But the principles on which Irrigation Engineering is based can be collected in small compass, and be illustrated by examples of actual practice to the extent that space allows. What, therefore, this work attempts to do is to set forth the guiding principles that should govern the practice of irrigation, and to furnish illustrations of their application in existing canal systems. The majority of the illustrations have been selected from the wealth of material that the irrigation experience of India and Egypt supplies, for the following reasons. In the first place, I have been personally connected with irrigation in both countries, and can therefore handle the facts, relating to them, as one having authority on the subject, and not as the scribes, Whose methods I might be imitating were I to draw my illustrations from the records of other countries. In the second place, it is India that furnishes examples of irrigation on the largest scale, and that has been the school in which all British irrigation engineers, previously to England's occupa tion of Egypt, have undergone their training. Moreover, the excellent standard work on the subject, The Irrigation Works of India, by R. B. Buckley, provides in a convenient form more than enough material for copious illustrations, and I have made much use of it, with Mr. Buckley's kind permission. But it will be found that Egypt has been the favourite source of my borrowing. There are two good (so it appears to me) reasons for this. The first is that I am intimately acquainted with Egypt as an irrigating country. The second is that Egypt is par excellence the country of irrigation, as it is wholly depen dent for its existence on its mother, the Nile, from which it has never been weaned. At the same time, in order to thoroughly illustrate the subject, alternative designs for the works thus reviewed, embodying the suggested improvements, are provided, wherever such appears desirable. The method of procedure thus sketched is clearly superior, from an instructive point of view, to the ordinary one of dumping down a number of record plans of various works, some of which are of quite obsolete form, without any critical remarks on their merits or demerits from the stand point of modern development. The inexperienced designer in that case is left without guide in the selection of suitable types, and consequently is unconsciously led to follow old precedents in design, to the exclusion of more modern improvements, or to the exercise of his own ingenuity. The large number of irrigation systems constructed during the past 15 years have served to call attention to the importance of questions of operation policies and methods. Relatively such questions are at present much less thoroughly worked out than the strictly engineering questions of design and construction. This volume is the outgrowth of notes prepared for class use in a course in this subject given by the author at the University of California. It is based on several years personal experience and observation in irrigation work in many of the western states, and on a careful examination of available published material supplemented by correspondence and discussions with many of those connected with the operation and maintenance of irrigation systems. The subject of this volume is necessarily one of practice rather than of theory. As in other similar subjects, practice is materially affected by local conditions, which in irrigation may vary widely in the different irrigated sections. Such variations make it difficult to distinguish the principles of the practice from the local application of such principles. An attempt has been made to give the general principles that may be recognized, illustrated by typical examples of their local application, rather than to fully cover all local variations in practice. No attempt has been made to cover practice outside of the United States. There is very little published material relating to this subject which is generally available. References to the more important articles are given at the end of each chapter; many of these, however, have had only a limited distribution and will be available to only a few readers. Formal references to much other material found to be valuable in the preparation of this volume are not given as these consist of unpublished reports or other material of similar nature. They will perhaps abandon drawing water from their wells altogether, and prefer the less laborious occupation of watching canal water flow over their fields. The cattle will deteriorate, since they are no longer required to raise the water. The facilities for production will lead to over-cropping and gradually impoverish the soil. Lands near the canal will become water-logged. The general spring level of the country will be raised by percolation and malarious fevers will increase and lastly, when their wells are abandoned, their cattle gone, and the cultivator become enervated and effeminate, in the midst of an exceptionally dry season, some accident will happen to throw the whole canal out of gear for several years. The answer to all these objections is the same. Your scheme must be designed and carried out intelligently. The cultivator must not be harassed or interfered with unnecessarily. The existing wells must not be interfered with, canal water only introduced into tracts where there are no wells, or only unstable ones. Over-cropping must be discouraged by only permitting a limited supply of water. Percolation must be prevented by clay puddling, and the superfluous water introduced by the canal provided for by suitable drainage schemes. Accident must be guarded against by every human precaution, and by making every member of the establishment responsible for the portion of which he holds charge.
