collection performance.

Book Synopsis Transforming Asian Governance by : M Ramesh
Download or read book Transforming Asian Governance written by M Ramesh and published by Routledge. This book was released on 2009-01-13 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are a multitude of hazards that confront attempts to change institutional or political orders in pursuit of good governance. Even seemingly technical prescriptions run up against local political and social realities which make their adoption difficult and, if adopted, require significant modification of the original prescriptions. Moreover, the technical, rationalist and/or normative language employed in the good governance discourse masks contests over power, rights, resources, and actors’ conflicting interests. There is a definite need to situate the good governance debate in the local context rather than reflexively adopting a universalistic positing of the fact or desirability of governance convergence across countries and sectors because the reality is that the world-wide deployment of good governance rhetoric is not accompanied by convergence in thinking or practices across nations. Transforming Asian Governance asks: • How do good governance principles translate into local settings? • How do local settings influence the conception of what is good governance and how the debate over good governance is deployed as a political or administrative strategy? Using case studies in governance from Thailand, the Philippines, Pakistan, Malaysia, India, Indonesia, Korea and Japan, this book will be essential reading for anyone interested in the public and social policy of Asia, and international and comparative governance more generally.

Book Synopsis Water, Food and Poverty in River Basins by : Myles Fisher
Download or read book Water, Food and Poverty in River Basins written by Myles Fisher and published by Routledge. This book was released on 2013-09-13 with total page 411 pages. Available in PDF, EPUB and Kindle. Book excerpt: Conventional wisdom says that the world is heading for a major water crisis. By 2050, global population will increase from 7 billion to a staggering 9.5 billion and the demands this will place on food and water systems will inevitably push river basins over the edge. The findings from this book present a different picture. While it is convenient to visualize an inevitable global water and food crisis in which increasing demands result in increasing poverty, food insecurity and conflict, the reality is far more nuanced and revolves around the politics of equitable and sustainable development of resources. The first part of this book provides detailed insight into conditions of water flows within nine river basins. In the second part, authors summarize and re-analyze the outcome of the nine basins, providing a coherent global picture of water, water productivity and development. They assess the impacts of variations of these attributes on development and approaches for poverty alleviation, and explore the institutional factors that support or obstruct change. How people will manage river systems while protecting vital ecosystem functions will make the difference between catastrophe and survival. As Prof Asit Biswas points out, "... the world is facing a water crisis not because of physical scarcity of water but because of poor management practices in nearly all countries of the world." The book is based on the four years (2006-2010) of extensive research into the state of ten of the world’s major river basins carried out under the CGIAR Challenge Program for Water and Food’s Basin Focal Project. This book was published as a special issue of Water International.
